Finance & Development - Samuel: Samuel stated an Investment Policy and a Debt Policy were discussed at last committee and will be discussed again in next Committee of the Whole. City of Gahanna Page 3 City Council Meeting Minutes May 7, 2012 Parks, Service & Safety - Anderson: No Report. H. CORRESPONDENCE AND ACTIONS: Clerk: 2012-0020 2012-0023 Council: No Report. I. SECOND READING OF ORDINANCES: Ordinances Reported Out of Committee: ORD-0093-2012 TO ZONE .840+/- ACRES OF PROPERTY AS SO, SUBURBAN OFFICE; SAID PROPERTY LOCATED AT 790 EAST JOHNSTOWN ROAD; LEADER DEVELOPMENT, LLC, KATHY WEIBLE, APPLICANT. Angelou read the following email into the record sent by Marty Schmayer to Bonnie Gard: "Thank you for your time on the phone the other day. I just wanted to see if you had a chance to talk to the City Attorney about having Karen Angelou be removed from our final vote from City Council. If I need to speak to anyone about this else please let me know. I'm not sure how the official way to go about doing this. Thanks again." Jolley stated this zoning change has generated a lot of attention; appreciate the work that has been done by Planning Commission and by the administration; also appreciate the public input of both the proponents and the opponents of the proposal; also appreciate the discussion among my colleagues on Council; issue at hand represents the consummate balancing act that tasks all public bodies - promoting business growth while respecting surrounding residential areas; the proposal before us will enable a long standing and fast growing Gahanna business to add a large number of jobs in our city; only obstacle is the ability to build a parking lot large enough to accommodate those employees; doing so does not change the character of the surrounding neighborhood; appreciate the work done by the applicants to be good neighbors to their fellow citizens; want to point out that this decision was based on this specific situation alone; future zoning requests will be treated individually on a case by case basis; this singular decision does not create a precedent. Renner stated he has a lot of respect for colleagues on Council; are a lot of times I disagree with some members, sometimes pretty strongly; quite disturbed by an email sent by the applicant; is inappropriate; we have a process; we present data, we debate, we vote; just wanted to say that. City of Gahanna Page 4 City Council Meeting Minutes May 7, 2012 Samuel stated he reviewed all information sent to him; was deemed appropriate by Planning Commission, engineering, service, parks, police and fire with stipulation of being mindful of turning radius; will be voting yes on this. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Renner: Renner stated next meeting is May 15 at 6:00 p.m. at 181 Granville St. Mid-Ohio Regional Planning Commission (MORPC) - Angelou: Angelou stated the State of the Region event was last Thursday; meeting is this Thursday; had an excellent keynote speaker at the event; awards were presented; about 900 people in attendance. Bd. of Education, Gahanna-Jefferson Public Schools: Renner: Renner is the representative to the meeting on May 10. Jolley stated that the superintendent search has been narrowed down to 4 candidates; meeting tonight to further discuss; process is moving along. Convention & Visitors Bureau (CVB) - Jolley:: Jolley stated next meeting is Thursday. Central Ohio Transit Authority - Samuel: Samuel stated the Steering Committee will be providing recommendations on parking on High Street; COTA may need to make changes; Carol Perkins was recognized as a 2012 Woman of Achievement; COTA has had increased ridership for 15 consecutive months; sales tax growth continues to be strong. M. OFFICIAL REPORTS: Mayor: City of Gahanna Page 5 City Council Meeting Minutes May 7, 2012 Mayor stated she was excited to share that Gahanna is featured in this month's issue of Columbus Monthly; highlights everything from development, to parks, schools, housing and entertainment; really is a nice piece that showcases what makes Gahanna a great community; have copies of the feature section that we will use in promoting the City both locally and beyond; if you would like some extra copies please contact Brian Hoyt. Stinchcomb continued that the Gahanna Cleans Green Event was held recently; numbers are in and this year's event was our biggest ever; Ohio Mobile Shredding, who donated their time, shredded 19,850 pounds of paper up from 12,000 pounds last year. Intechra, who donated their services as well, collected 17,487 pounds of electronics, up from 15,204 last year; Gahanna Residents in Need (GRIN) received donations of 37 boxes of food and $1,925 in cash; that is more than twice as much as was collected last year; want to give a very special thank you to our Records Administrator, Sharon Montgomery, for all of her hard work to organize this annual event; also special thanks go to Jennifer Hamilton from the Service Department, volunteers from GRIN and Cub Scout Pack 778 for volunteering their time. Stinchcomb stated there was an article in today's paper regarding the regional development agreement; last month City Council approved a resolution supporting a regional development partnership that would help discourage so-called "job poaching" between cities; some cities are taking a critical look at this agreement and deciding whether or not they will participate; we are proud to have been at the forefront of this effort and still believe that a regional agreement is the