MINUTES
Citizens are welcome to speak during Citizen’s Input or during an Agenda item. Please fill out a comment card prior
to the meeting, indicating when you would like to speak and submit it to staff. You will be given up to 5 minutes.
During Citizen’s Input, the Board can listen, but they cannot provide feedback at that time. During the Agenda item,
the Board can comment or ask questions regarding your input.
CALL TO ORDER
Chairman Robert Moroch called the meeting to order at 6:35 p.m.

CITIZEN INPUT
Brad Sharp of 4230 Artisan Park Frisco, TX 75034 discussed the idea of
privately funded public art on City-owned property.

REPORTS
2. Parks & Recreation report on activities related to arts, culture, events, park
development and operations, natural resources, and recreation services.
Council Report.
The Board reviewed the report.
3. Monthly report on status of Public Art projects.
Public Art Administrator Stephen Ross updated the Board on the Library,
Monarch View Park, Municipal Court and Public Works Expansion art projects.
CONSENT AGENDA
(Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The
Consent Agenda can be acted upon in one motion. A majority of the Board is required to remove any item for
discussion and separate action. Board members may vote nay on any single item without comment and may submit
written comments as part of the official record.)
4. Consider and act upon approval of Minutes.
November 2, 2020 Meeting of the Public Art Board.

compliance with Article VIII, Section 8.01 of the City of Frisco Home Rule
Charter.
Board Member Carole Gilmore explained her absences.
Board Member Amy Hardin moved to excuse the absences. Board Member Ann
Anderson seconded.

6. Discussion on Board presence at events.
The Board brainstormed ways to increase Public Art awareness through
presence at community events.
7. Review of Art in the Atrium theme description.
The Board reviewed and approved a theme description for the next Art in the
Atrium.
8. Maintenance and Conservation update.
Public Art Administrator Stephen Ross updated the Board on artwork
assessments for Shawnee Trail Cattle Drive, The Brave One, John Milton
Turner statue and Zoetrope.
9. Recommendations for future Agenda topics.
Continue discussion on Public Art awareness and Board presence at
events.

the City Hall of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice
was posted on the following date and time:
By December 4, 2020 at 6:30 p.m. and remained so posted at least 72 hours before meeting was convened.
If during the course of the meeting covered by this notice, the Public and Art Board should determine that a closed or executive
meeting or session of the Public and Art Board or a consultation with the attorney for the City should be held or is required, then such
closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas
Government Code § 551.001 et. seq., will be held by the Public and Art Board at the date, hour and place given in this notice as the
Public and Art Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City
concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions
and purposes:
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Public Art Board shall be
entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda
item, in which case the Public Art Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per
speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
NOTICE OF ASSISTANCE AT PUBLIC MEETINGS
The Grove at Frisco Commons is wheelchair accessible. Access to the building and special parking are available at the primary south
entrance facing McKinney Road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services
such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s
