CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call: Gahanna City Council met in Regular Session on Tuesday, January 17, 2012, at Gahanna City Hall, in Council Chambers, 200 South Hamilton Road. President of Council Brian D. Larick called the meeting to order at 7:01 p.m. Invocation was given by Vice President of Council Renner followed by the Pledge of Allegiance. Agenda for this meeting was published on January 12, 2012. Present 6 - Stephen A. Renner, Karen J. Angelou, David L. Samuel, Beryl Anderson, Ryan P. Jolley, and Brandon Wright B. ADDITIONS OR CORRECTIONS TO THE AGENDA: C. HEARING OF VISITORS: Anna Crooks, 917 Peppercorn Pl., Gahanna, stated she is President of Gahanna Toastmasters; here with some officers; am a past member of Defense Supply Center Toastmasters Club; and am a member of Gahanna Toastmasters for last 2-1/2 years; also a resident of Gahanna; Gahanna Toastmasters was founded by 2 Gahanna residents and chartered on July 25, 2002; 10th anniversary this year; club is part of Toastmasters International which was founded in 1924; today we have 13,000 clubs with 270,000 members in 116 countries; we learn to speak by doing; instruct each other by use of manuals in a safe environment and at our own pace; as leaders of Gahanna want you to know that our organization has a strong leadership program; our motto is "where leaders are made"; whether you are speaking to your peers, other Gahanna citizens, other government leaders, or evaluating an employee as a supervisor, Toastmasters offers a variety of ways to improve your speaking and leadership skills; Toastmasters is affordable; definitely cheaper than a speech class; please join Gahanna Toastmasters on the 2nd and 4th Mondays of the month at 7:30 p.m. at Good Samaritan Church. Ashlee Ralph, 3231 Leesville Way, Dublin, Oh, stated she was Vice President of membership of Gahanna Toastmasters; have been a member since 2003; the mission of any Toastmasters Club is to provide a mutually supportive and positive learning environment in which members have the opportunity to develop communication and leadership skills which foster self confidence and growth; what makes Gahanna Toastmasters so special is that we are such a diverse and close knit group with members of all ages, races, nationalities, all walks of life; our members are college students and retirees, teachers, insurance agents, and pastors; we have pricing analysts, social workers, a laboratory scientist and a doctor of psychology in our midst; we have members in the fashion industry as well as a photographer of the rich and famous; one of our members formerly worked for the State Treasurer and the Buckeye Institute; one of our founding members served as Executive Director of the American Council of the Blind; also are fortunate to have City of Gahanna Page 1 City Council Meeting Minutes January 17, 2012 former Council member Dot Micacchion serve as our secretary; whether members for just a few months or more than a decade, they unite in a common goal twice a month; all of these people gather seeking to become better communicators and better leaders in their community; and together they experience personal and professional growth beyond compare; believe that is due to the valuable contributions of each and every member; the Gahanna Club has achieved the distinguished club status 6 out of the past 9 years; they are a dedicated, supportive and professional, yet friendly and fun loving, group; each member brings a unique perspective to the team where they learn to speak better, live better; believe I speak for all my fellow members when I say it is an honor and privilege to be a Gahanna Toastmaster. Melissa Pierre-Louis, 7974 Tributary Lane, Reynoldsburg, OH, stated she is Vice President of Public Relations for Gahanna Toastmasters; started out as an organization geared towards helping young men improve their public speaking skills; since then it has evolved and now encompasses the goals of empowering women and men to improve their communication and leadership skills; with our present economy and unemployment rate that is at astounding numbers, it is crucial for individuals to be sure to deliver a communication style that says they are a cut above the rest; in addition, businesses must deliver a style that says "I'm not only an industry leader but I'm an innovator" instead of sending a message that says they are merely mediocre; if you have had an opportunity to watch recent primary presidential debates, think you will concur that it is critical that you are able to stand on your own two feet, think off the top of your mind and additionally be able to effectively communicate your message; our purpose for being here tonight is to introduce our organization to you and to let you know that we are a resource in the community; one that is here to offer citizens the chance to hone their skills and abilities; to become confident and competent communicators and leaders; Gahanna Toastmasters is beneficial to many people; we operate through a learn by doing model; will be able to share that model with members of our community on January 30 when we offer an open house at 7:30 p.m.; Leonard Ravenhill once said that the opportunity of a lifetime must be seized within the lifetime of the opportunity; in my opinion Gahanna Toastmasters is an opportunity for all citizens to learn and grow professionally and personally. Dot Micacchion, 1127 Riva Place, congratulated all elected officials on your victories; was interesting to watch all of you run; just joined Toastmasters recently and it is wonderful; in this economy this club is very affordable for those who need to do public speaking; phenomenal group; hope you come to the open house. Scott Mounts, Gahanna Jefferson Board of Education, welcomed new Council members and congratulations to those returning members; couple of updates on School Board; new member Heather Bishoff