Gahanna City Council met in Regular Session on Monday, September 16, 2013, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Stephen A. Renner called the meeting to order at 7:00 p.m. Vice President of Council Jolley delivered an Invocation followed by the Pledge of Allegiance led by Council Member Anderson. The agenda for this meeting was published on September 13, 2013. . A1 APPOINTMENT & SWEARING IN OF NEW COUNCIL MEMBER: MR-0029-2013 Motion Resolution to appoint Thomas R. Kneeland to the vacant at large Council seat for the balance of the unexpired term, said term ending January 1, 2016. Motion by Jolley, seconded by Angelou, to approve MR-0029-2013 appointing Thomas R. Kneeland to the vacant at large Council seat. HEARING OF VISITORS: Stinchcomb stated she was pleased to present proclamation to Donato's on their 50th anniversary; welcomed Jim Grote, Founder, Jane Abell, Chairman of the Board, and Tom Krouse, President and CEO; read proclamation and presented it to Jim Grote with congratulations; invited Grote to say a few words. Jim Grote stated he would like to discuss what is known as corporate welfare; sometimes when a City helps a business get started a lot of people call it corporate welfare; and that it is a gift; it is a gift but it also is a way to create jobs; 32 years ago we built our Grote Co. manufacturing which celebrated its 40th year last year; was a land lease that lasted for 30 years; was a great vision of the Mayor and the Administration; for a lease of about 2-1/2 acres that has been added to; now have 11 acres; for about $455 a month and at the end of the 30 years you could purchase for $100; we were starting a young fledgling company especially in the manufacturing; really allowed us to get in a facility; have about 78,000 sf for the manufacturing and about City of Gahanna Page 1 City Council Meeting Minutes September 16, 2013 68,000 sf for the bakery and our office; for that there have been many jobs created, not just on the campus, but spread throughout Gahanna and the central Ohio area; the corporate welfare tag that City's get criticism for has created many, many jobs in the last 32 years; want to thank Gahanna for that; you have a great vision, not only then but now; is a beautiful City; thank you. Council Member Karen Angelou presented a resolution to Pastor Kai Nilsen of Peace Lutheran Church on their 175th anniversary serving the Gahanna community; did check and found that Mifflin Presbyterian started holding services in 1819 but didn't build until 1840; very close in how long both churches have been serving our community; we are a wonderful community; am a member of Peace Lutheran; thank all churches in Gahanna for all they do. Rev. Dr. Nilsen thanked City on behalf of his leadership team; quite a unique community with regard to the walls that many communities have between churches, civic associations and schools; tend to be pretty tight in some places but they are not here; there is a sense of common good that is part of this community; earlier talked about the senseless violence today; reality is that the counterpoint to senseless violence is the movement of conscientious goodness; that's what happens at Peace Lutheran and in the City of Gahanna; will get a plug in for year 176 for Peace; will be a most impactful year only as we engage civic associations, other churches, Gahanna Residents In Need, just called a new board to be working with GRIN to expand that ministry; quite a remarkable experience; we love our residents; on behalf of Peace we are grateful to be part of this community; thank you. Dewiit Harrell, Gahanna Jefferson Board of Education, thanked Renner for participation and update at our last meeting; State Representative Anne Gonzales spent the entire day with us answering tough questions; laud her for that; the 2 key questions were on the homestead exemption changes in terms of personal property tax and general observation by the school system at least in terms of legislation impacting schools in terms of funding; did a good job of responding and brought insight into how the system works; also her commitment to addressing the issues; approved the 2013-14 budget; some challenges for us as we do have increased classroom sizes in middle schools and elementaries, just like the City we have aged buildings and facilities; concerned about increased cost of maintenance; other issue of note was $20,000 in donations; Blacklick PTO accounted for $14,000 of that amount; overall schools are off to a great start. Thom from Planning Commission; Council has 45 days to make an appointment. Renner stated he was sorry to see the resignation; has been a very very good member of the Planning Commission. