CITY COUNCIL MEETING
FRUIT HEIGHTS CITY

October 19, 2021
WELCOME: Mayor John Pohlman called the meeting to order at 7:05 pm.
PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Council Member
Diane Anderson, and the meeting was opened with Council Member Julia Busche offering a
word of prayer.
COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Gary Anderson, Julia
Busche, Jeanne Groberg, Eileen Moss and Mayor John Pohlman were all present.
CITY STAFF PRESENT: City Manager Brandon Green and City Planner Jeff Oyler were
present. City Recording Secretary Amy Gardiner was present via Zoom.
VISITORS: Laura Hubrich, Ron Hubrich, George Ray and Carol Elliott were present.
3 MINUTE CITY COUNCIL TRAINING:
Council Member Diane Anderson reported that she had attended a workshop at the recent Utah
League of Cities and Towns Convention titled “Diversity, Equity, Inclusion and Belonging.” She
attended to get some ideas for unifying residents as our City will be experiencing changes in the
coming years. She felt that creating inclusion and belonging should be a priority on the City’s
agenda. She recognized that it is important the City Council help create a community that
provides resources, enjoyment and a sense of home town. She closed by saying that the
current motto “The City of Good Neighbors” should be kept in mind as the Council works on the
General Plan and makes decisions for the City.

CITY BUSINESS:
Review Rock Loft Ridge Estates Development Agreement
Mayor John Pohlman reviewed the work that has previously gone into the Rock Loft Ridge
Estates Development Agreement including the City Council attending several work meetings to
discuss and answer questions on issues with the agreement. He reported that the City Planner,
City Engineer, City Attorney and the Geotech engineer have all reviewed it in depth and are
starting to feel comfortable with the agreement.
City Planner Jeff Oyler reported that there are several items that still need to be worked out and
the issues were discussed with the City Council and City Manager Brandon Green. The items
discussed included:
• Flag lot #60 will need to be a standalone PRUD in order for it to be approved with a
private drive. The City Council asked questions about the details of lot #60.
• The percentage of each lot that will be allowed to have grass--it is important to get that
right for water conservation and other issues and Weber Basin Water Conservancy
District will be consulted.
• Fire distance - wildfire protection plan requires 15 feet.
• Lot #44 will need to be a single-story home (a rambler) because it is sitting high on the
hill.
• Grades allowed on driveways cannot exceed 10 percent unless they add stairs.
• Need for a public hearing including a 14-day notice.
• Trees growth and sidewalk issues
• Items that lot owners will need to do and have approved after lot purchase.
• State law has changed and only requires developers to guarantee the public work they
do on the subdivision for one year.
Mayor John Pohlman encouraged the City Council to continue to review the agreement and ask
questions if needed.
REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETINGS:
City Council Meeting July 20, 2021
City Council members briefly discussed the draft minutes that previously had been provided to
them for the July 20, 2021 City Council Meeting.
Council Member Diane Anderson made a motion to approve the minutes for the July 20, 2021
City Council meeting. The motion was seconded by Council Member Gary Anderson and it was
approved unanimously.
City Council Meeting October 5, 2021
City Council members briefly discussed the draft minutes that previously had been provided to
them for the October 5, 2021 City Council Meeting.
Council Member Julia Busche made a motion to approve the minutes for the October 5, 2021
City Council meeting. The motion was seconded by Council Member Gary Anderson and it was
approved unanimously.
INFORMATION ITEMS/UPCOMING EVENTS:
Mayor John Pohlman reviewed the upcoming events including:
October 26, 2021 -- Planning Commission Meeting
October 29, 2021 -- Youth City Council (YCC) Trunk or Treat
November 2, 2021 -- Election Day
November 4, 2021 -- City Council Meeting
November 9. 2021 -- Work Meeting (but possible Planning Commission Meeting)
November 16, 2021 -- City Council Meeting
November 23, 2021 -- Planning Commission Meeting (maybe)
CITY COUNCIL & STAFF REPORTS:
Council Member Julia Busche talked about the upcoming Area Coordinator dinner for the
Citizen Corps Council being held on October 21, 2021.
Council Member Jeanne Groberg encouraged people to support the YCC and their upcoming
“Trunk or Treat”.
City Manager Brandon Green discussed options for the City Christmas party that will be held
December 7, 2021 at 6 pm. He also reported that there will be a live Christmas Nativity event
held outside at the City Building on an evening in December. It is a nondenominational event
that will be put on by some Fruit Heights City residents. Finally, he reported that the City is
ready to issue building permits for lot 41R and 42R in the Deer Crest Subdivision.
Council Member Eileen Moss asked about the street lights that need to be installed by UDOT at
the 400 North interchange. City Manager Brandon Green reported that UDOT will get them
installed soon since the weather is changing. He also said the South bound on ramp will not be
changed for a while.
Council Member Julia Busche made a motion to adjourn the meeting. Council Member Eileen
Moss seconded the motion. It was approved unanimously, and the meeting was adjourned at
7:54 pm.