right thing to do for Gahanna and Central Ohio; wanted to once again thank this Council for your continued support and assure you that we will continue to work with our neighboring cities in this process to come to a fair agreement that works for everyone. Stinchcomb continued that she publicly wanted to mention the passing of Maury Bittner; he served this City for many years; was also the Mayor of Grafton, Ohio before his service to Gahanna; was proud to have served with him; always had a great attitude; did attend the service last Thursday and family stated he wanted to be remembered as a teacher not a politician; he will be remembered that way; he taught me a lot; my favorite saying of his was "we can disagree without being disagreeable"; speaking for myself wanted to recognize Maury. City Attorney: No Report. N. COUNCIL COMMENT: Renner stated he wanted to thank the City and the Parks Department for allowing him to participate in Arbor Day at Chapelfield Elementary on April 27; from the Parks & Recreation Foundation every student got to go home with a tree to plant; also thank the Mayor's office for allowing me to participate with the 3rd grade class from Chapelfield last week; we did a mock Council meeting and debate; was great fun to teach 3rd graders the power of local government and the importance of local government. Anderson stated that in our vote tonight we showed that the democratic process does work; we may disagree but we can disagree without being disagreeable; is not appropriate to ask people to move aside; issues will be vetted out and we need to treat everyone with dignity and respect; wanted to underscore that and show we are civil to each other; not just on City's agenda but also with policy and other changes; with regard to mention of Carol Perkins. in addition to being an employee of COTA, she is President of the Columbus City School Board; is a personal friend and a great person. Samuel stated the AAA Travel magazine has a feature story on local flavor and mentions the Herb trail and mentions herb infused creations at Old Bag of Nails, Pour City of Gahanna Page 6 City Council Meeting Minutes May 7, 2012 House, and Sher Bliss among others; May 12 is Herb Day in Gahanna; come down to Creekside; for students of government, Columbus State has a Poly Science 207 course free on line; great way to learn more about state and local government. Angelou stated that Maury Bittner was a wonderful person; spent many Monday & Tuesday evenings with him; was unable to attend the service as I had committed to the MORPC luncheon; also city should look into apps for the herb trail and Historical Society. Wright stated it is humbling to sit on the dais; may not always agree; need to be given the respect that the effort is put forth and we should be mindful of that; was not in agreement with the email regarding Angelou; last Wednesday went to DeSales High School to judge a government forum project; was interesting to see the high school students prepare for this project day and see them come alive; one group did a project with the lights with the City of Gahanna; they contacted several departments regarding a person who was hit on Havens Corners; was impressed by their presentation; they were unable to get a confirmed meeting with Franey. Stinchcomb stated that was untrue. Wright continued that it was a good project; invited them to come to present to Council and meet with the players; did find that on most of the government projects people were writing to the wrong people; for example, they were writing to a State Senator on a municipal issue; have several here from the government class tonight; need to learn what the municipality does for you; this is the front line; if you have an issue or concern, this is where you come; you write to the State on broader issues but locally this is where you come; did tell students to pick up the phone if they don't get responses; that didn't cross their minds. Franey stated she struggled to meet with them; cleared all afternoon for several weeks and they did not respond to me. Wright stated hopefully we can get them to present to Council; was nice to have them dig into a public policy issue; met with a lot of businesses and people last week regarding Hamilton Road; although we feel the need to regain the focus on Hamilton Road, businesses at Creekside feel we are abandoning them; wanted to express their feelings; Hamilton Road is going to grow but we have to remember the businesses that stuck it out in Gahanna. Larick stated he wanted to express his recognition of Angelou's integrity on this Council; sat down individually with her on a variety of issues; have confidence that everyone is looking out for the best interest of the City on all issues; whether we agree at the end of the day may not happen but it is important that we agree to disagree. O. EXECUTIVE SESSION: A motion was made by Jolley, seconded by Samuel, to go into Executive Session to confer with the City Attorney concerning disputes involving the City, and/or appointed or elected officials or employees, which are subject to pending or imminent court action and to go into Executive Session to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction.. The motion carried by the following vote: Yes: 7- Larick, Renner, Samuel, Angelou, Jolley, Anderson and Wright Council rose to Executive Session at 7:26 p.m. Larick asked Mayor Stinchcomb, City Attorney Ewald, Development Director Jones and Frank Hinkle from the Robert Weiler Company to attend.
