MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road October 5, 2021 WELCOME: Mayor John Pohlman called the meeting to order at 7:00 pm. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Mayor John Pohlman, and the meeting was opened with City Manager Brandon Green offering a word of prayer. COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Gary Anderson, Julia Busche, Jeanne Groberg, Eileen Moss and Mayor John Pohlman were all present. CITY STAFF PRESENT: City Manager Brandon Green and City Recording Secretary Amy Gardiner were present. VISITORS: Paula Stephenson, Charles Stephenson, Laura Hubrich, Dian McGuire, George Ray, Colby Cox, Kristie Kearns, Scott Kearns and Seth Taintor were present. SPECIAL PRESENTATION: Council Member Diane Anderson recognized Jerry and Dennise LeBaron for doing a fantastic job being the chair for the successful 2021 Founders Day celebration. This was their second year and they have agreed to chair the event for one more year. She expressed appreciation for their hard work and the research they put into the event and their willingness to serve one more year. 3 MINUTE CITY COUNCIL TRAINING: Council Member Diane Anderson wanted to remind the Council of their purpose and encouraged them to keep up the important work they are doing. She said contacting legislators is important and that they should have their numbers in their phones so their voice can be heard. She mentioned the recent Utah League of Cities and Towns Conference and how attending helped gain a broader picture. She encouraged the Council to continue the training moments and Mayor John Pohlman agreed it can help the Council focus on their purpose. CONFLICT OF INTEREST: None. PUBLIC COMMENTS: Kristie Kearns commented that her husband had previously addressed the Council about the construction and the unsafe rocks by their home that are a concern. She wanted to put on record that they did have an email response from City Manager Brandon Green, but the items discussed have still not been implemented. She read the email and the items included the builder stabilizing loose rocks and material and compacting, grading and stabilizing an area and managing potential runoff. SPECIAL PRESENTATION: Youth City Council Report Seth Taintor and Colby Cox reported for the Youth City Council (YCC) about the upcoming activities that they have planned. They are planning a “Trunk or Treat” activity in the City Hall parking lot on October 29 from 4-5 pm. They are also putting up banners for Veterans Day and they will hold a Food Drive from November 15 to December 17 that will be delivered to the Bountiful Food Pantry on December 18. They will also have the opportunity to participate in a mock voting activity on November 1. CITY BUSINESS: Review/Discuss/Approve/Deny Davis County Paramedic Agreement City Council members discussed the Agreement for Transfer of Paramedic Services 2021 that previously had been provided to them. City Manager Brandon Green answered their questions. Council Member Julia Busche made a motion to approve the Davis County Paramedic Agreement. The motion was seconded by Council Member Diane Anderson and it was approved unanimously. Review/Discuss/Approve/Deny UDOT/HWY-89 Quit Claim Agreements City Manager Brandon Green explained that he had met with Dian McGuire, who has the responsibility for UDOT to go through and clean out deeds with cities. City Manager Brandon Green explained that there are three parcels that the City needs to Quit Claim to UDOT. The parcels include the property under the UDOT ramp by Country Road and HWY-89, the 400 North overpass and the Ward Road south bound off ramp. Council Member Gary Anderson made a motion to approve the UDOT/HWY-89 Quit Claim Agreements. The motion was seconded by Council Member Eileen Moss and it was approved unanimously. Discuss Roof Bids for City Hall, City Shop, Pumphouse, and Buildings The Council members and City Manager Brandon Green discussed roof bids they received for City buildings. The buildings had been damaged in the windstorm last year. Both City Manager Brandon Green and Mayor John Pohlman had been working with Insurance, FEMA, and contractors to get bids and details with the replacement of the roofs. They also discussed the advantages and disadvantages of metal versus asphalt roofs. Mayor John Pohlman reported that the Roof Bids will be on the City Council agenda at the next meeting. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETINGS: City Council Meeting September 21, 2021 City Council members discussed the draft minutes that previously had been provided to them for the September 21, 2021 City Council Meeting and minor corrections were suggested. After brief discussion, Council Member Julia Busche made a motion to approve the minutes for the September 21, 2021 City Council meeting as corrected. The motion was seconded by Council Member Gary Anderson and it was approved unanimously. CONSENT CALENDAR: Council Member Eileen Moss reported that she had talked to City Manager Brandon Green about some purchases that were out of the ordinary but not outside of the budget. The Bobcat and its attachments had been purchased and City Manager Brandon Green explained what it will be used for. INFORMATION ITEMS/UPCOMING EVENTS: Mayor John Pohlman reviewed the upcoming events including: October 12, 2021 -- City Council Work Meeting (public meeting - no decisions will be made and no public comment) October 19, 2021 -- City Council Meeting October 26, 2021 -- Planning Commission Meeting November 9. 2021 -- City Council Meeting (elections will be held on November 2, 2021) CITY COUNCIL & STAFF REPORTS: Mayor John Pohlman reported City Manager Brandon Green is moving forward with a General Plan Review and they are putting together an executive committee with two members from the City Council and two members from the Planning Commission. They will review, discuss, debate and make changes to the General Plan Review before it comes to the Planning Commission and the City Council. Council Members Diane Anderson and Eileen Moss have been asked to be on the committee. City Manager Brandon Green will chair the meetings. Council Member Diane Anderson reported on the Utah League of Cities and Towns Conference. Items that were addressed at the conference included: growth and housing, water conservation, open jobs, and other legislative issues. Council Member Jeanne Groberg also reported on the conference and highlighted the 700 vacancies in law enforcement along the Wasatch Front. She also reported the YCC is doing well and they are excited for the “Trunk or Treat” held later in the month. Mayor John Pohlman also reported on the conference including traffic, crime, development and managing change. Council Member Eileen Moss brought up the question of who owns the City’s Facebook page. It was reported that the City owns the page and she wanted to make sure security checkups were in place. She also mentioned that Facebook will be a transitioning to a new format. She also brought up learning about water issues at the convention as well as disaster planning. Council Member Julia Busche reported that the Area Coordinator dinner had been changed to October 21, 2021 because of fall break. City Manager Brandon Green reported that he will continue to work with FEMA on the wind damage from the storm in 2020. He also applied for and received a $1,000 grant from Rocky Mountain Power. It will be used for the appreciation signage for Castle Park. Council Member Diane Anderson made a motion to adjourn the meeting. Council Member Eileen Moss seconded the motion. It was approved unanimously, and the meeting was adjourned at 7:46 pm.
