7:30 P.M. STRATEGIC WORKING SESSION
1. WELCOME:
The Mayor called the meeting to order at 7:05 pm.
2. PLEDGE & OPENING CEREMONY
The Pledge of Allegiance was recited, and the meeting was opened with Council Member
Brandon Halliday offering a word of prayer.
COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Julia Busche, Jeanne
Groberg, Brandon Halliday and Mayor John Pohlman were all present. Council Member Gary
Anderson arrived later in the meeting.
CITY STAFF PRESENT: City Manager Brandon Green, City Planner Jeff Oyler, City Engineer
Brandon Jones and City Public Works Superintendent Darren Frandsen were present.

6.1 Final Approval of Orchard Manor Subdivision
City Manager Brandon Green informed the City Council that this subdivision, located on lower
Green Road, has been completed and inspected. The developer is asking for final approval and
release of the escrow being held by the City. Public Works Superintendent Darren Frandsen
reported that the developer has completed all the concerns found during the inspection.
Council Member Julia Busche made a motion to approve and accept completion of the Orchard
Manor Subdivision and releasing the money from escrow. Council Member Brandon Halliday
seconded the motion and it was approved unanimously.
6.2 Review/Discuss/Approve/Deny FY 2019-2020 Capital Projects
City Engineer Brandon Jones presented the bids for the Capital Projects and his
recommendation. The Capital Projects were divided into four sections.

Section A and B are comprised of all of Ellison Farms Subdivision. They will be replacing all the
water lines with PVC piping. Toncco was the company they were recommending. The City has
worked with the owner before.
Section C is installing curb & gutter on Green Road and Country Lane. There will be continuous
sidewalk from Laurelwood to Burton Elementary and surrounding areas. Section C also includes
a mill and overlay on Green Road and continuing to Country Lane down to Raymond. The UDOT
plan considers this the west collector road. Post is the recommended contractor. They are
currently working on the park for the City.
Section D is water lines on Nicholls road. There are two asbestos concrete pipes in the road that
serve different areas. The lines are too brittle and will therefore be replaced and upsized. The
PRV station that controls the pressure in the water lines, will also be relocated. When the
change in pressure is made the residents will be notified. The City Council discussed the
challenges with water pressure with the City Staff. The project is also in preparation for the
Highway 89 project to get the utilities in place before the project begins. They discussed
timelines for both the Highway 89 project and the Haights Creek new line project. The City Staff
would like to have Nicholls Road finished by October 15, 2019. City Engineer Jones mentioned
that the recommended contractor, Sorenson Construction, for this section comes recommended
from other cities. Council Member Brandon Halliday asked a few questions regarding the
bidding process and the Engineers estimates. The City Staff and City Council discussed the Tour
of Utah route also.
Council Member Brandon Halliday made a motion to award the bids to the respective
contractors as recommended for the four sections of the 2019-2020 Capital Projects. Council
Member Diane Anderson seconded the motion and it was approved unanimously.
Mayor John Pohlman moved item 6.4 forward in the agenda.
6.4 Review Fireworks Ordinance
City Manager Brandon Green reminded the City Council the Mr. and Mrs. Logan had spoken to
the City Council about the firework dangers in the City. Council Member Brandon Halliday
reminded the City Council that one proposal from residents at the City Council was to prohibit
fireworks throughout the City. The City Council discussed the inconsistencies with the current
plan. They also debated several different options including banning fireworks City wide, banning
fireworks east of Highway 89 and the problems with just banning them in certain pieces and not
others. They talked about the importance of providing a place such as the City Offices to set off
fireworks. Mrs. Sue Logan asked about banning rockets, but the Council explained that state law
determines the type of fireworks allowed and the City can’t change state laws. The City can only
restrict location not the type of fireworks.

