Town Commission Agenda Results Tuesday, November 20, 2018 7:00 PM Location: 401 Old Honeycutt Road, Fuquay-Varina, NC 27526 BOARD OF COMMISSIONERS – REGULAR MEETING 1. Call to Order – Mayor John W. Byrne 2. Invocation & Pledge of Allegiance –Commissioner William Harris provided the invocation and Police Chief Laura Fahnestock led the Pledge of Allegiance. 3. Approval of the minutes for the November 5, 2018 Regular Town Board meeting. – Approved (5-0) 4. Presentations: A. Downtown Development Office and NC Main Street Update Town Manager Mitchell Economic Development Director Seymour and Downtown Development Coordinator Verburg gave an update on the NC Main Street. 5. Public Comments – Ms. Dawn Russel and Ms. Rachel Cornett (representing the Fuquay-Varina Downtown Revitalization Association) thanked members of the Town Board and staff for participating in the BBQ Blues & Brews event that was held this past weekend. Ms. Russel stated that although Fire Chief Tony Mauldin did not win the BBQ cooking competition, she presented him with a substitute trophy for participating. Items Tabled From Previous Meetings 6A. Consent Agenda What is the board’s pleasure on the items on the consent agenda? All items on the Consent agenda were approved as follows: A. Declaration of Surplus Property - Unit 111 - 1995 Freightliner Fire Tanker, Unit 114 - 1998 Spartan Fire Truck, and Unit 123 - 2005 Ford Brush Truck B. Voluntary Annexation Petition - Arlington Meadows - 0 and 1401 Angier Road - ANX- 2018-19 C. Temporary Street Closure – Tree Lighting Event – Town of Fuquay-Varina – November 29, 2018 9. Items Removed From Consent - None 10. Administrative Reports 10A. Memorandum of Understanding - Town of Fuquay-Varina and Fuquay-Varina Downtown Association, Inc. The purpose of this agenda item was to consider approval of a Memorandum of Understanding between the Town of Fuquay-Varina and the Fuquay-Varina Downtown Association, Inc. (Approved 5-0) 10B. Resolution - Sale of Street Bonds - $17,350,000 The purpose of this agenda item was to consider a resolution authorizing the sale of $17,350,000 in Street Bonds. (Approved 5-0) 10C. Agreement - Environmental Permit Agreement Template The purpose of this agenda item was to consider approval of an agreement template and authorizing the Town Manager to execute agreements with developers when required by the United States Army Corps of Engineers and the North Carolina Department of Environmental Quality for Town required transportation improvements. (Approved 5-0) 11. Other Business (Town Manager) A. Manager’s Report • Report on NC Metro Mayors Coalition Conference attended in Ashville, NC with Mayor Byrne – 2-day annual meeting was very productive • Intersection construction at Main & Judd Parkway now has limited access and the railroad crossing is open – project has somewhat been delayed due to rain, but is now moving • Referred to a handout of an invitation for the Southwest Area Study 2018 Update Drop-In meeting on December 5, 2018 from 4:00 pm to 7:00 pm at the Bass Lake Community Center 900 Bass Lake Road, Holly Springs • Assistant Manager Mark Matthews and Town Engineer Matt Poling attended a NCDOT meeting regarding Hwy 55 widening and Angier Bypass public input meeting last week. • Town & Wake County Planning Departments will meet next week to discuss next steps in the ETJ process • Plans are moving forward with the South Lakes Elementary and Willow Lakes Park – bid opening scheduled for January 2019 and construction planned for February 2019. • Assistant Town Manager Matthews attended the Wake County Municipal Managers meeting where post-election news was discussed as well as the next round of the hotel/motel tax program. • Sold bonds at 3.47% • Held a neighborhood meeting regarding the Town’s property at 304 Angier Road beside Fire Station #1 – no one objected to the Town’s plans to rezone the property. • Attended the F-V Woman’s Club Teacher Mini Grant award ceremony last week with the Mayor and Commissioner Gardner. • Parks & Recreation and Public Works departments working this week to put up Christmas Decorations • BBQ Blues and Brews Festival was a huge success and well attended this year. Zoning Map Amendment - Wake County Board of Education - 127 E Broad St - PIN 0657927640 - REZ-2018-20 - (FIRST READING) E. Zoning Map Amendment - Town of Fuquay-Varina - 304 Angier Road - PIN 0666063732 - REZ- 2018-17 - (FIRST READING) F. Town Code Amendment - Town of Fuquay-Varina - Amendment for Compatible and Reasonable Transition to Expanded ETJ (Clean-Up Amendment #7) - CTA-2018-09 - (FIRST READING) G. Town Code Amendment - NC Land LLLP - Exceptions to Lot Frontage Requirements - CTA-2018- 08 - (FIRST READING) TOWN BOARD MEMBER COMMENTS Mayor Pro-Tem Massengill stated that the F-V Junior Woman’s Club held their Charity Ball last Friday and raised over $10,000. He thanked them for doing a lot for the community over the years. He wished everyone a Happy Thanksgiving. Commissioner Adcock stated that he was glad that the railroad at the intersection of Main and Judd is back open. He stated that he was pleased with the sale of bonds that will go toward the completion of Judd Parkway. Commissioner Harris stated that he enjoyed participating in the BBQ Blues & Brews. He also recognized his mentee who was in attendance; Highland Mason, a resident of Fuquay-Varina and a senior high school student at Wake Young Men’s Leadership Academy. Commissioner Wunsch congratulated the Southern Wake Academy Girls Volley Ball team for winning the division league championship. He also congratulated the F-V High School Bengals football team for winning the last game that will be played at the high school until after it’s renovation. Commissioner Gardner stated that tonight’s meeting was a big night with the approval of the MOU between the Town and the Fuquay-Varina Downtown Association, as well as the Transportation Bonds. She also stated that she enjoyed the BBQ Blues and Brews event this past weekend. She stated that her office (Century 21 Triangle) was in the Raleigh Christmas Parade along with Commissioner Adcock. She congratulated Military Missions in Action for celebrating their 10-year anniversary.
