MINUTES FRUIT HEIGHTS CITY PLANNING COMMISSION MEETING 910 South Mountain Road January 28, 2014 REGULAR MEETING The regular meeting of the Fruit Heights City Planning Commission was called to order at 7:20 PM by Chairman Susan Hunt. The Pledge of Allegiance was recited and Craig Hill gave a prayer for the opening ceremony. PLANNING COMMISSIONERS PRESENT: Commissioners Sam Brady, Kristi Bybee and Paul Wood and Chairman Susan Hunt and City Council Member Craig Hill. Commissioner Curtis Tanner was excused. STAFF PRESENT: City Manager Brandon Green, City Planner Jeff Oyler, Public Work Director Darren Frandsen and Recording Secretary Susan Cranford VISITORS: John Wilcox Agenda Item: Chairman Susan Hunt stated that the sequence of agenda items will be changed for tonight’s meeting. 3. NEW BUSINESS Discuss/Approve/Deny Preliminary and Final Plat for Neville Subdivision Located at approximately 961 East Fence Post Road City Planner Jeff Oyler stated Dan Neville wants to develop three single-family lots. Two of the lots will be accessed from Fence Post Road and one lot will be accessed on Laurelwood Drive. The property is zoned R-1-12. He stated the applicant has paid the plat fees and he has received approval of the subdivision from the Central Davis Sewer District and the Kaysville Fire Department. The city is waiting for written approval from Haights Creek Irrigation District. The Central Davis Sewer District requires a recorded 20 foot easement from where the sewer line leaves the road to the manhole. A waterline on Lot 2 will be abandoned. The water meter located on Lot 3 will be moved nearer to the street. The city needs a power source to light up a street light located at the entrance to Rulon Gardner’s driveway. City Manager Brandon Green said the city will resolve that situation. He stated he hopes the city can work with the developer to get power to 1 Fruit Heights City Planning Commission Meeting January 28, 2014 Laurelwood and have the city crew do some excavating to get power to the street light. The city will look at options. The water services for Lots 1 and 2 are near each other and the property line. Public Works Director Darren Frandsen will review the location including the location of the sewer line and the irrigation lines. Developer John Wilcox stated the applicant is willing to work with the requirements of the sewer district. Commissioner Paul Wood made a motion to give preliminary and final plat approval for the Neville Subdivision subject to the staff reported of January 23, 2014, and tonight’s discussion. Commissioner Kristi Bybee seconded the motion and it passed unanimously by those in attendance. The matter will be forwarded to the City Council. 2. APPROVAL OF MINUTES OF MEETING: September 24, 2013, and December 10, 2013 23:10 Commissioner Sam Brady made a motion to approve the minutes of September 24, 2013, as written and December 10, 2013, with corrections. Commissioner Kristi Bybee seconded the motion and it passed unanimously by those in attendance. 4. REPORTS: A. City Planner – Jeff Oyler City Planner Jeff Oyler reported there will be a request for plat approval of the Orchard Lane Subdivision on the next Planning Commission meeting agenda. He also stated the Planning Commission will be writing a new city ordinance to address the issue of water restrictions in the city. B. City Council Representative – Craig Hill No report was made. 5. ADJOURNMENT Commissioner Kristi Bybee made a motion to adjourn, seconded by Commissioner Sam Brady.