It was determined that the City Council would talk to residents in the City, come to the next City
Council meeting with some suggestions and that they would decide at that meeting.
6.3 Review/Discuss FY 2019-2020 Operating Budget
City Manager Green reported that the budget had a few numbers that needed to be solidified.
The Capital Projects numbers can now be finalized. He is still looking for numbers on some
equipment for the front-end loader buyback program and the salt. He informed the City Council
that there was money to do the Capital Projects that were being proposed but the City would
not be doing many road projects. This year would be more focused on water projects and next
year would be more focused on storm drains. The City’s General Fund doesn’t change much
from year to year.
Mayor John Pohlman asked about the General Use and Sales Tax, but those numbers come from
the state. The City Council and City Staff discussed numbers that were still needed for the
Sheriff’s Office and Kaysville Fire. There was also a question regarding salaries and insurance
that will need to be discussed in a Closed Meeting. The City Council asked about the Kaysville
Fire invoicing as the City is using less resources and time than what the City is being charged.
Mayor Pohlman is working on the Fire Department invoicing.
The City Council, Mayor and City Staff talked about the decision to not participate in the Kaysville
fireworks show and how that effected the amount budgeted for Civic Events. Mayor Pohlman
had notified Kaysville City of the decision and City Manager Green mentioned that Kaysville was
going to send an invoice, but the City Staff hadn’t seen that yet. The funds saved will be used to
fund the fireworks for the City. City Manager Green explained which civic events were paid by
the Fruit Heights Civic Events line item. Those events include Founders Day, Easter Egg Hunt,
parade candy, recognition awards such as Mother of the Year, and Unsung Hero.
The City Council asked about the Seasonal/Temporary Employee Budget and City Manager Green
will fix that missing amount. The Council asked about the professional and technical services in
the City Parks department. Public Works Superintendent Frandsen and City Manager Green
explained that this would include the electrician who is repairing the service line for the electrical
system at Nicholls Park, the designer for the new park, and some of the engineering fees for the
park design.
Council Member Jeanne Groberg asked if the City had been given any guidelines on how to
estimate the sales tax when it had just been reformed in the last legislative session. City
Manager Green had not received any guidelines. The Council discussed the difficulty of working
with the unknown numbers.
7. INFORMATION ITEMS/ UPCOMING EVENTS:

The City Staff and City Council discussed the upcoming parade and the Unsung Hero and Mother
of the Year. Council Member Gary Anderson will finalize the parade plans at his upcoming
meeting with Kaysville. The Mayor will let City Manager Green know about ordering candy for
the parade after the meeting tomorrow.
The Mayor asked for suggestions for the Unsung Hero Award and asked the Council to send
suggestions to him this week.
Mayor Pohlman mentioned that Mrs. Jenny Taylor, the widow of Mayor Brent Taylor of North
Ogden, will be speaking at the Patriotic Devotional on June 30. He encouraged all to attend. It
also needs to be included on the calendar.
8. CITY STAFF REPORTS
Public Works Superintendent Darren Frandsen reported that the park installer should be starting
next week. Council Member Diane Anderson requested a text when they start so the committee
can take some pictures.
They are working on the parking lot at the bike trail. The reports on the trail are overwhelmingly
positive. Some residents are frustrated that people don’t use the parking lot. Mayor Pohlman
mentioned there were 42 cars on the street tonight at 6:55. There were only 8 cars in the
parking lot. Public Works Superintendent mentioned that the parking lot will hold 20 cars when
finished. They can put timber markers down, but it will not be paved so there will not be lines
painted. Council Member Busche reported that there were some bikers who didn’t realize they
could park there. City Manager Green reported the signs have been designed and being made.
The Davis High Coach mentioned that his team can provide labor for digging posts and cleaning
up some turns. The team has come a few times to volunteer working on the trail. Mayor
Pohlman mentioned to City Planner Oyler that the team would really like to see the Bonneville
Shoreline Trail finished as well. The team would even help with fundraising.
The Public Works department hopes to have the parking lot finished by July 1 including the
drinking fountain. They are planning to place a parking sign with an arrow, so people know
about the parking lot.
There were some muddy parts in Gailey park from the high creek where Public Works has laid
down some road base. According to Davis County Flood Control the Bair Creek has peaked
already so there shouldn’t be any additional flooding.
City Manager Green will be meeting with UDOT regarding the traffic light installation on Nicholls
next week and then they will begin work. There are companies calling to let the City know they
will be demonstrating bikes on the bike trail. The funds raised for the bike trail are almost all
used. The popularity of the trail will hopefully help inspire other cities nearby to start their own
trails which will alleviate some of the numbers at the Fruit Loops Trail. City Manager Green
mentioned he has met with three other cities in Davis County to promote the development of

the Bonneville Shoreline trail and promoting their own trails like Fruit Heights Trail. Centerville
and Farmington are also working on mountain biking trails.

Council Member Diane Anderson made a motion to adjourn the meeting. Council Member
Jeanne Groberg seconded the motion. It was approved unanimously, and the meeting was
adjourned at 8:30 pm.
