CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call: Gahanna City Council met in Regular Meeting on Monday, May 6, 2013, at Gahanna City Hall, in Council Chambers, 200 South Hamilton Road. President of Council Stephen A. Renner called the meeting to order at 7:00 p.m. Invocation was given by Council Member Jolley beginning with a moment of silence for Police Officer Lance Furry who passed away on Friday. This was followed by the Pledge of Allegiance led by Council Member Larick. Agenda for this meeting was published on May 3, 2013. Present 5 - President Stephen A. Renner, Ryan P. Jolley, Karen J. Angelou, Beryl Anderson, and Brandon Wright Absent 1 - David L. Samuel ORD-0032-2013 TO AMEND SECTION 161.03, IMPOSITION OF TAX, OF CHAPTER 161, INCOME TAX, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA, RELATED TO INCREASING THE CITY INCOME TAX RATE TO THE RESIDENTS OF THE CITY OF GAHANNA Jolley noted this item had previously been postponed to June 17 and should not have been on tonight's agenda. request that we postpone again to date certain of June 17. A motion was made by Vice President of Council Jolley, seconded by Anderson, that this matter be Postponed to Date Certain to the Regular Agenda. HEARING OF VISITORS: Courtney Henderson and Emily Jadwin, representing the DECA Chapter at Gahanna Lincoln High School, made a presentation on their project this year entitled "Open for Business", a creative marketing project to benefit our community. Anderson congratulated them on a wonderful job and presentation. Jadwin noted they placed second in the career development program in competition. Anderson asked how Littleton Colorado had been chosen as a City to compare and how many students were asked survey questions. Henderson stated they came across Littleton when doing secondary research and were impressed with the information they gathered. they were very innovative on line and on website; after conducting personal interview found that their small businesses were using the resources being offered. Jadwin stated they surveyed over 200 random high school students and of those 60^% said they were interested in the field; blown away by how many were interested. Anderson thanked Henderson and Jadwin and congratulated them on their award. Wright stated it was a wonderful presentation; love your skills; met at Groundhog Day; these two young ladies are headed off to college; hope you come back and be one of those entrepreneurs. Jadwin stated she will be attending Ohio State majoring in economics and Henderson stated she is going to University of Cincinnati majoring in business marketing. Jadwin and Henderson thanked Anthony Jones and his economic development team for their assistance; were a great help to our project. Windy McKenna, Gahanna Jefferson Board of Education, stated it was a wonderful job the students did on their presentation; how proud we are of our students; sure that the School Board would like to hear this also; lots going on in winding up end of school year; have been 3 school board meetings since here last; April 10 was regular meeting; lot of the agenda had to do with resignations of staff who are retiring which opened up new positions; approved closing Gahanna Community School; when opened it was a charter school and they have since closed the funding; will bring it back under high school; will still be there and it is going great guns; at board meeting this week approved 4 pages of names like these girls who will graduate; we are having 30 and 35 year retirements and the Human Resources Department is finding wonderful people to replace them; Mr. Scruci is asking people to come to the board meeting so we get to meet them before they are here; also approved contracts for 1 year, 2 year, 3 year and continuing contract folks; special meeting on 4/15 which was just an executive session; then on April 30 at a special meeting welcomed Mr. Jones on behalf of the city to discuss the TIF agreement you have been talking about; answered our questions so we could understand; wonderful presentation; also at that meeting authorized changing our IT department from in house to the private sector; going with EMG which is a school oriented technology department; current staff has had a chance to interview with them and have first opportunity to have jobs; this is our first opportunity to do anything like this; is a 5 year agreement which will save us over $1 million in that time. Angelou noted a recent article about the Gifted Education grades on the state report card; is the school system going to look into that; is this a situation that needs to be addressed. McKenna stated she didn't see the article; have a strong department in Gahanna; students are recommended by parents, teachers, principals; we test every student recommended; different programs at different levels. Angelou stated the report was on the grading of school districts and was about a month ago; will discuss with you later. McKenna stated that Scruci doesn't let grass grow under his feet; probably addressing it. Angelou said those grades are things that when laymen read potentially doesn't make sense; was surprising to me where we stood on that list; City of Gahanna Page 2 City Council Meeting Minutes May 6, 2013 thought it might be an error in reporting. PUBLIC HEARINGS: S-0001-2013 President read rules for public hearing this evening and opened the public hearing at 7:29 pm. Anthony Jones, Director of Development, stated the Hamilton Road Corridor Plan City of Gahanna Page 4 City Council Meeting Minutes May 6, 2013 was recommended by Planning Commission in April; will present some of the elements of the plan; you received the final version; points of discussion will be held at next