CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call: Gahanna City Council met in Regular Session on Monday, November 21, 2011, at Gahanna City Hall, in Council Chambers, 200 South Hamilton Road. President of Council David L. Samuel called the meeting to order at 7:00 p.m. Invocation was given by Vice President of Council Larick followed by the Pledge of Allegiance led by Cub Scout Pack 776 from Lincoln Elementary. HEARING OF VISITORS: Scott Mounts, Gahanna Jefferson Board of Education, stated we have 1 new School Board Member, Heather Bishoff, and 1 returning member in Windy McKenna; Bishoff has been involved the last few years and are excited to have her join us; did extend new contract to bus drivers; mimics what we gave the teachers last spring with a freeze in salary for term of contract and no step increases in first year. Anderson asked about the timetable for commercial sections of Clark Hall and any other updates. Mounts stated he had no updates at this time; from memory believe ground breaking will be in February and optimal move in date would be October 2012. Anderson asked if any minority businesses are involved. Mounts stated he did not know as it is all a private development; no known tenants at this point; suggest contacting school administration if you need further detail. D. STANDING COMMITTEES: Committee of the Whole - Larick: Larick stated there was a presentation by Finance Department on the 2012 Appropriations; Teal gave a detailed overview and discussion will continue in Finance Committee next week. Finance - Anderson: Anderson stated to follow up from Larick's statement, we will go through page by page beginning next week; get ready to do your homework. SPECIAL COMMITTEES: Expenditure Study Committee: No Report. H. CORRESPONDENCE AND ACTIONS: Clerk - Legal: 2011-0062 Sherwood noted this is our annual notice of liquor permit renewals for all liquor permits in the City; will see if Police Department has any objections to any renewals; will be in Finance Committee next week as we will need to do resolutions if there are any objections. Council: Anderson stated Holiday Lights! parade is on Friday; Council all got packets of information from Convention and Visitors Bureau; come out for that; is on Friday November 25th at 6:00 p.m.; will be leaving from Clark Hall; Happy Thanksgiving to everyone. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Samuel: Larick stated discussions are ongoing regarding Bluemile and fiber infrastructure and marketing of that; Rob Matney has been added to CIC as a general member; real property committee is continuing to pursue opportunities on 181 building. Mid-Ohio Regional Planning Commission (MORPC) - Anderson: Anderson recapped the November 10 meeting as follows: MORPC received the 2011 AMPO Award for Outstanding Overall Achievement, the 2011 National Association of Development Organizations Innovation Award and the 2011 Excellence in Regional Transportation Award; they held a Lifelong Communities Workshop to discuss the trends in residential and commercial development; the Central Ohio Freight Trend Study was established to assess and recommend policies and infrastructure improvements regarding freight assets within Central Ohio; they finalized their infrastructure priority list for ODOT; and they presented a progress report on the state's new Local Government Innovation Fund; thank Jones for his shared information. Bd. of Education, Gahanna-Jefferson Public Schools: Larick: No Report. Central Ohio Transit Authority - Samuel: Samuel stated that COTA is installing compressed natural gas tanks in their facility; they are planning to change over to compressed natural gas for their fleet; is an ROI currently out; this is in their future plans; will be switching from diesel fuel. Convention & Visitors Bureau (CVB) - McGregor: McGregor stated that November meeting was moved to December 8. M. OFFICIAL REPORTS: Mayor:: Stinchcomb stated that ribbon cutting is tomorrow at 2:30 p.m. for the Techcenter bridge and roadway; hope you can attend; will be on the west entrance of the new bridge; hope weather will hold off; as Anderson said the Holiday Lights! parade is Friday night at 6:00 p.m. and will start at Clark Hall; thank CVB for their hard work; so we can set up for the parade, at 4:30 p.m. on Friday parts of Granville, Mill, and High St. will close and the complete list of closures is on the front page of city website; this is a change to our usual routine; wish everyone a Happy Thanksgiving; so much to be grateful for; urge everyone to think about our Gahanna Residents in Need; please consider becoming a