MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road August 20, 2024 WELCOME: Mayor John Pohlman called the meeting to order at 7:00 pm. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Council Member Florence Sadler, with Council Member Gary Anderson conducting the opening ceremony by offering a word of prayer. COUNCIL MEMBERS PRESENT: Mayor John Pohlman, Council Members Gary Anderson, Mark Cottrell, Eileen Moss, George Ray, and Florence Sadler. CITY STAFF PRESENT: City Manager Darren Frandsen, Public Works Director Layne Leonard, Deputy Recorder Hailee Ballingham. VISITORS: Jim Crismer, Scott Martineau, Chris Martineau DECLARATION OF CONFILICT(S) OF INTEREST: None CITY COUNCIL TRAINING: Council Member Cottrell provided training. He talked about the lessons we can get from geese. They can teach us the power of unity and cooperation. By flying in a V formation, geese increase their flying range by 71%. When one falls out of formation, it feels the difficulty of flying alone and quickly returns. They rotate leadership and support each other, showing interdependence. Geese honk to encourage those in the front, highlighting the importance of positive reinforcement. In times of need, they stand by each other until recovery or death. We can learn from geese to support and uplift one another, sharing tasks and leadership roles. Let's fly information and help those who need it, fostering a sense of community. PUBLIC COMMENT: None PRESENTATIONS: YCC Report given by Bella, London, and Lucie. They talked about the YCC painting rocks and placing them along Gailey Trail (the hollow). They sent out flyers to let people know about the rocks and to feel free to add them if they want. Their upcoming event will be face painting at the City’s Founder’s Day. Their September event will be cleaning up trash along the sound barrier. DISCUSSION ITEMS: 5.1 Daivs County Agreement for the CDBG (COMMUNITY DEVELOPMENT BLOCK GRANT) Funds. This is the agreement between Fruit Heights City and Davis County to receive funds for a grant that we applied for. The Agreement says the city will follow the rules to get the money awarded for the entrance way. Council Member Anderson asked City Manager Frandsen to go over the rules and to see if the city had to match the money for the grant. The city does not have to match this grant. We estimated the cost to remodel the front porch of the city building to be about $300,000. The city applied for the full amount of the grant, which was $250,000. The city received $126,000. The rules for the grant state that everything used for the project must be made in the USA and the city must document all time and cost put into it. 5.2 Rocky Mountain Easement along Green Road irrigation pond and appraisal This is a project on the west side which needs more power. This is beneficial to everyone in that subdivision because it increases the power in that area. After research the average cost of a power easement is estimated at a price range between $1500 to $2000. The requirements for the power are to get an appraisal, show some benefit to the community, and get approval by the City Council. There are no costs to the city. The work is being done by Rocky Mountain Power. 5.3 2024 Storm Water Management Plan Permit # UTR090008 update requirements State of Utah. The city just finished and passed the Storm Water audit. Part of our responsibility is to update the Strom Water Management Plan in the ordinance. 5.4 Personnel Policy update to be current with State Law Requirements, FMLA, Tier 2 Retirement, Tuition Aid, Confined Spaces. The city needs to update the personnel policy to be current with state law requirements. In January, the city council and staff talked about updating the personnel policy and to have staff work on the needed updates. Council Member Moss asked to put in the holiday schedule to have the office closed at noon on Christmas Eve. There was discussion to determine if the tuition aid should be moved from 100% to 80% so that employees have a bit of skin in the game. There is also a 20% education tax credit that they could apply for. 5.5 Recycle Program Integrated Waste would like to implement a recycling program in our city and others. Discussions are ongoing about the program costs and potential benefits. Funding for the recycling cans is $120,000. The city would need to amend the budget to cover that cost. There is the possibility of a $15.00 per can grant through Integrated Waste if the program is bundled. Research is being done on providing half-size cans for residents who generate less waste. The goal is to make recycling accessible and cost-effective for all residents, especially those on fixed incomes. The program aims to promote waste reduction and increase recycling rates in the community. Councilmember Moss mentioned that there is a company already providing recycling services to the city. Councilmember George Ray asked a question about why we as a city should be involved in the business of recycling, acknowledging Councilmember Moss's observation, indicating that perhaps it should be handled by the private sector. Also, he mentioned the responsibility that producers and suppliers of the cardboard and plastic used in overabundance in mail order packaging should be responsible for reducing that waste. ACTION ITEMS: 6.1 Approve/Deny: Davis County Subrecipient Agreement to Conduct a Community Development Project Council Member Eileen Moss Made a made a motion to approve the Davis County Subrecipient Agreement to Conduct a Community Development Project. Council Member Mark Cottrell seconded the motion. The motion was unanimously approved (0:54). 6.2 Approve/Deny: Rocky Mountain Easement located at 1200 E Green Road for the amount of $1500. Council Member Gary Anderson made a motion to approve Rocky Mountain Easement located at 1200 E Green Road for the amount of $1500.00. Council Member Eileen Moss seconded the motion. The motion was unanimously approved. (0:55) 6.3 Approve/Deny The 2024 Storm Water Management Plan Council Member Florence Sadler made a motion to approve the 2024 Storm Water Management Plan. Council Member Eileen Moss seconded the motion. The motion was unanimously approved (0:55) 6.5 Approve City Council Minutes for July 16, 2024 and August 6, 2024 Council Member George Ray made a motion to approve the July 16, 2024, Minutes with the suggested changes. Council Member Eileen Moss seconded the motion. The motion was unanimously approved by the council. (0:59) TABLED ITEMS: 6.4 Updates to the Fruit Heights City Personnel Policy Council Member Eileen Moss made a motion to table the updates to the Fruit Heights City Personnel Policy. Council Member George Ray seconded the motion. The motion was unanimously approved. (0:56) CALENDAR: August 24, 2024, Founder’s Day Celebration August 27, Planning Commission Meeting September 3, 2024, City Council Meeting CITY COUNCIL REPORTS: Council Member Cottrell gave an update on the Veterans Memorial. The rocks are going to be delivered Friday. There are 235 names and about $19,000 in donations. He wants to thank the staff for all their work with the Veterans committee. He also talked about the Day of Service project on September 7. There will be two big projects cleaning up around the parking lot at the bottom of Nicholls and along the trail by the sound wall. Council Member Sadler has been attending the CTC (Communities that Care) Meetings. She believes this program can do a lot of good. It brings together a lot of people in the community to help and support students to succeed. Mayor Pohlman talked about the sharp survey they use to take data from students. It is 100% anonymous and helps them understand what they can do to improve the education system. Council Member Moss told the council she has the CCC dinner scheduled for September 19, at 6:00 pm at the city building. There will be a guest speaker. She will also be attending a cemetery meeting on August 27. MAYOR REPORT: Mayor Pohlman informed the Council that he is appointing a new Planning Commission Member Shelley Bodily to replace Brain Bare. He wants to thank the public works team for all their efforts with the big rainstorms. CITY STAFF REPORTS: Public Works Director Leonard: The staff has been working on Founder’s Day. The manhole collars have been completed on 1800 East and View Court. City Manager Frandsen had an update on fiber. We have it run into the city building and they are working on getting it to the city shop. We are close to switching over to fiber. The budget is posted, and we are preparing for an audit next month. He reminded the Council about Founder’s Day. ADJOURNMENT: Council Member Eileen Moss made a motion to adjourn the meeting with Council Member Gary Anderson seconding the motion.
