CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 7, 2013, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Stephen A. Renner called the meeting to order at 7:00 p.m. Vice President of Council Jolley delivered an Invocation followed by the Pledge of Allegiance led by Boy Scout Troop 317 from St. Matthew. President Renner welcomed Kim McWilliams as a member of the Council staff. Agenda for this meeting was published on October 3, 2013. . Present 7 - President Stephen A. Renner, Ryan P. Jolley, Brian D. Larick, Karen J. Angelou, Beryl D. Anderson, Brandon Wright, and Thomas R. Kneeland B. ADDITIONS OR CORRECTIONS TO THE AGENDA: None. C. HEARING OF VISITORS: State Representative Anne Gonzales presented a commendation to President Renner from the House of Representatives congratulating Gahanna on being recognized by Ohio Magazine as a Best Hometown for 2013-2014; when out and about here it feels like a hometown and the spirit of the community shines through; commend all Council Members, Mayor Stinchcomb and staff for all of your hard work in keeping the community safe, guiding development, and providing excellent service to your residents; takes everyone coming together; commend all of you; give you this commendation from the Statehouse. Claire Yoder, Gahanna Jefferson School Board, stated exciting things are going on in schools; talking with a company called Synergistices discussing saving energy, including passive energy like turning off computers and turning lights off; takes education and looking at someone who would work part time to help everyone be conscious of conserving energy in our classrooms and schools; talking with them and moving along with that; do have stats based on our enrollment; at the end of September had total enrollment of 7,254; stats are broken down by elementary school and how many sections in each school; also used some capital improvement money to redo the gym floor in Hamilton Hall (A Building); bleachers were put in in 1961 and we replaced 1/2 of those as well as in Lincoln Hall (B building). Yoder stated she would give stats to Council Office. Sherwood said she would distribute them to Council. Anderson asked what percentage has students increased from last year. Yoder stated there is increased enrollment; some students were moved from Jefferson to High Point; some concern in community that City of Gahanna Page 1 City Council Meeting Minutes October 7, 2013 High Point is over crowded; was built for 600 kids and is largest of our elementaries; tough decision to make but we need to make sure classes are good sizes for learning to occur. Anderson asked about the increase in students overall. Yoder stated the increase was about 50 kids; this does not include students who attend Eastland Fairfield Career Center. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: ORD-0130-2013 TO ACCEPT MONIES SEIZED IN THE AMOUNT OF $4,449 AWARDED TO THE GAHANNA POLICE PURSUANT TO COURT ORDER NO. 10CV-13492; AND TO SUPPLEMENTALLY APPROPRIATE $1,227 TO THE LAW ENFORCEMENT TRUST FUND. This Ordinance was Introduced ORD-0131-2013 TO ACCEPT MONIES SEIZED IN THE AMOUNT OF $600 AWARDED TO THE GAHANNA POLICE PURSUANT TO COURT ORDER NO. 04CV-8953; AND TO SUPPLEMENTALLY APPROPRIATE $345 TO THE LAW ENFORCEMENT TRUST FUND. This Ordinance was Introduced ORD-0132-2013 TO ACCEPT LIMITED WARRANTY DEED FOR 1.983 ACRES AT 471 NORTH HAMILTON ROAD, FOR PARKLAND FOR THE HAMILTON ROAD APARTMENTS DEVELOPMENT. This Ordinance was Introduced E. CONSENT AGENDA: Minutes - To Approve: 2013-0032 To approve the following set of minutes: 1) September 16, 2013 Regular Meeting Minutes. These Minutes were Approved and Filed. Ordinances on Second Reading: City of Gahanna Page 2 City Council Meeting Minutes October 7, 2013 ORD-0127-2013 TO ACCEPT INFRASTRUCTURE IMPROVEMENTS AND APPURTENANCES THERETO, FOR VILLAGE AT HANNAH FARMS PHASE II; IMPROVEMENT NO. ST 904; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted as an Emergency, ORD-0128-2013 TO AUTHORIZE THE MAYOR TO ENTER INTO SAFE ROUTES TO SCHOOLS PROGRAM AGREEMENT WITH THE STATE OF OHIO, DEPARTMENT OF TRANSPORTATION. This Ordinance was Adopted. ORD-0129-2013 TO AUTHORIZE THE MAYOR TO ENTER INTO SERVICES AGREEMENT WITH OFFICIAL PAYMENTS FOR ONLINE BILL PAY AND ELECTRONIC BILL PRESENTATION FOR UTILITY BILLING; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted as an Emergency, Motion Resolution: MR-0030-2013 Motion Resolution to authorize the Director of Public Service to go out for bids for Street Light Maintenance. This Motion Resolution was Approved. MR-0031-2013 Motion Resolution to appoint Malcolm Glasgow to the Community Reinvestment Area Housing Council for a three year term; said term expiring June 30, 2016. This Motion Resolution was Approved. Approval of the Consent Agenda A motion was made by Anderson, seconded by Angelou, to approve the Consent Agenda. Council: Anderson stated Council was in receipt of Business to Business information from Chamber of Commerce; Taste of Gahanna is this Thursday; the FSWCD newsletter just came out; also the Power of One Save the Date card for the statewide tribute to Rosa Parks by COTA on December 5 at 6:00 pm at COSI; December 5 is the anniversary of when the Montgomery Bus Boycott began; encourage you to attend and remember the impact of the power of one not just Rosa Parks. I. SECOND READING OF ORDINANCES: