INVOCATION Mr. Don Fink, the Chaplain for Frisco VFW Post 8273, led the invocation. PLEDGE OF ALLEGIANCE Boy Scout Pack 178 of Frisco led the pledges of allegiance to the United States and Texas flags. After the pledges of allegiance, Mayor Jeff Cheney announced the City of Frisco is continuing to be the fastest growing city in the country and has crossed a population milestone. In celebration of surpassing a population of 200,000 residents, Council welcomed Chandra and Krithika Iyer, Ted and Christina Clark, and Ray, Taylor, and Isabella Herrero to the stage as the families who helped Frisco cross that milestone. Each family was presented with a gift basket welcoming them to the City, and Mayor Cheney announced the video showcasing each of the family’s reasons for moving to Frisco would be added to the promotional material for the City. PROCLAMATIONS 4. Frisco Distinguished Veteran Award Mayor Jeff Cheney presented Dayton Duncan with the Frisco Distinguished Veteran Award for 2020 in recognition of his exemplary life of service and his commitment to our country and community. 5. Hunger & Homelessness Awareness Week Mayor Jeff Cheney presented the Frisco Social Services and Housing Board (represented by Board Chairman Sadaf Haq and Vice Chairman Brian Thomson) and the Collin County Homeless Coalition (represented by Todd Mark, Mary Martin, and Christine Ortega) with a proclamation announcing November 15 – November 22, 2020 as Hunger and Homelessness Awareness Week. 6. Recognition for Lauren Safranek, 20 Years of Service Mayor Jeff Cheney presented Director of Human Resources Lauren Safranek with a proclamation announcing November 17, 2020 as Lauren Safranek Day in recognition of her twenty (20) years of dedicated service with the City of Frisco. Recognition for Mike Crawford, 20 Years of Service Mayor Jeff Cheney presented Police Lieutenant Mike Crawford with a proclamation announcing November 17, 2020 as Mike Crawford Day in recognition of his twenty (20) years of service dedicated to Public Safety in Frisco. REPORTS 8. Budget Status Report Preliminary September 30, 2020 and Budget Status Report October 31, 2020. Chief Financial Officer Anita Cothran presented the Budget Status Preliminary Report for September 30, 2020 and the Budget Status Report for October 31, 2020. 9. Fire Department monthly report on Incident Responses and Education Activities for the month of October 2020. Fire Chief Mark Piland presented the Fire Department monthly report on incident responses and education activities for the month of October 2020. 10. Police Department's crime statistics and response times for the month of October 2020. Police Chief David Shilson presented the Police Department's crime statistics and response times for the month of October 2020. 11. Development Services monthly activity update report for month of October 2020. Development Services Director John Lettelleir presented the Development Services monthly activity update report for the month of October 2020. 12. Visit Frisco October sales report and September metrics report. Visit Frisco Executive Director Marla Roe presented the Visit Frisco October sales report and September metrics report. 13. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Deputy Mayor Pro-Tem Shona Huffman reported on the Legislative Committee Page 4 of 17  Meeting held earlier in the day. She mentioned the Committee continued their discussions on legislative strategies in preparation for the upcoming Texas Legislative Session in January 2021. Council Member John Keating thanked Council for their support of the Frisco Distinguished Veteran Award for 2020. He also updated Council on the Frisco Veterans Advisory Committee’s upcoming events. CITIZEN INPUT (to begin approximately at 7:30 p.m.) Tamara Fossier, 480 County Road 3060, Bonham, Texas, shared her experience as a dog breeder. Jessica Eden Land, 1000 County Road 288, Anna, Texas, representing Dog Ranch Rescue, spoke regarding possible health and behavioral problems of puppies bred in alleged puppy mills. Council Member Tim Nelson was responsible for the Governance Monitoring for this Council Meeting. He indicated Council was very prepared and engaged and he gave the meeting a satisfactory rating.
