MEETING OF THE SOCIAL SERVICES AND HOUSING BOARD GEORGE A. PUREFOY MUNICIPAL CENTER CITY COUNCIL CHAMBERS 6101 FRISCO SQUARE BLVD. FRISCO, TEXAS 75034 6:30 PM WEDNESDAY, NOVEMBER 11, 2020 Minutes CALL TO ORDER Chair Sadaf Haq called the meeting to order at 6:32 PM and announced a quorum was present. 1. Introduction of new Grants Coordinator Sarah Carroll introduced the new Grants Coordinator, Deborah Doss, welcoming her to her new fast paced roll. Page 1 of 4 3. Introduction of Neighborly Software Sarah Carroll presented details about the Neighborly software kickoff meeting. Neighborly will replace ZoomGrants to provide more in-depth tracking for Area Median Income (AMI) percent, number of people served, look at funding sources and pockets of grants, and additional details that ZoomGrants does not offer. Ms. Carroll continued, stating the City is looking forward to testing out a total of three programs during upcoming virtual meetings. The timeline on the transition to Neighborly is still undetermined at this time. 4. Hunger & Homelessness Awareness Week – Activities Planned & Proclamation November 17th at City Council Sarah Carroll discussed opportunities for the Social Services and Housing Board to get involved during the annual Hunger & Homelessness Awareness Week. Ms. Carroll continued discussing calls she has been receiving regarding applicants for Collin CARES grants. Ms. Carroll has been working with citizens facing possible eviction, informing them of the CDC moratorium on evictions during the pandemic. The Board continued the discussion on Awareness Week, discussing the increased need and utilization of services such as the increase in health issues, food insecurities and domestic issues. The suggestion was made to add non-profit partners’ Homeless Awareness Week activities to the City of Frisco website. Sarah Carroll was asked by the Board to add a topic of discussion to the December agenda for the discussion of a schedule for the 2021 Grant Workshop, and the plan for an amended way of running the workshop due to COVID-19 restrictions. Possible venue sites or making the entire workshop virtual. CITIZEN INPUT No citizens commented. REGULAR AGENDA 5. Consider and Act on the approval of the regular meeting minutes from the July 14, 2020, Social Services and Housing Board meeting Passed Vote: 5-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Veorge Weathersby Against: None Page 2 of 4 6. Consider and Act on the approval of the regular meeting minutes of the regular meeting minutes from the October 14, 2020, Social Services and Housing Board meeting Passed Vote: 5-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Veorge Weathersby Against: None 7. Consider and Act upon the approval of a Targeted Down Payment Assistance Program Application #85. No discussion was held, the motion passed unanimously. Passed Vote: 5-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Veorge Weathersby Against: None 8. Consider and Act upon the approval of a Targeted Down Payment Assistance Program Application #86. A brief discussion was held by Sarah Carroll emphasizing the need to have a pre- approval letter from a secured lender showing the applicants are pre-qualified. The motion passed unanimously. Passed Vote: 5-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Veorge Weathersby Against: None 9. Request for future agenda items Section 8 Housing Education for the City of Frisco. Jennifer Hundt discusses the Grant approval process, outlining how the funds are determined and allocated. The City of Frisco Housing Program Grant is approved annually during this approval process. Ms. Hundt continued covering the 17 agencies that are applying for grants this year. She continued saying the Board will be receiving a calendar of the upcoming grant approval process. If during the course of the meeting covered by this notice, the Social Services and Housing Board should determine that a closed or executive meeting or session of the Social Services and Housing Board or a consultation with the attorney for the City should be held or is required, then such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code § 551.001 et. seq., will be held by the Social Services and Housing Board at the date, hour and place given in this notice as the Social Services and Housing Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes: Texas Government Code Section: § 551.071 – Private consultation with the attorney for the City. § 551.072 – Discussing purchase, exchange, lease or value of real property. § 551.074 – Discussing personnel or to hear complaints against personnel. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Social Services And Housing Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Social Services And Housing Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