officially joined at last meeting; elected new leadership at our meeting with Claire Yoder as President and Jill Schuler as Vice President; suspect there will be a new Council representative and just wanted to say I have enjoyed my time the last two years getting to know City Council members; this may be old news to some of you; we entered into a power purchase agreement; right now in stage of feasibility assessment; company is Solar Planet; they are evaluating the buildings in our district for our electricity needs and to see if it is feasible to put solar arrays on our property and in turn they will make the investment to construct the arrays and then sell the electricity to us at a discounted rate over what we normally pay; leery of giving any sort of estimate of amount of savings as the number has varied; will be a 25 year contract; sure you all know we had a visitor last week Vice President Biden, Secretary Duncan, and Senator Sherrod Brown all visited the school; regardless of your politics it is a great opportunity and great event for our students and community; they spent the time speaking about education; to tack onto that, at the end heard a story about a company in one of the Carolinas that was having a difficult time finding skilled labor and technicians; had just read a study from City of Gahanna Page 2 City Council Meeting Minutes January 17, 2012 Manpower; struck me that 52% of US companies are struggling to fill key jobs; in a time of high unemployment how does that reconcile; next point in study was that younger workers are not choosing careers based on market needs; essentially a talent mismatch; the whole point of how it ties into our district; showed chart that lists the 10 hardest to fill jobs globally; compares 2006, 2010 and 2011; number one is technician and 4 of those remaining 9 positions are not positions filled out of a 4 year college degree; struck home to me as to how blessed we are and fortunate to have the relationships we have with Eastland Fairfield at Clark Hall and Columbus State; gives our school an opportunity to try to address one of the fundamental causes of this talent mismatch; still a challenge for our schools to identify market needs with what the younger generation needs to pursue and not just stick them into education for the sake of having an education; feel our district is on the right path; through our relationships with Eastland Fairfield and Columbus State we are doing probably much better than most districts; glad to answer any questions. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Renner: Renner stated they had the first CIC meeting for 2012; began as organizational meeting where Anthony Jones was named Acting President; Andre Porter will step in when he comes back to the group; Jason Phillips was elected to the board; there also is a vacancy on the general board; please e-mail Jones or myself if you have any recommendations; board also reviewed different reports from fiber and marketing committees and also annual report. Mid-Ohio Regional Planning Commission (MORPC) - Angelou: Angelou stated meeting was held January 12; talk a little about a Benchmarking Central Ohio 2011 report; it is the 4th report of this kind and was presented by Devin Keithley; was funded by the Columbus Partnership and the Columbus Foundation; the study compares the Columbus metro area with 15 other comparable metro areas including Cleveland and Cincinnati; there were 76 indicators in 5 separate categories; these categories include population vitality, economic strength, personal prosperity, community well being, and lifelong learning; most of the data is from 2009; data showed what, but not why, some things were happening; people bring their own perspective and expertise to the presented data; data shows that all the metro areas had signs of economic downturn with increased unemployment, poverty rate, foreclosure rate with a drop in residential building permits; in the category of population vitality, Columbus mirrors others with a moderate growth, a younger population, less racial and ethnic diversity in this particular community and moderate levels of residential segregation, and more persons are living alone; in economic strength Columbus is mostly in top half of the 16 total communities, coming in second in female business ownership but last in small business firms; in the Fortune 1000 companies we were tied for 4th with Cincinnati; in personal prosperity we were mostly in bottom half of the 16 communities; in the income gap ratio we were 5th but with our poverty rate we were 16th behind Cleveland; in lifelong learning we were mostly in the top half and we were in second place in number of visits to libraries; in community well being we ranked second lowest with adults with asthma and having most non profit community celebrations - go Creekside, Gahanna Lights and 4th of July celebrations - we fit right in; ranked 12th to 16th in adults with obesity, diabetes, charitable contributions, major public officials that are women, local government entities, carpooling, commercial air traffic, art establishments and dead last in carbon emissions from vehicles and residential heating fuels; interesting benchmarking of our community as opposed to similar communities throughout the United States; was interesting and quickly presented; can go to Community Research Partners.org and find out more; was very interesting; puts you in perspective with other areas; MORPC did receive the Auditor of State's award with distinction for clean and efficient reporting; only 150 of these have been given out in the State and they do thousands of audits; also passed Resolution 1-2012 supporting and affirming MORPC's 2012 public policy agenda; it mirrors the 2011 agenda with 2 changes; it moved to objective one which is promoting regionalism at the local, state and federal levels of City of Gahanna Page 7 City Council Meeting