volunteer or connect to a family in need; they do have a growing list of families that need help; can be reached at Grin4Gahanna.org or 221-2255; urge everyone to consider supporting GRIN this holiday season. City of Gahanna Page 8 City Council Meeting Minutes November 21, 2011 City Attorney: Weber stated that sitting here tonight he sees how functional our local government is as to how dysfunctional the federal government is; am so appalled at what is going on in Washington; committee failed in their obligations to citizenry; totally dysfunctional; a pox on both parties; have never been so upset in all my years; voters need to take charge next year and make changes; will probably see you at parade; will be taking our three grandsons. N. COUNCIL COMMENT: McAlister stated this is the first meeting after election; take this opportunity to send my congratulations to everyone who won; 4 new members of Council will have their hands full; congratulations also to Ewald; can only add to what Weber said; spent Friday and Saturday in Dickson Tennessee at the 4th annual Southern National Congress; all politics is local; problems in Washington will be solved in City Council Chambers and in states; states created the federal government and can control it; there is some model legislation I will be taking notes on; same problems we're facing today were faced in 1850; who controls the federal government; war didn't settle anything and is rearing its head again; take a close look at what we can do. McGregor wished everyone a Happy Thanksgiving; sometimes we forget what is going on around us; our son in law has been in Afghanistan; just went back and will be back for good in May; is Army Reserve; because he was deployed with a unit out of California, our daughter doesn't have military support here, citizens of Gahanna have stepped up to help; a Columbus Academy Senior mowed her grass all summer; she has 4 children, 6 and under; one neighbor did all her laundry from 4 little kids; other neighbors help make sure the kids get on and off the school bus; really wanted to say we have a community of wonderful people; am thankful to live here. Ewald encouraged everyone to think about the children; during election ran into people who were losing their homes; talked about foreclosure and things you wouldn't normally be talking about; rate of foreclosure here is much higher than you might expect; people in Gahanna are struggling; we are a diverse community with a lot of volunteers; encourage people to devote some time and canned goods and help with various problems; we have kids that need coats and clothing; encourage you if you have time or money to please take time this season to help. Pack stated he would echo comments of McGregor and Ewald; wish everyone safe travels and Happy Thanksgiving. Anderson stated she would like to step back and talk about service; wonderful Veterans Day program moderated by Hoyt; great job; met Donna Jernigan's nephew whose picture was on the front page of the Enterprise; remember people not just at holidays, but everyday; in 4th ward people are going through challenges; remember our churches are very involved in the community - Mifflin, Peace, Stoneybrook and YMCA are collecting food as well as many other service organizations; reach deep in your heart not just your pocket. Happy Thanksgiving and holidays. Larick wished everyone a Happy Thanksgiving; holidays are an opportunity; we tend to lose sight of some of the good things; challenges and difficulties exist and we can't forget them; but also think of the good. Samuel expressed a Happy Thanksgiving to everyone; we have hardest working administrative and Council staff in the area; thank them all for their cooperation while City of Gahanna Page 9 City Council Meeting Minutes November 21, 2011 Mayor was out of town; would like to say that with regard to school bus drivers and sacrifices they made in their negotiations; they do a lot of good during holidays; no one knows the amount of help they give to needy families; they see children every day; children get gloves and food from the drivers; ask Mounts to express my thanks to the drivers for what they do for the community. O. EXECUTIVE SESSION: MOTION by Anderson, seconded by Ewald, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. ROLL CALL: Voting yes: Anderson, Ewald, Larick, McAlister, McGregor, Pack, Samuel. Motion carried. Council President Samuel stated no action will be taken after Executive Session. Samuel invited Mayor Stinchcomb, City Attorney Weber, Director of Human Resources Wadley and newly elected Council members in to the Executive Session.
