MEETING OF THE FRISCO DOWNTOWN ADVISORY BOARD GEORGE A PUREFOY MUNICIPAL CENTER CITY ROOM/CONFERENCE ROOM 5A 6101 FRISCO SQUARE BLVD. FRISCO, TX 75034 12:00 PM MONDAY, DECEMBER 7, 2020 MINUTES EMERGENCY NOTICE DUE TO THE COVID-19 PANDEMIC, MEMBERS OF THE PUBLIC WERE ABLE TO PARTICIPATE IN THIS MEETING VIA TELEPHONE PURSUANT TO THE TEXAS GOVERNOR’S ORDER REGARDING OPEN MEETINGS. MEMBERS OF THE PUBLIC WERE ENCOURAGED TO PARTICIPATE VIA TELEPHONE OR EMAIL, AND THE COMMENTS RECEIVED ARE INCLUDED IN THE MEETING MINUTES. CALL TO ORDER 1. ROLL CALL Called to order at 12:06 PM. Board present included Randy Archambault, Matt Calloway, Danny Mehta via telephone, Richard Galvan, Melanie Horton, Brad Sharp Staff Attending: Nell Lange, John Lettelleir and Jason Cooley Guest: Ed Mahoney Vice president, Downtown Merchants Association. REPORTS None. CITIZEN INPUT Page 1 of 3 ED Mahoney Frisco Downtown Merchant association. Met with landowners in response of widening sidewalks. Trying to get Landowners in discussion with City. They have requested a traffic study to determine what if any disruptions would occur. Hosted 4th Frisco outdoor event. “Rail district outdoors” planned for 3rd Saturday of each month. Put merchandise out on the street. Creating walkability and interest in merchants. Will do this again Dec 19th with Santa, and giveaways. Will put up banners the week of the event. Nell Lange to see if Daniel with the city has any decorations available to enhance the Gazebo. Mahoney is interested in incorporating the Arts as part of the downtown merchants REGULAR AGENDA 2. Review and approve the minutes from prior meetings of the Downtown Advisory Board. Motion to approve by Board Member Calloway, second by Board Member Archambault 3. Presentation and discussion regarding COLU app for downtown shopping. Company been existence for 5 years. In Europe and Israel. Found a need that local governments did not have ways to reward shopping local. Create behavioral change and increased awareness. The COLU platform helps cities reward residents for taking action. Ability to track where local dollars are spent. Features:  City branded Mobile App  City Coin: digital reward credits  Gamification elements to increase engagement  Generates revenue streams  Community engagement  9X economic multiplier Board member Horton asked how communication reaches the citizens of Frisco.  Influencers  Social Media Activity  Stickers, swag and Guerilla marketing activities  Public Relations  City Anchor institution Chairperson Sharp inquired on the City’s investment and what they define as Page 2 of 3 downtown Frisco. He also asked about earning coins at one establishment and redeeming at another establishment. City pays COLU a fee for the technology and part of the rewards. Definition of Downtown is defined by city. Merchants seem to embrace the program and promote competition with businesses. Guest Mahoney asked how this interferes with other POS reward programs and how the merchants get paid. The city partners with a 3rd party. Like an escrow. Algorithms behind scenes determine amount to be paid to merchants. He asked is there a minimum amount of coins accumulated to receive payment. The program is set up to automatically make a monthly payment. If the merchant requests a payout if it is less than $100 coins. There is a $1 fee for merchants receiving payments on coins. 4. Discussion regarding potential joint meeting with City Council. Evaluating 2nd work session in January. (January 17th) Chairperson Sharp shared his vision for the meeting:  Update on City owned property  Update business and real estate affected by pandemic  Discuss strategic plan  Discuss Ordinance update  Main street construction.  Feedback on Partnerships with local boards/committees moving forward January DAB meeting focus on preparation showing the value for DAB for City Council meeting on January 19th at 4pm. 5. Discussion regarding future agenda items. Joint meeting with City Council. ADJOURN Board Member Archambault made a motion to adjourn, second by Board member Galvan. The meeting adjourned at 1:17pm. FRISCO, TX 75034 12:00 PM MONDAY, DECEMBER 7, 2020 AGENDA EMERGENCY NOTICE An emergency and urgent public necessity exists because of the COVID-19 pandemic, making it difficult or impossible for a quorum of the Board of Directors of the Frisco Downtown Advisory Board to convene at one location and/or making it inconsistent with guidance from the Centers for Disease Control and Prevention and guidance/orders from the State of Texas, Collin County, Denton County and City of Frisco for members of the public and other stakeholders to congregate at the usual meeting location. Accordingly, a quorum or more of the Board of Directors of the Frisco Downtown Advisory Board will conduct this meeting via telephone pursuant to the Texas Governor’s Order temporarily suspending certain provisions of the Texas Open Meetings Act and guidance received from the Texas Attorney General’s Office. Any member of the public wishing to participate in the telephonic meeting should use the following toll-free dial-in number: 1-888-688-9831 AND the following Conference ID when prompted # 898 816 181#. Calling the dial-in number at the meeting time will make the meeting audible to members of the public and allow for two-way communication. In addition to this two-way communication via telephone, members of the public also may communicate with the Board of Directors of the Frisco Downtown Advisory Board by emailing their comments to nlange@friscotexas.gov.
