MINUTES FRUIT HEIGHTS CITY PLANNING COMMISSION MEETING 910 South Mountain Road March 25, 2014 REGULAR MEETING The regular meeting of the Fruit Heights City Planning Commission was called to order at 7:00 PM by Chairman Susan Hunt. The Pledge of Allegiance was recited and Curtis Tanner gave a prayer for the opening ceremony. PLANNING COMMISSIONERS PRESENT: Commissioners Sam Brady, Curtis Tanner and Chairman Susan Hunt and City Council Member Craig Hill. Commissioner Kristi Bybee entered the meeting at 7:30 PM and Commissioner Paul Wood was excused. STAFF PRESENT: City Manager Brandon Green, City Planner Jeff Oyler, City Engineer Brandon Green and Recording Secretary Susan Cranford VISITORS: Phil Holland Agenda Item: 1. APPROVAL OF MINUTES OF MEETING: February 25, 2014 Planning Commissioner Sam Brady made a motion to approve the minutes of February 25, 2014, with corrections. Planning Commissioner Curtis Tanner seconded the motion and it passed unanimously by those in attendance. 2. ITEMS FROM THE PUBLIC 04:08 There were no items from the public presented. 3. NEW BUSINESS Discuss/Approve/Deny Preliminary Subdivision Approval for the Orchards at Country Lane City Planner Jeff Oyler stated the applicant, Henry Walker Homes, is asking for preliminary approval for 11 single-family residential lots. There will be one street through the subdivision that will connect Country Lane with the frontage road on the west side of Highway 89. The current property owner, Don Butcher, will keep two acres to subdivide at a later date. The property is zoned R-1-12. 1 The new street that goes through the subdivision will create a four-way intersection at Green Road and Country Lane. Staff has determined that this is a good time to rename Fruit Heights City Planning Commission Meeting March 25, 2014 the roads that intersect there. The present road names are confusing to the public and emergency vehicles. The proposed road name changes will affect around 20 homes and staff will hold an informational meeting to accept input from the residents and explain the reasons for the name changes. The Planning Commission members agreed that the proposed name changes would benefit the city. It was suggested that the name of the new street through the development should be Appletree Lane. The Planning Commission and developer had no objections to that name. Commissioner Kristi Bybee entered the meeting at this point. City Planner Oyler stated the city is working with resident Bruce Arnold regarding sewer and storm drain lines and access to his property, which is south of the new development on the frontage road. Phil Holland of Henry Walker Homes stated he anticipates the homes that will be built in this location will be in the $400,000 to $600,000 price range. Commissioner Curtis Tanner made a motion to give preliminary approval to the Orchards Subdivision at Country Lane subject to the condition in the staff report of March 17, 2014. Commissioner Kristi Bybee seconded the motion and it passed unanimously by those in attendance. City Planner Oyler stated this will come back to the Planning Commission for final approval before it goes to the City Council for approval. 4. REPORTS A. City Planner – Jeff Oyler City Manager Brandon Green reported that he received a sample ordinance forwarded to him by Commissioner Paul Wood regarding bees and is working on incorporating it into the draft ordinance he is preparing for the city. B. City Council Representative – Craig Hill No report was made. 2 Fruit Heights City Planning Commission Meeting March 25, 2014 5. ADJOURNMENT Commissioner Kristi Bybee made a motion to adjourn, seconded by Commissioner Sam Brady. The meeting adjourned at 8:00 PM.
