MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road May 20, 2025 WELCOME: Mayor John Polman called the meeting to order at 7:00 pm. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Council Member Eileen Moss with Council Member Florence Sadler conducting the opening ceremony by prayer. DECLARATION OF CONFILICT(S) OF INTEREST: None TRAINING: Council Member Anderson reviewed the minutes from the last meeting. It was noted that a statement recorded in the minutes, while technically accurate in terms of what was said, may not fully reflect the intent behind the comment. As outlined in the Utah League of Cities and Towns handbook, minutes should capture "the substance of the matters discussed... and the substance in brief of the comments made." The handbook emphasizes the importance of clarity, accuracy, and faithful representation of discussion intent, stating: "They must be accurate, complete... Minutes should not be used to hide mistakes or political propaganda. Keeping accurate minutes... should be the goal of all city officials." In this spirit, a recommendation was made to clarify the wording of the recorded comment in the minutes to better reflect the intended meaning. This adjustment would align with the purpose of minutes as both a legal record and transparent communication with the public. PUBLIC COMMENT: None PRESENTATIONS: 4.2 YCC (Youth City Council) Taking Oath of Office Mayor John Pohlman of Fruit Heights City officially swore in the 2025–2026 Youth City Council members 4.1 Davis County Sheriff’s Report: The report was given by lieutenant Josh Boucher and Elizabeth Pinto who is an Investigative Criminal Analysis. They presented the 1st Quarter 2025 activity in Fruit Heights. (The full report can be found @https://www.fruitheightscity.com/AgendaCenter). DISCUSSION ITEMS: 5.1 Amendment to Solid Waste Collection Agreement The Council addressed the need to adopt an amendment to the current solid waste collection agreement. The amendment includes the addition of recycling services and extends the contract for an additional three years. In addition to these updates, the amendment includes corrections of typographical errors and minor language adjustments. The revised version is intended to ensure the agreement is legally sound and accurately reflects the original intent and terms previously discussed. ACTION ITEMS: 6.1 Amendment to Solid Waste Collection Agreement Council member Gary Anderson made a motion to approve the Amendment to the Solid Waste Collection Agreement. Council Member Eileen Moss seconded the motion. It was unanimously approved by the council. (0:23) 6.2 Approve April 22, 2025, City Council Minutes Council Member Gary Anderson made a motion to approve April 22, 2025, City Council Minutes with the recommended changes. Council Member Florence Sadler seconded the motion. It was unanimously approved by the council (0:24) TABLED ITEMS: None CALENDAR: 8.1 May 26, 2025, Memorial Day - City Office Will be Closed 8.2 May 27, 2025, Planning Commission Meeting 8.3 June 3, 2025, City Council Meeting PAST DISCUSSION ITEMS: CITY COUNCIL REPORTS: Council Member Moss: Reported that the Cemetery Committee was unable to meet due to scheduling conflicts. Council Member Sadler: Youth City Council interviews were recently held, followed by a fun and successful kickoff party. Special thanks to Josh Cox, the current Youth City Council Mayor, for helping conduct interviews and organize the celebration. We’re excited to work with Josh and look forward to a productive year ahead. This year, there are 11 new members, bringing the total Youth City Council membership to 25. The Youth City Council will participate in an orientation retreat held downstairs at City Hall. The retreat will include training sessions and a lunch to help members get acquainted and to prepare for the year’s responsibilities. MAYOR REPORT: CITY STAFF REPORTS: Public Works Director Leonard: Two fire hydrants are to be replaced, budgeted for on last year’s budget. The cost per hydrant is now $7,100, a significant increase from roughly $1,500 six years ago. Although Public Works has handled a couple of replacements this year, the time constraints and limited cost savings ($200– $300) make contracting out the work more practical. Nicholls Park Restroom Door Functionality: The doors at Nicholls Park are currently operational. Automatic locking is programmed from 6:00 a.m. to 8:00 p.m. Motion sensors allow access if someone is inside after hours. In the event of a motion sensor failure, the doors are designed to fall open for safety. City Planner Jeffy Oyler: A concern was raised regarding the growing presence and misuse of electric vehicles such as motorcycles, scooters, and golf carts within the city. A recent policy adopted by Farmington City was highlighted as a strong example. Their policy clearly defines each type of electric vehicle and outlines where they are allowed—whether on city streets, parks, or trails. It was noted that improper and unsafe use of these vehicles is becoming a county-wide and statewide issue. Council Members agreed that reviewing Farmington’s policy could be beneficial. It was suggested that this be presented at the next City Council meeting for review and potential consideration as a model. ADJOURNMENT: Council Member Eileen Moss made a motion to adjourn the meeting with Council Member Gary Anderson seconding the motion. It was unanimously approved by the Council.
