MEETING OF THE URBAN FORESTRY BOARD THE GROVE AT FRISCO COMMONS 8300 MCKINNEY ROAD FRISCO, TEXAS 75033 6:30 PM WEDNESDAY, OCTOBER 28, 2020 MINUTES Citizens are welcome to speak during Citizen’s Input or during an Agenda item. Please fill out a comment card prior to the meeting, indicating when you would like to speak and submit it to staff. You will be given up to 5 minutes. During Citizen’s Input, the Board can listen, but they cannot provide feedback at that time. During the Agenda item, the Board can comment or ask questions regarding your input. CALL TO ORDER Chairman Charles Lamping called the meeting to order at 6:30 p.m. 1. ROLL CALL Chairman Charles Lamping Present Vice Chairman Don Fesh Present Secretary Hal Deatherage Present Board Member Ajay Vonkarey Absent Board Member Charlotte McKenzie Present Board Member Rick Travis Present Board Member Stephanie Cleveland Present Representing Staff: Jeff Witt, Natural Resources Manager; Tom Diamond, Natural Resources Superintendent. Parks & Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Council Report. Natural Resources Superintendent, Tom Diamond gave update on the monthly report. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. A majority of the Board is required to remove any item for discussion and separate action. Board members may vote nay on any single item without comment and may submit written comments as part of the official record.) 3. Consider and act upon approval of Minutes. September 23, 2020 Regular Meeting of the Urban Forestry Board. Board Member Rick Travis moved to approve September 23, 2020 Regular Meeting of the Urban Forestry Board. Secretary Hal Deatherage seconded. Passed Vote: 6 - 0 For: Chairman Charles Lamping, Vice Chairman Don Fesh, Secretary Hal Deatherage, Board Member Charlotte McKenzie, Board Member Rick Travis, Board Member Stephanie Cleveland Against: (None) REGULAR AGENDA 4. Consider and act upon the election of a Chairman until October 2021. Board Member Stephanie Cleveland nominated Chairman Charles Lamping to remain as Chairman. Board Member Charlotte McKenzie seconded. Passed Vote: 6 - 0 For: Chairman Charles Lamping, Vice Chairman Don Fesh, Secretary Hal Deatherage, Board Member Charlotte McKenzie, Board Member Rick Travis, Board Member Stephanie Cleveland Against: (None) Page 2 of 4 5. Consider and act upon the election of a Secretary until October 2021. Board Member Stephanie Cleveland nominated Secretary Hal Deatherage to remain as Secretary. Board Member Charlotte McKenzie seconded. Discussion regarding City Pocket Forests. The Board discussed the potential for a future site for a City Pocket Forest in the City of Frisco Park System. 8. Discussion regarding Education Outreach Opportunities. The Board discussed the potential of continued Urban Forest Education Outreach Opportunities to be coordinated with the City of Frisco Education and Outreach Team. 9. Discussion regarding "Champion Tree" Plaque Update. Natural Resources Superintendent, Tom Diamond informed the Board that the 2019 Champion Tree plaque has been ordered. 10. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Urban Forestry Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Urban Forestry Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. Access to the building and special parking are available at the primary south entrance facing McKinney Road.