committee meeting; review the goals, process, analysis, results and next steps; a full copy of the plan is available in the Council office as well as a copy of the power point presentation from this evening; will make corridor more pedestrian friendly, complete streets concept, have a strong brand component like Olde Gahanna, and public space; similar in theme throughout the entire study area; request that Council adopt the plan; provides comfort for investors; please submit questions this week and I will answer them at committees. President asked for opponents. There were none. President closed Public Hearing at 7:38 p.m. Wright stated plan is a first step of many we need to push forward; not only looking at designs, but gives us what we are lacking which is a uniform theme which extends to different pockets within the city; think this is a good step; think we need to continue on. Larick stated he wished to thank citizens, Jones and OHM for their efforts on this plan; South Hamilton Road is central to ward 3; establishing a framework for that section is vital to its development; prime opportunity for development at southern end also; very impressed with everything that has gone on. G. STANDING COMMITTEES: Committee of the Whole - Jolley: No Report. Finance, Service & Safety - Larick: Larick stated committee is looking at a defined investment policy; will review again next week at committee with suggestions received; at end of committee meeting hope to have a final draft that we will then bring to Committee of the Whole to review and adopt; last meeting we also had a first discussion on creating and implementing a reserve policy; currently we maintain 25% but that is extent of the policy; dialogue around how we will spend; put strength on what the policy is and how future Councils and administration have clear directives; also discussing shared services. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Renner: Larick stated next meeting is 5/28 at 6:00 pm in committee rooms. Mid-Ohio Regional Planning Commission (MORPC) - Angelou: Angelou stated next meeting is this Thursday; also Wednesday there is a shared services presentation at MORPC from 9:00 am to 10:00 am. Bd. of Education, Gahanna-Jefferson Public Schools - Larick: Larick stated meeting is this Thursday. Convention & Visitors Bureau (CVB) - Jolley: Jolley stated he had no report and deferred to Laurie Jadwin who reported they are moving ahead in staffing; are 39 days away from Blues & Jazz Festival. Central Ohio Transit Authority - Samuel: No Report. M. OFFICIAL REPORTS: Mayor Mayor Stinchcomb stated it is an important election day tomorrow; want to take the time tonight to talk about Officer Lance Furry who passed suddenly Friday afternoon; was a navy veteran; worked here for 16 years primarily on 3rd shift; he is survived by wife and 2 young children; loss is felt deeply by myself and police department; services will be at Spence Funeral Home with visiting on Wednesday and special City of Gahanna Page 6 City Council Meeting Minutes May 6, 2013 FOP service at 8:00 pm and funeral is at 11:00 am on Thursday; ask everybody to keep the Furry family in your thoughts; lost one of our own although not in the line of duty, still a major loss for a long time veteran of this department. City Attorney Ewald reminded Council that financial filings are due on May 15; was extended one month; can file electronically. N. COUNCIL COMMENT: Angelou expressed deep sympathy for the Furry family; hope everyone votes tomorrow. Wright stated he wished to bring to everyone's attention that 100 years ago Cora Jones was the first African American to graduate from Gahanna High School; that is a special thing; think back to 1913 regarding racial relations in this country and there was a lot going on; very proud of our City; take a moment to reflect that the national situation was not the situation here in Gahanna; need to relish our past; have been doing a lot of the reading; in doing this reading am amazed how recurring names and families are especially in the Olde Gahanna area. Anderson stated we talked about the Boston Marathon at last meeting; was a mistake in the paper regarding my alma mater of which I am very proud; correction was run; am a proud graduate of Wellesley College in Wellesley Massachusetts; one of the 7 sister schools of the Ivy League schools and is located at the half way point of the Boston Marathon; staff, students and residents line up on the main street cheering on the runners, giving them water, etc. to encourage them; Mayor, Angelou and I among others attending the MORPC luncheon; William Murdock had his major public debut; gave his goals and objectives; several people there who had worked in Gahanna and had gone on; should be proud that people hired have done great things in Gahanna and have moved on; give condolences to Officer Furry's family; reminder that life is so fragile; have attended several funerals recently; causes you to reflect on life itself; this is not a dress rehearsal; it is the opportunity to do what we need to do; never know when your moment is; reflective and empowered to share with others that tomorrow is not a promise; please vote and know that your vote makes a difference in each and every election. Renner stated he would also send condolences to the Furry family; when we lose one of our own it hits harder; will be there Wednesday evening; please vote; one of the most important civic duties we have; don't care what side you are on but voting is the key; draw everyone's attention to the Chinese scroll; Clerk had it professionally framed to be more permanent; has such significance for us in honoring the schools from China but also that partnership and that philosophy.
