WELCOME: MAYOR JOHN POHLMAN 1.1. Pledge of Allegiance and Opening Ceremony (By Invitation) 1.2. Roll Call (Recorder, Kelli Rollins) 2. DECLARATION OF CONFLICT(S) OF INTEREST 3. PUBLIC COMMENTS – The public may address the Mayor regarding issues that are not on the agenda. We ask that you please limit your comments to 3 minutes. No action may be taken on any item not on the agenda 4. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETING: 4.1. Minutes: November 13, 2018 5. SPECIAL PRESENTATION(S): 5.1. Fruit Heights Youth City Council Report: 5.2. Kaysville Fire/Emergency Services Report: Chief Paul Erickson 5.3. Presentation of the 2018 Audit & Report: Ryan Child & Chuck Palmer 6. CITY INFORMATION ITEMS: 6.1. Review and Discuss 2019 Stratigic Planning Meeting 6.2. Review Applications for Open Planning Commission Seat in District #3 6.3. Review 3rd Quarter Local Option Gas Tax CITY COUNCIL BOARD LIAISON REPORTS – This time is set aside for Council members to report on the responsibilities they oversee as liaisons to the City Council and goals they would like to achieve by the next Council Meeting. • Julia Busche – Bike Trail and Youth City Council • Brandon Halliday – Planning Commission • Diane Anderson – Cemetery and Parks Committee • Gary Anderson – Citizen Corps • Jeanne Groberg –LPC • John Pohlman – Wasatch Integrated Waste Board, COG and WFRC AGENDA REVIEW – The City Council will review items on the Agenda for City Council Meeting this evening. 7:30 P.M. POLICY SESSION – CITY COUNCIL CHAMBERS 7. CONSENT AGENDA: (These items are considered by the City Council to be routine. If discussion is desired on any particular item, it may be removed from the consent agenda and considered separately.) 7.1. December 2018 Check Register 7.2. October 2018 Budget Report 8. ACTION ITEM APPROVAL – These items need action from Mayor and City Council 8.1. Approve/Deny: Approve/Deny Recommendation for District #3 Planning Commission Vacancy. BACKGROUND: There is a vacancy in the Planning Commission that needs to be filled. Fruit Heights City Ord. 2-1-4 outlines how this vacancy is to be filled: “The members of the planning commission shall be appointed by the Mayor with the advice and consent of the City Council at a regular city council meeting”. 8.2. Approve/Deny: Approve/Deny Support for 3rd Quarter Local Option Gas Tax. BACKGROUND: There are currently four “local option” transportation sales taxes authorized by Utah state code. These options are sometimes referred to as “quarters” (meaning quarters of a percent (0.25%), not calendar quarters). Davis County has imposed the first, second and fourth quarters. The third quarter is available for imposition by the County. 9. INFORMATION ITEMS/UPCOMING EVENTS: January 15th, 2019 Rock Loft Estates Work Meeting January 22nd, 2019 Strategic Planning Meeting at 6:00 January 21st, 2019, Observance of Martin Luther King Jr. Day. City Offices Closed 10. CITY STAFF REPORTS - This time is set aside to update the City Council on City Projects that City Staff is working on. These projects include Public Works Projects and Administrative Projects. • Public Works • City Engineer • City Planner • City Manager 1. Snow Removal Equipment Update 2. Update on Castle Park Improvments 3. Traffic Light at Nicholls/Main Street 4. Update on Mountain Bike Trail Improvements 11. CITY COUNCIL/MAYOR’S ITEMS – Time has been set aside for the City Council and Mayor to make comments. 12. ELECTRONIC MEETING: By motion of the Fruit Heights City Council, Elected Officials and City Staff can participate in regularly scheduled meetings via electronic media when approved by the Mayor. 13. CLOSED MEETING: By motion of the Fruit Heights City Council, pursuant to Title 52, Chapter 4 of the Utah Code, the City Council may vote to hold a closed meeting for any of the purposes identified in that chapter. 14. ADJOURNMENT: The Next City Council Meeting is scheduled for Tuesday January 22nd, 2019 CERTIFICATE OF POSTING I HEREBY CERTIFY that a copy of this agenda was posted at three locations in the city of Fruit Heights and a copy was sent to the Davis County Clipper on January 4, 2019 as well as posted on the State’s Website, www.fruitheightscity.com, posted to the Utah State public notice website http://www.utah.gov/pmn/index.html, and was emailed to at least one newspaper of general circulation within the jurisdiction of the public body.
