EMERGENCY SUPPLEMENT TO AGENDA
NOTICE: Pursuant to Section 551.045 of the Texas Government Code, the previously
posted agenda for the Special Meeting of City Council on Thursday, December 17,
2020 is hereby supplemented to add item 4 below because there is an emergency
and urgent public necessity arising out of the COVID-19 pandemic and public health
emergency and the deadline to consider accepting additional CARES Act funding
made available to the City of Frisco by Collin County is imminent. The meeting will
be held on Thursday, December 17, 2020 at 5:30 p.m., and this emergency
supplemental notice is being posted at least one hour before the meeting is
convened in accordance with Section 551.045 of the Texas Government Code.
ADDITION TO REGULAR AGENDA
4. Emergency Item: Consider and act upon approval of a Resolution authorizing
the City Manager to execute an Interlocal Agreement with Collin County for the
allocation of additional Coronavirus Aid, Relief, and Economic Security Act
(CARES Act) Funding to the City of Frisco from the United States Department of
the Treasury passed through Collin County. (Financial Services/JH)

board, at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and
readily accessible to the general public at all times, and said Notice was posted on the following date and
time:
By Tuesday, December 15, 2020 at 2:30PM and remained so posted at least 72 hours before meeting was
convened.
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
§ 551.087 – Discussion regarding commercial or financial information that the Board has received from a business prospect or to
deliberate the offer of a financial or other incentives to a business prospect.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-86, each member of the public wishing to address the City Council shall be
entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda
item, in which case the City Council may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per
speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.

The George A. Purefoy Municipal Center is wheelchair accessible. Access to the building and special parking are available at the
primary north entrance facing Frisco Square Blvd. Persons with disabilities who plan to attend this meeting and who may need
auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to