None. J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Renner Larick stated last meeting was September 24; extensive business development meeting around upcoming website; that website development should be completed by year end; hope is that layout is such that it will essentially become the portal for economic development; also had a discussion on real estate initiatives and how the CIC works with the COCIC, the City, and the Franklin County Land Bank; some progress was made; potential opportunities are already available; discussing what we can do to enhance development opportunities in the City. Mid-Ohio Regional Planning Commission (MORPC) - Angelou City of Gahanna Page 4 City Council Meeting Minutes October 7, 2013 Angelou stated last meeting was September 19; streamlining our internal process and doing one meeting instead of 2; Eileen Leuby is the new Membership Coordinator; interesting presentation on the Riverside Tower project which is the largest expansion in Ohio Health history; will bring 310 new jobs to the community; expansion and upgrade of Thomas Lane is vital to this project; being accomplished by a $1.6 million MORPC grant; climate change adaptation plan was presented; Bylaws Committee do have new Articles of Agreement; was passed by Board and needs ratification to be taken to each community; have asked a representative to come out to Committee of the Whole next Tuesday to review these bylaws with us; a template for the resolution is included in the packet; MORPC is asking that it be passed by beginning of December to go into effect by January 1; clarity and consistency were part of the reasons for doing this update; hopefully in two weeks will pass this resolution;. next meeting is October 10 at 1:30 pm. Bd. of Education, Gahanna-Jefferson Public Schools - Angelou Angelou stated she will attend on October 10. Convention & Visitors Bureau (CVB) - Jolley: No Report. M. OFFICIAL REPORTS: Mayor Stinchcomb stated she was a guest speaker this evening at Middle School East; was a good meeting; apologize for being late; welcome scouts here this evening; also welcome McWilliams; before next formal meeting Creepside will be held; will be Wednesday, October 16 from 4:30 to 8:30 at Creekside Park; a number of Gahanna businesses will be passing out candy; last year attendance was around 8,000; look forward to seeing everyone there. City Attorney: Ewald echoed Mayor's comments on Creepside; my kids love it; Parks Department and all volunteers do an excellent job; thank State Representative Gonzales for stepping up to be a sponsor of this event; looking forward to another excellent Creepside. N. COUNCIL COMMENT: Angelou thanked Gonzales for being here and for helping to sponsor City of Gahanna Page 5 City Council Meeting Minutes October 7, 2013 Creepside. Wright stated that Creepside is very popular inside and out of Gahanna; happy to be able to report to my friends at work that they can attend; good to see all those people congregated for a good time; briefly throw out there that we need to take a look at and start the process regarding nuisance properties; have received concerns from residents on nuisance properties; like to start the conversation to look at ordinances that deal with such factors; more on that to come; did attend the COTA Rosa Parks event last year; was a well put on event ending with a panel discussion; if you can get to it very worthwhile to participate in. Anderson thanked Gonzales for being here and presentation of letter of commendation; thank you to scouts for being here; always glad to have visitors; to the students in the room, am always inspired that some future leaders will be looking at what we do so they can decide if they want to; welcome McWilliams; there was an open house this past Thursday on Safe Routes to Schools which involved Ward 4; good questions and comments; hoping many comments were put in writing; will be discussing that more; express publicly to the family of Dave Thom my condolences to you; thank CIty Council for their card and words of sympathy for my family for the recent losses of my father-in-law and cousin; am just returning from that and again thank you for your words; gotten many well wishes from Stonybrook Church and members of the community; always good to know you are uplifted in support when dealing with the issues of the cycle of life; live life to the fullest because tomorrow is not promised. Larick thanked Gonzales for being here and for attending the entire meeting; all too often people come and speak and then leave immediately after; obviously some of this is dry but it is how our government is run; appreciated on my part that you are interested enough to sit through the meeting; also introduce Tom Spreng, Jefferson Township Administrator; thank you for visiting; also welcome McWilliams. Jolley welcomed McWilliams stating he was looking forward to working together; thank you to scouts and to Representative Gonzales for being here this evening; Renner thanked Gonzales for being here; welcome to McWilliams. EXECUTIVE SESSION: Motion to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public City of Gahanna Page 6 City Council Meeting Minutes October 7, 2013 employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. Council rose to Executive Session at 7:26 p.m. President invited Mayor Stinchcomb and Director of Public Service Franey to attend.
