CALL TO ORDER
Mayor Jeff Cheney called the meeting to order at 3:50 p.m. with a quorum
present.

REGULAR AGENDA
1. Review and discussion regarding the benefits comparison information for

employees to other surrounding entities.
Assistant City Manager Nell Lange discussed paying out unused sick time for
employees upon separation from the City and how Frisco compares to
surrounding cities. The City of Frisco limits the unused sick time payout to 240
hours (360 hours for firefighters), whereas other cities have an average payout
limit of 1080 hours. Ms. Lange reviewed the option of increasing the City's
payout limit in stages; 480 hours for civilians and police and 720 for firefighters,
or 480 hours for civilians, 720 hours for police, and 1080 hours for firefighters.
She also suggested adding 5 years of employment as a qualifier. Ms. Lange
stated moving the payout limits to 480 hours for civilians and police and 720
hours for fire fighters would require a $5 million increase to the liability fund.
After much discussion, Council requested this topic be discussed further at the
Winter Work Session in January 2021.
2. Update regarding the status of the Library design.
Chief Innovation Officer Jason Cooley gave a presentation (Exhibit A) updating
Council on the Library Project. He stated the team has completed 25 percent
(25%) of the construction documents, and they currently expect a building
completion timeline of 18 to 20 months from the start of construction. Dr. Cooley
also noted the project is well within budget, and the team expects to be finished
with all construction documents by late February or early March 2021.

Council Member Bill Woodard moved to adjourn at 4:47 p.m. Mayor Pro-Tem
Will Sowell seconded the motion.