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Renner: Larick stated meeting is next Tuesday, September 24 at 6:00 p.m. in committee rooms. Mid-Ohio Regional Planning Commission (MORPC) - Angelou: Angelou stated the meeting is this Thursday; will have report at next meeting. Bd. of Education, Gahanna-Jefferson Public Schools - Renner: Renner stated it was enjoyable to hear Gonzales talk about school funding issues; high school students did a presentation on their trip to Scotland; STEM program at Jefferson Elementary on Lego robotics; good partnership and a great program; Scruci is continuing his coffees on the 2nd and 4th Thursdays at 7:30 a.m. at Panera; will add to the schedule another day, the 1st & 3rd Mondays at 6:30 p.m. at Panera. In response to question, Renner stated Lego Robotics is a program about discovery; children are presented with problems that are engineering related; how to get robots to do various things, do certain actions; other highlight is the team environment and team solving. Convention & Visitors Bureau (CVB) - Jolley: Laurie Jadwin was named Interim Executive DIrector; has been a City of Gahanna Page 5 City Council Meeting Minutes September 16, 2013 reshuffling on the board with Michael Tamarkin now President of the board; Kelly Foster is Vice President; excited with that leadership; revenues from Blues & Jazz Festival were significantly up. M. OFFICIAL REPORTS: Mayor: Stinchcomb welcomed Kneeland back to the dais; publicly thank and recognize the entire City of Gahanna staff for their work in Gahanna receiving the "Clean Audit Award" from the Auditor of State; award reflects our values and commitment to financial accountability and responsibility; 2nd year in a row; proud of the entire team for that award; had a wonderful time at Friday After Five; raise money for our very own Parks & Recreation Foundation; thank you to all the Foundation and committee members; publicly thank Lee Tucker, the Foundation Chair and Laurel Naegel, the Friday After Five Chair; Gahanna is lucky to have both of them as members of our community; September is Emergency Preparedness Month; important to remind our citizens on what you can do to be prepared; distributing "Disaster Preparedness Guides"; General has written a letter to the editor; residents are encouraged to sign up for "Code Red" emergency notification system; can do so by visiting website or calling 342-4045; reminder that we need to be prepared to shelter in place for 72 hours with food, water, medication; never know what will happen; just had an unexpected water shutoff 2 weeks ago; need to be prepared for whatever comes our way; am very sorry that Dave Thom has had to resign; has served the City for a number of years not only on Planning Commission but CIty Council as well; served city well; hopefully he can return at some point. City Attorney: No Report. N. COUNCIL COMMENT: Kneeland stated he was honored to be back up here; some of you I have served with; some of you I have not; main goal is to serve the residents of Gahanna; we raised our children here and grew up here; obviously this role is important and shouldn't be taken for granted; will do my best as I did when I was here for 17 years previously. Angelou stated she attended the Friday After Five event; was wonderful to see the art work; nice to see so many people; on Wednesday September 11 went to City of Columbus remembrance; was so inspiring and amazing to think about what was happening; will be going every year even though $7 to park; was well scripted and City of Gahanna Page 6 City Council Meeting Minutes September 16, 2013 well done; welcome to Kneeland; do regret losing Dave Thom on Planning Commission; he was instrumental in making good decisions on the Planning Commission for our City. Anderson thanked administration and Franey for immediate response as to the boil alert when the water pressure dropped; live in that area; could hear activity close by; thank you for quickness and disseminating the information; also did a follow up on the lab results and all was well; follow those directives; don't forget what the Mayor said about getting alerts; Dave Thom has been a great asset to our city; wish him well and the best of health; welcome Kneeland back to Council. Wright asked Development Director about the land bank program for which we signed an agreement; do we have standard qualifications for the properties that may qualify. Jones stated it is through the COCIC, property has to be tax delinquent, vacant, and abandoned; different standards of acquisition; work with county treasurer's office. Wright stated there is a property on McDonnell to check on. Mayor stated it is on our radar; will follow up with a written report. Wright continued that he did attend Friday After Five; well put on event; seems like it is growing; dedication piece was very impressive; know we have nothing to do with schools; however, Scruci is a breath of fresh air; he is actively reaching out; very impressive; needs to be commended; this is Hispanic Heritage Month; very important as we get more diverse in the United States and remember each month for participation in events like this; watched the Sept. 11 special on what they plan for the towers and land; new standards in building codes; museum will be underground and below the surface; interesting thing to reflect back on; changed dynamics of United States and impacted my life. Larick stated that it was a pleasure to attend the Friday After Five 5 event; is a wonderful fundraiser for the Foundation; many people contribute and everyone should be recognized; point out that the Linton family has for 3 years in a row made the winning bid for the naming rights for sculpture; that single item is a significant contributor to the fundraising of the event and enhances the community; Linton family continue to bid and bid and earned the naming rights for a very good cause; spent time at the Historical Society Flea Market yesterday; wonderful chance to speak with many folks in the community; wonderful fund raiser for another excellent resource the community has in the Historical Society. Jolley expressed regret that Thom is unable to continue to serve ; great public servant; welcome Kneeland; look forward to working with you; not able to attend either event this weekend; know both were very well done as always.
