City Secretary Kristi Morrow administered the Oath of Office and Statement of Elected Officer to Jeff Cheney, Mayor and Brian Livingston, City Council Place 6. Ms. Morrow also presented the Mayor and Council Member Livingston with their Certificates of Election. INVOCATION Pastor Carrie Bourne, with Genesis Metro Church of Frisco, led the invocation. PLEDGE OF ALLEGIANCE Page 3 of 19  Webelos from Cub Scouts Packs 443 and 920 of Frisco led the pledges of allegiance to the United States and Texas flags. REPORTS 5. Public Works and Engineering report on activities related to roadways, traffic control and transportation, stormwater drainage, water and wastewater, and solid waste collection. Public Works and Engineering Director Paul Knippel presented the Public Works and Engineering report on activities related to roadways, traffic control and transportation, stormwater drainage, water and wastewater, and solid waste collection. 6. Library Report for December 2020. Library Director Shelley Holley presented the Library Report for the month of December 2020. 7. Parks and Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Parks and Recreation Director Shannon Coates presented the Parks and Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. 8. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Council Member Tim Nelson reported on the North Central Texas Emergency Preparedness Committee. He suggested an agenda item be placed on the next agenda for the selection of new primary and alternate members on the North Central Texas Emergency Preparedness Committee. Mayor Pro-Tem Will Sowell updated Council on the Budget and Audit Meeting held earlier in the day. Mayor Pro-Tem Sowell mentioned that the Committee had their first meeting with the Weaver Accounting Firm regarding this year’s annual audit of the City of Frisco’s financial practices. Council Member John Keating announced the Leadership Frisco Class XXIV, a community leadership program sponsored by the Frisco Chamber of Commerce, has chosen to join the Frisco Veterans Advisory Committee in their efforts to restore the Veterans Memorial at Frisco Commons Park. Council Page 4 of 19  Member Keating also reminded Council of the upcoming Mayor’s Veteran’s Holiday Social on December 10, 2020 and mentioned that toys for the Toys for Tots Drive can be donated at the event.
