SPECIAL MEETING OF CITY COUNCIL GEORGE A. PUREFOY MUNICIPAL CENTER COUNCIL CHAMBERS 6101 FRISCO SQUARE BLVD. FRISCO, TX 75034 5:30 PM THURSDAY, DECEMBER 17, 2020 MINUTES CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 5:30 p.m. with a full quorum present. 1. ROLL CALL Mayor Jeff Cheney Present Mayor Pro-Tem Will Sowell Present Deputy Mayor Pro-Tem Shona Huffman Present Council Member John Keating Present Council Member Bill Woodard Present Council Member Tim Nelson Present Council Member Brian Livingston Present Representing Staff: George Purefoy, City Manager; Henry Hill, Deputy City Manager; Nell Lange, Assistant City Manager; Ben Brezina, Assistant City Manager; Kristi Morrow, City Secretary; Department Directors, and other Staff members. PROCLAMATION 2. Recognition of Kwanzaa (Frisco Inclusion Committee) Page 1 of 3 Mayor Jeff Cheney presented a proclamation to the Frisco Inclusion Committee in recognition of Kwanzaa, an annual celebration of African - American culture held from December 26, 2020 through January 1, 2021. CITIZEN INPUT No one wished to speak during Citizen Input. REGULAR AGENDA 3. Consider and act upon adoption of an Ordinance canvassing the December 8, 2020 General Runoff Election for the purpose of electing one member of the Frisco City Council (Place No. 5) and to declare the results of the runoff election. (CSO/KM) ORDINANCE 2020-12-92 Council Member Brian Livingston moved to approve the Ordinance as presented, accepting the certified results of the December 8, 2020 General Runoff Election, and declaring Dan Stricklin the winner of the election for City Council Place 5. Council Member Tim Nelson seconded the motion. Passed Vote: 6 – 0 For: Mayor Pro-Tem Will Sowell, Deputy Mayor Pro-Tem Shona Huffman, Council Member John Keating, Council Member Bill Woodard, Council Member Tim Nelson, Council Member Brian Livingston Against: (None) 4. Emergency Item: Consider and act upon approval of a Resolution authorizing the City Manager to execute an Interlocal Agreement with Collin County for the allocation of additional Coronavirus Aid, Relief, and Economic Security Act (CARES Act) Funding to the City of Frisco from the United States Department of the Treasury passed through Collin County. (Financial Services/JH) RESOLUTION 2020-12-80R Deputy Mayor Pro-Tem Shona Huffman moved to approve a Resolution authorizing the City Manager to execute an Interlocal Agreement with Collin County for the allocation of additional Coronavirus Aid, Relief, and Economic Security Act (CARES Act) Funding to the City of Frisco from the United States Department of the Treasury passed through Collin County. Mayor Pro-Tem Will Sowell seconded the motion. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice was posted on the following date and time: Page 1 of 2 By Friday, December 11, 2020 at 5:30 P.M. and remained so posted at least 72 hours before meeting was convened. Texas Government Code Section: § 551.071 – Private consultation with the attorney for the City. § 551.072 – Discussing purchase, exchange, lease or value of real property. § 551.074 – Discussing personnel or to hear complaints against personnel. § 551.087 – Discussion regarding commercial or financial information that the Board has received from a business prospect or to deliberate the offer of a financial or other incentives to a business prospect. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-86, each member of the public wishing to address the City Council shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the City Council may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. NOTICE OF ASSISTANCE AT PUBLIC MEETINGS The George A. Purefoy Municipal Center is wheelchair accessible. Access to the building and special parking are available at the primary north entrance facing Frisco Square Blvd. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s Office at least 48-hours prior to the meeting.
