PRCRD Advisory Board – Meeting Minutes (October 10, 2022) I. Call to Order – 7:03 pm Board/Staff members present: Jason Wunsch, Renee Potts, Sheree Ward, Hugh Johnson, Jonathan Cox, and Jerry O’Connell. Minutes approved from the September 12. 2022 meeting. II. Pledge III. Public in Attendance Jo Ann Emery, Eric Stolzenberg, Jim Hartman, Daniel Stuhlmueller, Stephen Kish, Debbie Corr, Edna Gaston, Holly Wellman, and Ron Nawojczyk IV. Public Comment Jo Ann Emery asked the board to be mindful about the future development within the park. She would like the Town to continue to maintain the five miles of trails and preserve the tranquility of the park. V. Hilltop Needmore Town Park & Preserve Master Plan Informational Presentation – CLH Design Jason Wunsch introduced the CLH Design team: Zak Pierce and Holly Waterman. Jonathan Cox stated that the presentation will be available to the public on October 11, 2022 via the Town’s community engagement portal – Let’s Talk Fuquay-Varina. Additionally, the proposed concept plan will be presented to the Town Board in November for informational purposes. CLH Design gave a summary of the regional and site context, existing conditions, the park master plan process (community input, concept design, concept plan input, final concept & master plan). The design team presented a concept map and identified proposed amenities that were designated by trail/zone (red, blue, and yellow). Jonathan Cox gave clarification for some of the proposed components of the master plan that include preserving the existing tunnel connectivity, dedicated pickleball courts, and state of the art LED lighting technology for the multi-purpose fields that eliminates overcast light. The proposed Master Plan totals an estimated $17M, if approved, the plan will be further evaluated during the PRCRD Comprehensive Systemwide Master Plan that will be developed beginning in January 2023. Components for the park, if approved, are anticipated to take up to twenty years to implement. Members of the Board are excited to see proposed amenities reflected in the Master Plan concept from the public input process as well as internal need assessment items included in the plan in conjunction with existing park natural areas. Buffering components will be further developed and identified in the Master Plan document and during the design phase in the future. VI. Project Updates a. Community Center North (Cox) Presented updated 3D design renderings of the entrance and active adult wing at Community Center North. Design Development phase complete. Construction document phase in progress. Staff hope to have construction contracts bid in the first quarter 2023 with construction initiating shortly afterwards. Due to the overwhelming public input of wanting an open and bright community center, current design reflects a glass façade to take advantage of natural light. b. Hidden Valley Greenway Design (Cox) Working with consultants from Kimley-Horn. Anticipate having design completed by late 2022 or early 2023. c. Alston Ridge Greenway Design (Cox) Working with consultants from Kimley-Horn. Submitted application for grant funding. Anticipate having design completed by late 2022 or early 2023. d. Action Park Tennis Courts (Cox) FY23 identifies funding to replace all four courts. Town Board approved proposal and project has been awarded. Construction to begin within 30 days, weather permitting. Once construction begins, it will take an estimated 60 days to complete. e. South Park Walking Track (Cox) Replace existing walking track. Project documents are currently being developed, anticipate being bid by the end of the month. Staff hopes to present at a future Town Board meeting for award. f. Falcon Park Dugouts (Cox) Awarded. Construction will begin at the conclusion of the 2022 fall sports season. g. Community Center Roof Replacement (Cox) PROJECT COMPLETE. VII. Upcoming Events a. Haunted Trail Event -October 15, 2022 - CHJEEP 5PM-9PM b. FM2FV – October 20, 2022 – Jim Quick & Coastline VIII. Next Meeting a. Monday, November 14, 2022, 7:00pm (Cox) Plan on meeting at the Clubhouse at HNTPP. Subject to change due to Wake County Board of Elections occupying the building for early voting. IX.