Minutes January 17, 2012 government in order to promote economic prosperity and a high quality of life for central Ohio residents; it moved a statement that we would promote state tax and budget policies that are business friendly while also ensuring the ability to provide vital local government services to residents; also an action step was moved up to meet regularly with state and federal legislative delegations in an effort to inform and educate them about the benefits of regionalism and the vital role played by the local government in the provision of critical services; was a legislative update of city interest in the collection of municipal income tax by the State; it is deemed to make it easier for employers to deal with tax payments; think that is the major emphasis; Columbus Chamber of Commerce has endorsed this; would appear relevant for cities to get involved to stop this legislation if it is not in our best interests; did speak to our Chamber of Commerce last week and asked if they had taken a position and they do not take positions like this; might be prudent to have a staff member from MORPC come to explain the ramifications for cities; if this is something that will be detrimental then we need to be taking an active role to attempt to stop this; we may find that it is not; important we become knowledgeable on subject; there were no community dollars in biennial budget; local government innovation fund was established in HB153 to provide financial resources for planning and short term financing to implement planned projects; the fund consists of $45 million to be awarded in the form of grants and loans to political subdivisions for local government innovation projects; $9 million is available in grants and $36 million in loans; first informal informational session was held January 10; was quite interesting; more information on the Ohio Department of Development website; HB396 was introduced to increase speed limit to 70 mph on interstate highways; opposite direction of what we did a few years ago; last but not least MORPC is a cohost for the Ecosummit 2012 which will bring together the world's most respected minds in ecological science to discuss restoring the planet's eco system; summit will be September 30 to October 5 at the Greater Columbus Convention Center; check MORPC website for more information on that. Samuel asked what are top employers; have they changed. Angelou stated that was not discussed. Anderson asked if we meant Gahanna or we meant Franklin County. Angelou replied Franklin County. Anderson stated she wanted to underscore the importance of having someone from MORPC come and share with us; as the study has unfolded think it would be a great idea.. Bd. of Education, Gahanna-Jefferson Public Schools - Larick: Larick stated he did attend the meeting; add to Mounts' comments; was a report regarding a review of the Franklin County reassessment on property values; Gahanna School District property values declined from $1.479 billion to $1.385 billion which represented about a 6.4% decrease in property value across the school district. Convention & Visitors Bureau (CVB) - Jolley: Jolley stated the first meeting for this year was last Thursday; Collins was there to discuss updates to board appointment procedures to standardize terms and process for filling vacancies; also went over the annual budget; CVB is always looking for new opportunities that might help generate a little bit more revenue for the organization and various partnerships that can be entered into; these are areas where people may contribute to our economy if an overflow in downtown Columbus would occur when partnerships are established; can contribute to our economy; lodging tax revenues are up which means they are staying here more and more; some type of indicator that economy is inching its way forward; will be a strategic planning seminar on February 10; professional speaker will be in attendance; will get information to office City of Gahanna Page 8 City Council Meeting Minutes January 17, 2012 for review. Central Ohio Transit Authority - Samuel: Samuel stated that on January 25, the COTA board will announce the appointment of a new CEO who will start February 1 replacing Bill Lhota; he is a remarkable gentleman who came to us from AEP and is now retiring; Kristen Treadway is leading negotiations with employees; hopefully will have report on that soon. M. OFFICIAL REPORTS: Mayor: Stinchcomb stated she did take part in a January 10 webinar on the Innovation fund; also on the issue of the State collecting municipal income tax, just wanted to remind you that last year's Council did pass a resolution not in support of that concept; other interesting statistic on Gahanna is that we have one of the highest percentage rates of participation in scouting in central Ohio; earlier this evening we had a Court of Honor for Girl Scout Troop 1380 from Jefferson Elementary where 7 young ladies received their Bronze Award which is the highest award a junior Girl Scout can achieve. City Attorney: Ewald stated he had privilege and pleasure to attend the implementation of a Veteran's Court; diversion program they are working on with veterans; trying to take into consideration the service that these men and women provided our community; led by Judge VanDerKarr and had a very good attendance; 30 to 35 people there; one of the things I'd like to do as a take away is to take that process back to Gahanna; work with our Court so that we have the ability to recognize when we have an instance like this; can work with the various agencies; think it is a good program; is in its infancy; hoping to create a full fledged program by April 15th time frame; will be attending on a monthly basis; good additional step to help those you have served our country and need help. N. COUNCIL COMMENT: Angelou stated she had spoken with Larick earlier; think there is a little glitch