Town Commission Agenda Results Tuesday, June 18, 2019 7:00 PM Location: 401 Old Honeycutt Road, Fuquay-Varina, NC 27526 BOARD OF COMMISSIONERS – REGULAR MEETING 1. Call to Order – Mayor John W. Byrne 2. Invocation & Pledge of Allegiance –Mayor Pro-Tem Blake Massengill provided the invocation and Commissioner William Harris led the Pledge of Allegiance. 3. Approval of the minutes for the June 3, 2019 Regular Town Board meeting. – Approved (5-0) 4. Presentations: A. Recognition of Fire and Police Staff Fire Chief Anthony Mauldin recognized members for the Fire Department for their recent promotions as follows: Former Position Promoted Position Scott Daniel Battalion Chief Division Chief Dustin Grimes Fire Captain Battalion Chief Jerry Crocker Fire Lieutenant Fire Captain Josh Herring Fire Lieutenant Fire Captain Dustin Morgan Fire Lieutenant Fire Captain George Gerraty Fire Engineer Fire Lieutenant  Town Manager Mitchell commended the members of the Fire Department on their promotions, and he recognized supportive family members who were in attendance. He also stated that he was happy to see Fire Chief Mauldin return to work after his recent knee surgery. Police Chief Laura Fahnestock recognized members of the Police Department for their recent accomplishments. She stated that Sergeant Anthony “TJ” Hodges and Sergeant Clara Dula both recently completed their Law Enforcement Executive Program (LEEP) through NC State University. LEEP is a leadership development course designed to build proactive leadership among law enforcement supervisors. She commended Corporal Bryan Stancil for obtaining his Bachelor of Science Degree in Criminal Justice from Western Carolina University. She also commended Lieutenant Chris Gathman on receiving the Crisis intervention Training Officer of the Year Award. Lieutenant Gathman represented the Town of Fuquay-Varina for assisting a female who was attempting to commit suicide. Lieutenant Gathman utilized his crisis intervention training skills to talk the female in to dropping the weapon, and she was able to receive mental health assistance after the incident. Mayor Byrne commended both the members of the Fire Department and the Police Department for their accomplishments and the many hours of personal time spent away from their families to better educate and train for their positions. 5. Items Removed From Consent - None 10. Administrative Reports 10A. Town Property (Park) The purpose of this agenda item was to consider naming the 143-acre assemblage of Town property located along Shady Greens Drive, Brushy Meadows Drive, and Hilltop Needmore Road. The Town Board approved by a vote of 5-0 to name the property “Hilltop Needmore Town Park and Preserve”. 10B. Royal Creek – Payment-In-Lieu Agreement The purpose of this agenda item was to consider an agreement to provide for partial reimbursement of a payment-in-lieu for construction of “Daddy Road” and "Gelder Drive" in the Royal Creek development should the developer complete construction of public streets under the terms of the proposed agreement. Approved (5-0) 11. Other Business (Town Manager) A. Manager’s Report • NCDOT has accepted to take ownership of NE and SW Judd Parkway. • July 22, 2019 will be the official date that the new town hall will be open to the public. • Hilltop Needmore Town Park and Preserve was evaluated by Town staff. • Mayor, Economic Development Director Seymour met with Dr. Scott Ralls, the new president of Wake Technical Community College. • All projects are moving forward. • Interviewed for the Human Resources Director position and made a decision. Waiting on the candidate’s closure before announcing the final choice. • This is the last meeting for outgoing HR Director Dan Gray who will be retiring at the end of the month after 8 years of service. Town Manager Mitchell thanked Mr. Gray for helping the Town recruit and retain great talent for the Town. The Town Board applauded Mr. Gray and individually thanked him for his work with the Town. • Hired a new staff member in the Public Buildings Department • Working on the upcoming Stormwater Permit Audit for the State • Police Chief Fahnestock and staff participated in a Good Samaritan video (produced by Amazing Studios) with Wake County that will be seen throughout the State. • Amazing Studios is working on a video for the Arts Center. • Newly hired Planner Josh Jurius started work with the Town yesterday. Commissioner Smith stated that he enjoyed attending the recent Operation Coming Home key ceremony. He also congratulated HR Director Dan Gray upon his retirement. Commissioner Harris stated that this past Thursday and Friday he attended meetings in Wilmington with the NC League of Municipalities. He stated that the League is doing great things for cities and he would like to see the Town take full advantage of its various programs. Commissioner Wunsch thanked HR Director Dan Gray for his years of service with the Town. He stated that he also enjoyed the Operation Coming Home event. He also stated that he attended the Fuquay-Varina High School graduation and he commended Communications Director Susan Weis upon her son’s graduation. He then stated that his daughter will be a 10th grader next year. Commissioner Gardner congratulated HR Director Dan Gray on his new chapter of life as a retiree. She stated that she enjoyed the Operation Coming Home ceremony. She also stated that Century 21 recently hosted the Business After Hours event where they recognized former Commissioner Mollie Stephenson as the Run-The-Quay partner. Mayor Byrne recognized Fuquay-Varina Chamber of Commerce Chairman Brandon Conover who stated that the Chamber is preparing for the Savor Fuquay-Varina event in the fall which will feature a celebrity chef from South Bend Range. Mr. Conover stated that the Chamber will be searching for a new president starting this coming Friday. Mayor Byrne stated that the Town is #35 in population for the State. He met with the new president of Wake Technical Community College, Dr. Scott Rall. He also stated that he enjoyed the Operation Coming Home ceremony and made brief comments about a new company in the Duncan area that recently joined as a member of the Chamber of Commerce.
