Town Commission Agenda Results Tuesday, October 16, 2018 7:00 PM Location: 401 Old Honeycutt Road, Fuquay-Varina, NC 27526 BOARD OF COMMISSIONERS – REGULAR MEETING 1. Call to Order – Mayor John W. Byrne 2. Invocation & Pledge of Allegiance –Mayor Pro-Tem Massengill provided the invocation and Cub Scout Troop #320 led the Pledge of Allegiance. 3. Approval of the minutes for the October 1, 2018 Regular Town Board meeting. – Approved (5-0) 4. Presentations: A. Habitat For Humanity of Wake County Report - Fuquay-Varina Coalition Ms. Felicia Epps, Coordinator for Fuquay-Varina Coalition Coordinator for Habitat For Humanity of Wake County presented information on recent accomplishments and upcoming projects. B. Parks, Recreation, and Cultural Resources Department Report - Youth Sports - Fall 2018 Registration Statistics Parks, Recreation, and Cultural Resources Director, Jonathan Cox presented registration statistics for the 2018 Fall Youth Sports program, he stated that since the inception of the Fall Sports program, the department has experienced a 60% increase over the last six seasons and has facilitated sport activities to 24,418 youth over the last six years. 5. Public Comments – No one chose to address the Town Board. Items Tabled From Previous Meetings 6A. There were no items tabled for the October 16, 2018 Town Board meeting. PUBLIC HEARINGS 7A. Local Government Commission Resolution - Government Facilities Project and Fleming Loop Park Improvements Project The purpose of this agenda item was to consider adoption of a resolution supporting an application to the Local Government Commission for financing approval of the Government Facilities Project and Fleming Loop Park Improvements Project. Approved 5-0 Resolution No. 18-1565 8. Consent Agenda There were no consent agenda item for the October 16, 2018 meeting. 9. Items Removed From Consent - None 10. Administrative Reports 10A. Voluntary Annexation Petition - A & S Land, LLC - 1908 W Academy Street - PIN 0646521199 - ANX-2018-16 The purpose of this agenda item was to consider the adoption of a resolution instructing the Town Clerk to investigate an annexation petition and to adopt a resolution setting a public hearing for November 5, 2018, following the receipt of a petition for voluntary annexation of property owned by A & S Land, LLC containing 11.83 acres. (Approved 5- 0) Resolution No. 18-1566 Resolution No. 18-1567 10B. Consultant Selection and Scope and Fee Approval - Old Honeycutt Road/Purfoy Road Intersection The purpose of this agenda item was to consider authorizing the Town Manager to enter into a scope and fee agreement of $131,872.25 with Kimley-Horn for the design and permitting of the Old Honeycutt/Purfoy Intersection Project, subject to NCDOT approval and Town Attorney review as to form. (Approved 5-0) 10C. Project Ordinance Amendment and Contract Award – Governmental Facilities Project - H.M. Kern Corporation - $5,158,400.00 The purpose of this agenda item was to consider approval of a project ordinance amendment and award of the Governmental Facilities Project contract to H.M. Kern Corporation in the amount not to exceed $5,158,400.00. (Approved 4-0) Ordinance No. N-18-48 11. Other Business (Town Manager) A. Manager’s Report • ETJ expansion informational meetings have been successful • Celebrate FV Concert was very successful • Street Festival for Celebrate FV was successful • Had a new hire in the Inspection’s Department • Progress made on FY 20 LAPP Grant submittals • Internal Staff meeting for 2020 Census • Finance Director Morgan and others have been preparing for conference calls with Rating Agencies. • Auditors is schedule to be presented at the first meeting in December • Norfolk Southerland Railroad has closed the Judd Parkway intersection and will be closed up to 30 days B. Report – PlanWake – Wake County Comprehensive Planning Effort • Encouraged members of the Town Board to go online and give input on a survey on the future needs of Wake County at Plan Wake – www.planwake.org C. Quarterly Report – 3rd Quarter 2018 D. ETJ Community Information Meetings: October 19, 2018 - Community Center; and October 25, 2018 - Public Service Center --- All meetings 5:30-7:30 pm E. Haunted Trail - Carroll Howard Johnson Environmental Education Park - Saturday, October 20, 2018 - Family Fright 5:00-6:00 PM and Full Fright 7:00-9:00 PM F. FM2FV Concert - The Embers - Thursday November 1, 2018 - 6:30 - 9:30 pm - Centennial Park G. Town Code Amendment - Town of Fuquay-Varina - Land Development Ordinance (LDO) Clean- Up Amendment #6 - CTA-2018-07 - (Mitchell/Matthews/Smith) - (FIRST READING) H. Zoning Map Amendment - A & S Land, LLC - 1908 W Academy Street - PIN 0646521199 - REZ- 2018-16 - (Mitchell/Matthews/Smith) - (FIRST READING) TOWN BOARD MEMBER COMMENTS Mayor Pro-Tem Massengill stated that he appreciates the Fire Department coming out to Pleasant Grove Mother’s Morning Out and entertaining the kids. Commissioner Adcock had no further comments. Commissioner Harris stated that he enjoyed the Open House at the Fire Station this past weekend. Commissioner Wunsch also stated he enjoyed the Open House at the Fire Station this past weekend. He also enjoyed the Eagle Scout ribbon cutting ceremony for the basketball court at South Park and he had the opportunity to witness the Mayor’s excellent basketball shooting skills. Commissioner Gardner stated she had the opportunity to meet with the Wake County League of Women Voters to do a presentation at a lunch meeting here in Town last Tuesday. She thanked Town Manager Mitchell and Communication Director Weis for helping gather information for her presentation. She also stated that she can empathize with the citizens on the heavy traffic back-up in Town.
