MEETING OF THE URBAN FORESTRY BOARD THE GROVE AT FRISCO COMMONS 8300 MCKINNEY ROAD FRISCO, TEXAS 75033 6:30 PM WEDNESDAY, NOVEMBER 25, 2020 MINUTES Citizens are welcome to speak during Citizen’s Input or during an Agenda item. Please fill out a comment card prior to the meeting, indicating when you would like to speak and submit it to staff. You will be given up to 5 minutes. During Citizen’s Input, the Board can listen, but they cannot provide feedback at that time. During the Agenda item, the Board can comment or ask questions regarding your input. CALL TO ORDER Chairman Charles Lamping called the meeting to order at 6:30 p.m. 1. Parks & Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Council Report. Natural Resources Superintendent Tom Diamond gave update on the monthly report. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. A majority of the Board is required to remove any item for discussion and separate action. Board members may vote nay on any single item without comment and may submit written comments as part of the official record.) 3. Consider and act upon approval of Minutes. October 28, 2020 Regular Meeting of the Urban Forestry Board. Chairman Charles Lamping moved to approve the October 28, 2020 Regular Meeting of the Urban Forestry Board. Board Member Rick Travis seconded. Passed Vote: 4 – 0 For: Chairman Charles Lamping, Vice Chairman Don Fesh, Board Member Charlotte McKenzie, Board Member Rick Travis Against: (None) REGULAR AGENDA 4. Discussion regarding the "Champion" Tree Plaque. Natural Resources Superintendent Tom Diamond updated the Board that the Champion Tree plaque was under review to obtain the proper logo. Once the logo is approved, the plaque will be constructed and installed. 5. Discussion regarding the Pocket Forest Program. A proposed location for the Pocket Forest was presented. The CIP Division will be contacted for approval and design. The logistics of inventory, installation, and establishment were also discussed. Page 2 of 4 6. Discussion regarding the Pond-to-Plate Event. The Pond to Plate event involvement was discussed for participation relative to Covid-19 restrictions. There will be more discussions, as Covid-19 guidelines become available. 7. Discuss and act upon moving the December 23, 2020 Urban Forestry Board Regular Meeting to December 16, 2020. After discussion, Chairman Charles Lamping moved to change the December 23, 2020 Regular Meeting to December 16, 2020. Board Member Charlotte McKenzie seconded. Passed Vote: 4 – 0 For: Chairman Charles Lamping, Vice Chairman Don Fesh, Board Member Charlotte McKenzie, Board Member Rick Travis Against: (None) 8. Recommendations for future agenda topics.  Pocket Forest  Pond to Plate  2020 Champion Tree  2019 Champion Tree plaque  UFB Guest Speaker events  Handout promotions  Education Outreach update ADJOURN Chairman Charles Lamping moved to adjourn the meeting at 7:26 p.m. Vice Chairman Don Fesh seconded. ADJOURN CERTIFICATION Shannon Coates, Director of Parks & Recreation, certifies that this Notice of Meeting was posted on the outside bulletin board, at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice was posted on the following date and time: By November 20, 2020 at 6:30 p.m. and remained so posted at least 72 hours before meeting was convened. If during the course of the meeting covered by this notice, the Urban Forestry Board should determine that a closed or executive meeting or session of the Urban Forestry Board or a consultation with the attorney for the City should be held or is required, then such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code § 551.001 et. seq., will be held by the Urban Forestry Board at the date, hour and place given in this notice as the Urban Forestry Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes: Texas Government Code Section: § 551.071 – Private consultation with the attorney for the City. § 551.072 – Discussing purchase, exchange, lease or value of real property. § 551.074 – Discussing personnel or to hear complaints against personnel. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Urban Forestry Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Urban Forestry Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. Access to the building and special parking are available at the primary south entrance facing McKinney Road.
