FRISCO, TEXAS 75034 4:00 PM TUESDAY, NOVEMBER 17, 2020 MINUTES CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 4:05 p.m. with a full quorum present. CITIZEN INPUT No one wished to speak. REGULAR AGENDA 1. Discuss and give Staff direction on possible changes to the 2015 Page 1 of 7  Comprehensive Plan’s Future Land Use Plan. Director of Development Services John Lettelleir gave a presentation (Exhibit A) regarding possible changes to the 2015 Comprehensive Plan's Future Land Use Plan. He began the presentation by discussing the current Future Land Use Plan (FLUP) and the proposed FLUP. Mr. Lettelleir indicated the proposed changes would decrease the overall housing density from the original 42,000 units to 22,000 units. He then explained that changes in the FLUP would not affect zoning, but he foresees some parcels requesting to amend their planned developments. Mr. Lettelleir concluded his presentation by asking for direction from Council. Mayor Jeff Cheney asked if all property owners who would be impacted by any changes to the FLUP would be notified, and Mr. Lettelleir indicated that changes to the Comprehensive Plan do not require notifications due to the size of the plan. However, he assured Council that in this case, Staff would notify property owners of this public hearing to give them the opportunity to speak regarding the proposed changes. Council expressed their appreciation for the decrease in density. Mr. Lettelleir stated that should Council choose to amend the FLUP, Staff will initiate the public hearing process. After guidance from Council, Mr. Lettelleir stated a call for a public hearing would be placed on the agenda for the first meeting in January. 2. Review and discussion of Governance Committee recommendations. Deputy City Manager Henry Hill introduced this item and asked Council Member Tim Nelson to review the Governance Committee recommendations. Council Member Tim Nelson began with the proposed Council Monitoring Form (Exhibit B). He reviewed the proposed changes to the form which include a formal, objective grading system rather than leaving it subjective. Mr. Nelson indicated the goal is to include the completed forms in Meeting Minutes and discuss them at City Council Summer/Winter Work Sessions to evaluate trends and hold Council accountable for improvements. Council Member Bill Woodard added that the forms should be provided to the moderator of the Summer/Winter Work Sessions to help lead discussions and provide guidance for improvement. Mayor Jeff Cheney and Council Member Bill Woodard proposed making the scale at the bottom match the scale at the top, using unsatisfactory, satisfactory, etc., rather than letter grades. Mayor Cheney also proposed requiring a comment of explanation for any score of three (3) or below. Council was in favor of using the form with the suggested changes and look forward to reviewing the completed forms at the Summer Work Session in 2021. Council Member Tim Nelson moved on to discuss current City Committees and Subcommittees (Exhibit C) and the proposed Ordinance (Exhibit D) to amend Page 2 of 7  Section 2-74 of the Code of Ordinances regarding City Committees and Subcommittees. Deputy Mayor Pro-Tem Shona Huffman expressed concern regarding controlling the messaging from the committees to the public via social media and other platforms. Members of the Governance Committee assured Council they would continue to define and categorize the committees and subcommittees as they worked to refine the Ordinance, and they would bring this item back to a future Work Session for Council to review. ADJOURN Council Member Bill Woodard moved to adjourn at 5:08 p.m. Deputy Mayor Pro-Tem Shona Huffman seconded the motion.