in terms of consent agenda; with an item for waiver being recommended out of a committee where not all members were able to voice any concerns; hopeful we can clarify this and get it taken care of; didn't vote to have them taken off consent because I know it was just a glitch; if we had taken them off and just had first reading would have been 3 weeks until they would have been able to be voted on again which would have led to more issues on timing of those ordinances; think it is important to have as few waivers and emergencies as possible; hopefully we can get that glitch taken care of; tried to attend all the various board organizational meetings; interesting couple of weeks; we have some wonderful people serving on our boards and commissions as usual; can look forward to a good year from them. Jolley stated that with regard to HB396, am in support to raise speed limit to 70 mph; long been a proponent of spending more time and resources on distracted drivers; those who are talking or texting on cell phones and particularly those who like to lean on their windowsills with phone in left hand and subsequently don't follow basic rules City of Gahanna Page 9 City Council Meeting Minutes January 17, 2012 like signalling, lights on in inclement weather, stopping at red lights. etc.; bring up because I don't think speed is the issue; was hoping to attend the ribbon cutting for Leppert CPA's new office but instead was run off the road by a driver who subsequently took off; we were only going 30 mph; speed wasn't a factor at all; was someone who was completely violating basic procedures on the road and caused a decent amount of damage to my car; HB396 is common sense legislation that with safety and technology in most vehicles today, and also given the de facto speed limit most people follow, this is common sense legislation; all of our neighboring states have the 70 mph speed limit; thanks to all our safety officers who always do a great job in keeping us safe; also thanks to the Columbus police officer who assisted me this evening. Wright stated he wished to remind everyone on Martin Luther King Day and how thankful for the actions and things he did, as well as others, to forward the movement; without their actions don't think I would be able to sit here and do great things; when I went door to door there were a lot of people moving out of their houses because they lost it due to things out of their control; please still be considerate of people in your neighborhood and if you can help do so; want to thank staff for making all the reports; very well done; and am impressed with that. Samuel stated the first annual "Walk with a Hero" will be held on March 3 at 10:00 am down at Creekside sponsored by Ohio Combat Veterans; a group that helps returning military to apply for benefits, find jobs and provide healthy social outlets; find out more at walkwithahero.org; congratulate high school for a job well done during Vice President's visit; music was great and questions were on target; last, the January issue of Governing magazine has an interesting article on page 87 - Help Citizens Tune In and Understand Government; this is something several of us have been emphasizing; need to do a lot to help our citizens understand what goes on in Gahanna; some of the suggestions were to think about relative value of public hearings; think out of the box; social media is important; need to think beyond old school communication techniques; tax and fee increases if the citizens understand where money is going; all state and local governments ought to be following the governmental accounting standards board recommendations that each produce a service efforts and accomplishments report that shows accountability. Anderson stated that Monday was the national day of recognition for Martin Luther King's birthday; many speakers over the weekend; even though it was a day to remember Martin Luther King it was also a day of service; encourage everyone to not just celebrate the holiday but think of the message and carry it forward; having worked with Rosa Parks, also remember the efforts of women in the movement and in civil and humanitarian rights; also want to point out in January issue of Governing, issues to watch, page 22; 9 topics that will shape debates in legislature which then trickle down to the local level; one is fracking, the other is voting, immigration, transportation, taxes, health, K-12 reform, job creation, pensions; thought of the challenges we have before us in 2012 and beyond; lot of work to do and is incumbent on each of us to work together to better our communities; will make article available to everybody through the Clerk's office; please remember the concept of service and making a difference to not just the people in our community but also our next door neighbors. Renner echoed Samuel's comments on a well done to the school system on hosting a dignitary like the Vice President; have been saying for a long time that the word is out on Gahanna and now we know that the federal government is aware of the same issue; this is ground zero for everything; another thing did have a little bit of snow recently; remind people to be mindful of shoveling the sidewalks; Gahanna is a pedestrian friendly city and we do use the sidewalks and do a lot of walking; nice to clear the sidewalks of snow and ice; also be on the look out for the elderly or those City of Gahanna Page 10 City Council Meeting Minutes January 17, 2012 who may need help and see if you can lend a hand and shovel for them; just be aware. Larick stated back to the comment with regard to the tax collection discussion; our resolution was very much focused on whether the request or item on table is a mandate for state centralized tax collection; as a local rule community it is the mandate, not necessarily the option, that is disconcerting; will take comments on consent agenda under advisement.
