MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road November 4, 2021 WELCOME: Mayor John Pohlman called the meeting to order at 7:03 pm. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Mayor John Pohlman, and the meeting was opened with Council Member Diane Anderson offering a word of prayer. COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Gary Anderson, Julia Busche, Eileen Moss and Mayor John Pohlman were all present. Council Member Jeanne Groberg was excused. CITY STAFF PRESENT: City Manager Brandon Green and Public Works Superintendent Darren Frandsen were present. VISITORS: Laura Hubrich, George Ray, Chuck Stephson, Eddy Hogan, McKensie Hogan were present. CONFLICT OF INTEREST: None. PUBLIC COMMENTS: None. SPECIAL PRESENTATIONS: Youth Community Council: Chuck Stevenson gave a report on the Youth Community Council (YCC). He reported on the Trunk or Treat that took place at the City Building. He also mentioned the mock voting the YCC participated in. He mentioned upcoming activities including putting up banners around the City for Veterans Day, a food drive in December and a Legislative day for YCC members in January. Mayor John Pohlman also commented on the success of the Trunk or Treat activity. CITY BUSINESS: Review/Discuss/Approve/Deny Hogan Subdivision City Manager Brandon Green showed a copy of the proposed plat for the proposed Hogan Subdivision and helped the Council get oriented to the map. He reported: • The access to the house will be from Mountain Road. UDOT will allow them to bring a road (driveway) out to Mountain Road as long as it is no wider than 15 feet. • A geotech study was completed to locate where the fault line was on the property. They will be building the home away from the fault line. They got a sign off from the GeoStrata engineers saying it is suitable for construction.  • There will only be one home on the property and it will be built in the north east corner of the lot. • The lot is 2.5 acres. • Secondary Water will come off of Quail Ridge Road and all other utilities will come off of Mountain Road. • UDOT will not allow the tie-ins for the utilities to be done until UDOT is done with their project on Mountain Road. • UDOT will be putting street lights in along Mountain Road. City Manager Brandon Green also answered questions from the Council Members. Council Member Diane Anderson made a motion to approve the Hogan Subdivision. The motion was seconded by Council Member Gary Anderson and it was approved unanimously. Review/Discuss/Approve/Deny Green Farm Estates Phase 3 Subdivision City Manager Brandon Green showed a copy of the proposed plat for the Green Farm Estates Phase 3 Subdivision and assisted the Council in getting oriented to the map. He reported lot number 16 is being amended because the owner purchased additional property from the Howard’s property that will be included in lot number 16. Lot number 16 will be renamed lot 21 and the Howard’s property will be included as lot 22. A discussion took place between City Planner Brandon Green and Council Members about the fact that lot 21 would have two different zones: R-S-12 and R-1-10. Some of the Council Members were concerned about this and felt that it should go back to the Planning Commision to be rezoned. Council Member Julia Busche made a motion to deny the proposed Green Farm Estates Phase 3 Subdivision so that lot 21 could be rezoned as one zone. The motion was seconded by Council Member Eileen Moss and it was approved unanimously except Council Member Diane Anderson voted not to approve the motion. Review/Discuss/Approve/Deny Resolution 2021-005 Adopting the Davis County PDM Plan City Manager Brandon Green explained that the proposed Resolution 2021-005 Adopting the Davis County PDM Plan is the document that allows the City to go to FEMA for disaster relief. He also explained that all 15 cities in the county are agreeing to the same plan. Council Member Julie Busche made a motion to approve the Resolution 2021-005 Adopting the Davis County PDM Plan. The motion was seconded by Council Member Eileen Moss and it was approved by roll call. Council Members Diane Anderson, Gary Anderson, Julia Busche and Eileen Moss all voted they approved. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETINGS: City Council Meeting October 19, 2021 City Council members discussed the draft minutes that previously had been provided to them for the October 19, 2021 City Council Meeting. After brief discussion, Council Member Eileen Moss made a motion to approve the minutes for the October 19, 2021 City Council meeting. The motion was seconded by Council Member Julia Busche and it was approved unanimously. CONSENT CALENDAR: Council Member Eileen Moss and City Planner Brandon Green reported on City expenditures. City Planner Brandon Green explained that it is early enough in the fiscal year that most of the expenditures are normal and he is comfortable where things are. He explained that there had been a few big projects but they had been included in the budget. He also explained that the lights and signs that were purchased were for the HWY-89 project or being reimbursed by FEMA. He concluded by discussing the metal roofs that FEMA has agreed to replace for the City that were damaged in the recent windstorm. INFORMATION ITEMS/UPCOMING EVENTS: Mayor John Pohlman reviewed the upcoming events including: November 9. 2021 -- City Council Work Meeting November 16, 2021 -- City Council Meeting and Planning Commission Meeting November 30, 2021 -- City Council Meeting with Public Hearing CITY COUNCIL & STAFF REPORTS: Mayor John Pohlman recognized City Manager Brandon Green, Public Works Superintendent Darren Frandsen and City Engineer Brandon Jones for their diligent work in applying for several grants for the City. He had been notified that the City had tentatively won one of the grants. The grant will be almost $1 million and will go towards a City water project. He appreciated all the work it took to get the grants submitted in a very short amount of time. Council Member Julia Busche reported that she had talked with Barbara Swenson about the upcoming community Nativity Event that will be held on December 12 at the City building. Council Member Julia Busche asked for help with the event from the other Council Members. Mayor John Pohlman reminded everyone that it was a nondenominational community event. Public Works Superintendent Darren Frandsen gave an update on UDOT progress and his staff. City Manager Brandon Green reported that the City is still working on the general plan update. There will be a public open house scheduled for November 18 to gather comments from the City residents. The comments will be reviewed and applied to the general plan. Council Member Gary Anderson made a motion to adjourn the meeting. Council Member Julia Busche seconded the motion. It was approved unanimously, and the meeting was adjourned at 7:51 pm.
