MINUTES FRUIT HEIGHTS CITY PLANNING COMMISSION MEETING 910 South Mountain Road February 25, 2014 REGULAR MEETING The regular meeting of the Fruit Heights City Planning Commission was called to order at 7:05 PM by Chairman Susan Hunt. The Pledge of Allegiance was recited and Sam Brady gave a prayer for the opening ceremony. PLANNING COMMISSIONERS PRESENT: Commissioners Sam Brady, Kristi Bybee, Curtis Tanner, Paul Wood and Chairman Susan Hunt. Council Member Craig Hill was excused. STAFF PRESENT: City Manager Brandon Green, City Planner Jeff Oyler and Recording Secretary Susan Cranford VISITORS: Todd Ballantyne Agenda Item: 1. APPROVAL OF MINUTES OF MEETING: January 28, 2014 Planning Commissioner Sam Brady made a motion to approve the minutes of January 28, 2014, as written. Planning Commissioner Paul Wood seconded the motion and it was approved unanimously. 2. ITEMS FROM THE PUBLIC There were no items from the public presented. 3. NEW BUSINESS A. Discussion on Adopting an Apiary Ordinance Jonathan Harris, 1340 Oakmont Lane City Manager Brandon Green stated his office has been receiving calls about the possibility of allowing apiaries (beekeeping) in the city. Currently the city does not address beekeeping. He is not sure if the city wants to allow apiaries but feels it should be addressed in the city ordinances. He contacted the Davis County Health Department and obtained some sample ordinances. 1 Fruit Heights City Planning Commission Meeting January 25, 2014 City Planner Jeff Oyler stated currently, the city ordinance states animals may be kept in R-S-12 and A-1 zones. Currently, there are hives east of the city on the hill. He suggested neighbors be informed when an application for a hive next to their home arrives at City Hall. Resident Todd Ballantyne stated he has been a beekeeper for many years. Bees are sometimes rented by orchard owners. Generally speaking, bees leave people alone. He stated bees have flight paths they follow. He informed the Commission that the Utah Department of Agriculture regulates bees and honey production. The State requires a permit be obtained to have bee hives. He stated a beekeeper may obtain 30 to 50 pounds of honey from 3 boxes of hives. City Manager Green stated it is the city’s responsibility to provide safety to the residents. The city needs to keep in mind those that do not want bees around. Chairman Susan Hunt recommended getting a spokesperson from the Department of Agriculture or a member of a beekeeping hobby group to answer the questions the Commissioners have about beekeeping. City Manager Green stated he is concerned about the size of lot needed to safely keep bees and how it will affect neighbors. The Planning Commissioners stated they would like to consider an ordinance allowing beekeeping in the city. Staff will arrange for someone to come answer questions of the Planning Commission. B. Review and Discuss Water Conservation Ordinance 0:56:40 City Planner Jeff Oyler stated statewide water conservation measures will be taken this year. Cities are being asked to educate their residents about methods to conserve secondary and culinary water. City Planner Oyler presented a draft of a Water Waste Ordinance to consider adopting into the city ordinances. City Manager Brandon Green stated the city is working on different ways to comply with the requests of the water districts. The city is installing a sprinkling monitoring system that considers the weather, humidity, dew, and soil conditions. Residents of the city can tie their sprinkling system into the information from this system to control the watering of their lawns. The information on the system will being going out to the residents soon. City Planner Oyler stated the proposed ordinance will not allow watering of lawns from 10 AM to 6 PM. 2 Fruit Heights City Planning Commission Meeting January 25, 2014 The subject of enforcing the new ordinance was discussed but a solution was not found. City Manager Green stated staff could put a door hanger on front doors notifying residents when it is noticed that a resident’s sprinklers are watering the street. Chairman Susan Hunt stated the city should remain vigilant in reminding all residents of the watering limitations. She suggested informing residents every month about the water policy. City Manager Green stated staff will continue to work on the ordinance and bring it back for further discussion. 4. REPORTS A. City Planner – Jeff Oyler City Planner Oyler stated the development project on Country Lane is not ready to be presented to the Planning Commission, but may be on next month’s agenda. B. City Council Representative – Craig Hill No presentation was made. 5. ADJOURNMENT Commissioner Kristi Bybee made a motion to adjourn, seconded by Commissioner Curtis Tanner. The meeting adjourned at 8:30 PM.
