CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Meeting on Monday, August 19, 2013 at Gahanna City Hall, in Council Chambers, 200 South Hamilton Road. President of Council Stephen A. Renner called the meeting to order at 7:00 p.m. and the invocation was led by Council Vice President Jolley followed by the Pledge of Allegiance led by Council Member Wright. Agenda for this meeting was published on August 16, 2013. Present 6 - Stephen A. Renner, Vice President of Council Ryan P. Jolley, Brian D. Larick, Karen J. Angelou, Beryl D. Anderson, and Brandon Wright B. ADDITIONS OR CORRECTIONS TO THE AGENDA: A motion was made by Larick, seconded by Vice President of Council Jolley, to add an Executive Session to the agenda after Council Comment. The motion carried by the following vote: Yes: 6- Renner, Vice President of Council Jolley, Larick, Angelou, Anderson and Wright C. HEARING OF VISITORS: Dewitt Harrell, Gahanna Jefferson Board of Education, stated today was the first day of school for all elementary, middle school, and high school freshmen; by the end of the week we will have nearly 7,300 students enrolled; thank Mayor for attending our In Service Day last week; had 70 new teachers and nearly 109 service award presentations along with performances by the band and chorale as well as a motivational speaker; our hard work in creating partnerships with our friends in China is coming along very well; Chinese delegation was here last week and took tours of various buildings and that partnership is just continuing to forge itself and hopefully continue to grow; we continue to pursue certain services and partnerships in the region to help reduce the cost of operations; are having funding challenges and 2015 is when our funding challenges will be at its worst. PUBLIC HEARINGS: President stated the Public Hearing Rules that would govern the public hearing this evening. 2013-0026 To consider an amendment to Section 161.18, Credit for Tax Paid to Another Municipality, of Chapter 161, Income Tax, of the Codified Ordinances of the City of Gahanna. President opened the Public Hearing at 7:07 p.m. asking for proponents. Tom Wester, 888 Ludwig Drive, Gahanna, stated he wished to speak in support of the credit revision; this credit is an area that is needed; commend Council for displaying leadership, understanding, and courage by putting this levy on the November ballot. President asked for opponents. There were none. President closed the Public Hearing at 7:08 p.m. G. STANDING COMMITTEES: Committee of the Whole - Jolley: No Report. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Renner: Larick stated next meeting is August 27 at 6:00 p.m. in Committee Rooms. Mid-Ohio Regional Planning Commission (MORPC) - Angelou: Angelou stated next meeting is September 12 at 1:30 p.m. Bd. of Education, Gahanna-Jefferson Public Schools - Anderson: Anderson stated Harrell had given a complete report of the meeting. Convention & Visitors Bureau (CVB) - Jolley: No Report. M. OFFICIAL REPORTS: Mayor: No Report. City Attorney: Ewald stated that the certified results from the Board of Elections was posted today and our ballot initiative and all candidates were certified. N. COUNCIL COMMENT: Anderson stated it is always exciting to be in our Nation's capital; had an opportunity to travel there this summer; am a former International Director of Communications for Rosa Parks; was unable in February City of Gahanna Page 5 City Council Meeting Minutes - Final August 19, 2013 to attend when the statue of Rosa Parks was dedicated in Statuary Hall by President Obama; visit your Nation's capital. Wright stated that within Ward 2 am excited about the UDF opening up on the west side of Gahanna; is a step of progress although not where we need to be to complete the whole vision of the west side in making sure there are accommodations for everyone on that side of Gahanna and to make sure that it looks like the eastern part; also want to thank the Service Department for all the paving work in Ward 2; is a good thing for our residents; also the signage upgrades; lot of people have said thank you; very happy to see Creekside coming back with people and vitality; looking forward to when the stores are full and apartments are full. Renner stated that he is humbled and proud to say that his bosses, the Franklin County Commissioners, have nominated him and he has been accepted into the Columbus Leadership Program; next 9 months will be very hectic. O. EXECUTIVE SESSION: A motion was made by Larick, seconded by Anderson, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing.
