MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road June 1, 2021 WELCOME: Mayor John Pohlman called the meeting to order at 7:03 pm. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Council Member Gary Anderson, and the meeting was opened with Rajan Zed (President of the Universal Society of Hinduism) offering a word of prayer (via Zoom). COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Gary Anderson, Jeanne Groberg, Eileen Moss (arrived at 7:12) and Mayor John Pohlman were all present. Julia Busche was excused. CITY STAFF PRESENT: City Manager Brandon Green and City Recording Secretary Amy Gardiner were present. VISITORS: Kristie Kearns. CITY COUNCIL TRAINING MOMENT: Council Member Diane Anderson presented the City Council Training Moment. She presented tips for effective governance. She talked about six attributes that were found in exceptional governance teams according to an article for Western City by Melissa Kuetine. They are: 1. Sense of Team 2. Clear Roles and Responsibilities 3. Strong Working Relationships 4. Effective Meetings 5. Accountability 6. Continuous Personal Learning and Development Council Member Diane Anderson concluded by saying she thinks these are characteristics the Council can consider on a personal level in order to contribute to their capacity to be an exceptional council. She also pointed out the Council Training Moments are what facilitate the 6th attribute -- it gives the Council the opportunity for personal civic learning and development. CONFLICTS OF INTEREST: None. PUBLIC COMMENTS: None. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETINGS: City Council Meeting May 4, 2021 City Council members discussed the draft minutes that previously had been provided to them for the May 4, 2021 City Council Meeting and suggested minor changes. After brief discussion, Council Member Jeanne Groberg made a motion to approve the minutes for the May 4, 2021 City Council meeting as corrected in the preceding discussion. The motion was seconded by Council Member Gary Anderson and it was approved unanimously. SPECIAL PRESENTATIONS: Founder’s Day Planning 2021 Council Member Diane Anderson led a discussion about the upcoming Founder’s Day celebration and touched on a proposed agenda. Jerry and Dennise LeBaron were unable to attend the City Council Meeting but are still in the planning stages for Founder’s Day. Mayor John Pohlman suggested that each Council Member should be assigned to help with an activity. He said he would help with the golf tournament and the fireworks, Council Member Jeanne Groberg said she would assist the YCC with the 5K, and City Manager Brandon Green said he would assist with getting a helicopter, fire and police at the celebration. CITY BUSINESS: Review/Discuss/Approve/Deny FY 2021-2022 Budget and Budget Adjustments The tentative budget had previously been provided to the Council to review before the meeting. Mayor John Pohlman said that they would table approving the budget and budget adjustments at this point, but he wanted to open the meeting for questions and dialogue. He stated that there were Council Members who felt like they did not have time to review the budget beforehand. He also encouraged the Council Members to schedule a meeting with City Manager Brandon Green to review the budget and ask questions. City Manager Brandon Green reported that they would only be reviewing the Enterprise Fund tonight. Council Member Jeanne Groberg had concerns about the budget being complete and how to pull up the document to read it. Council Member Gary Anderson and City Manager Brandon Green addressed her concerns. Council Member Gary Anderson and Mayor John Pohlman asked questions about the Vehicle and Equipment Fund (61). City Manager Brandon Green replied that the fund has $433,720. The City has budgeted to spend $170,000 for new vehicles and equipment, but, after that expense, the City would still have money available in the fund. Mayor John Pohlman asked City Manager Brandon Green if he had any concerns with the Water Fund (51). City Manager Brandon Green replied that he did have concerns. He said there is $343,934 available as Reserve Water Impact Fees. This can be used for certain projects that have been designated solely for the City’s potential capital expenditures relating to water. Money for this fund is collected from building permits so that is why the amount is low -- but the City should be fine. He said the one he is concerned about is the unrestricted, unassigned budget amount at $612,800. He reported the reason it is low is from a few recent projects including putting new water lines in the Ellison Farms Park subdivision and repainting the water tank on Mountain Road. City Manager Brandon Green said it will take a year and half to get the fund amount back up to typical levels. City Manager Brandon Green said another thing to consider is water rates have increased. The City should look at restructuring the water rates and should consider conducting a study, which Jones and Associates could assist with. He recommended the City should look at doing it for the 2022-23 budget year. Council Member Eileen Moss wondered if the City could drop the water rate usage from 8,000 to 5,000 this year for culinary water use. City Manager Brandon Green said yes if that is a direction the Council wants to move. Council Member Eileen Moss suggested they do something as soon as possible to encourage water conservation. The City Council continued to discuss how this possible rate usage change could impact Fruit Height residents. City Manager Brandon Green also discussed concerns with the City Council on other budget- related items including: • betterment costs with the UDOT project • funds for a new well • the storm utility fund • street sweeping • other capital improvement projects • the solid waste fund • the general fund Review/Discuss Truth in Taxation Hearing Mayor John Pohlman reported that with the shift of paramedic services from the County to local fire departments this coming year, every city in the county except Centerville is holding a Truth in Taxation Hearing relating to a possible need for a tax increase. He felt like it would be in the best interest of the City to hold a hearing, and they need to declare that intent by the end of the month. He felt like they should plan on a hearing even though the City might not need it in the end. Mayor John Pohlman, City Manager Brandon Green and the City Council continued to discuss many aspects of the Paramedics and a possible Fire District. Mayor John Pohlman concluded that there are still a lot of unknowns, but he recommended planning to hold a hearing even if it may not be needed in the end. City Manager Brandon Green was hopeful that by the next City Council meeting he would have a good idea of what the expected tax increase would be. CONSENT CALENDAR: May Check Register & April Budget Report: Council Member Eileen Moss reported that she was able to look at the Check Register and the Budget Report. She said that the only thing that stood out were items that involve pass through funding. She said she would be meeting with City Manager Brandon Green in the next few days to review some of the funds. CITY COUNCIL & STAFF REPORTS: Council Member Jeanne Groberg reported on the activities of the Youth City Council. The activities included: hanging banners to honor Veterans, a planned blood drive this summer and planning the 5K at Founder’s Day. The Youth City Council is looking for new recruits for next year and Paula and Chuck Stevenson have agreed to lead the YCC for one more year. She also mentioned that Kaysville City is looking for a volunteer to help with the parade. They would be in charge of coordinating the staging area for the parade. Council Member Eileen Moss and Council Member Diane Anderson reported on the results of the Caucus Meeting that was held on May 20, 2021 at 7 pm. Pine Cone Party: Paulette Marchant - Chairperson Jeanne Groberg - Vice Chair Flow Sadeler - Secretary Sage Brush Party: Todd Stevenson - Chairperson Mat Lyman - Vice Chair Kimberly Wagner - Secretary City Manager Brandon Green reported that he had been busy with the City Caucus Meeting in May. He also has been managing the vandalism of the Nicholls Park bathroom. The toilets had been filled with dirt and it is expensive to get them flushed out. The City will be installing some cameras to help stop the vandalism. He also said there was not much to update on the Highway 89 project but was anticipating 400 North would open mid-July. Mayor John Pohlman and City Manager Brandon Green discussed the possibility of a bike parade to celebrate the opening of the overpass. Mayor John Pohlman reported that he had received an assignment from the Davis Council of Governments about water conservation. They had passed a resolution. Mayor John Pohlman has been working with the Davis County School District, The Church of Jesus Christ of Latter- Day Saints, Hill Airforce Base and Davis Chamber of Commerce on water conservation. There was also some conversation about the City’s water conservation banners and the smart timer program. Council Member Gary Anderson made a motion to adjourn the meeting. Council Member Diane Anderson seconded the motion. It was approved unanimously, and the meeting was adjourned at 8:16 pm.
