CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 21, 2013, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Stephen A. Renner called the meeting to order at 7:00 p.m. Vice President of Council Jolley delivered an Invocation followed by the Pledge of Allegiance led by Council Member Kneeland. Agenda for this meeting was published on October 18, 2013. . Present 7 - President Stephen A. Renner, Ryan P. Jolley, Brian D. Larick, Karen J. Angelou, Beryl D. Anderson, Brandon Wright, and Thomas R. Kneeland B. ADDITIONS OR CORRECTIONS TO THE AGENDA: None. C. HEARING OF VISITORS: Claire Yoder, Gahanna Jefferson Schools, congratulated city on the wonderful Creepside event; heard wonderful things; last board meeting was last Thursday, wanted to let you know that the Convention and Visitors Bureau made contribution of $450 to Lincoln High School Key Club; very generous thing for them to do; had an opportunity to go to meeting with the Alliance Group which used to be the organization that filed suits against legislature like the DeRolph case; challenging the way the legislature funds schools; now they are working on the "Quality Report" which has been piloted in Cincinnati schools; sit down as a team and figured out core pieces of information that school district needs; came up with 10 categories and each district does their own thing in reporting and it is a document called the "Quality Report" and has been used in 10 school districts in Cincinnati area; all words and reports; statistics, etc; looking at that pattern as a new way of communicating with citizens in our district; exciting opportunity; HB237 has been written to remove the common core as the basis for instruction in our state; some of it is controversial; don't know where that will go or what the legislature will do with that; reported to us that the casinos will be giving us approximately $253,000 this year; last year it was $169,000 a quarter; don't know why that has changed. Anderson asked for clarification on the amount from the casinos; is that for Gahanna specifically; for all year versus quarterly amount from last year. Yoder stated it was $253,000 per year versus the $169,000 a quarter last year and is for Gahanna schools. David Fisher, 504 Cherry Bottom Road; talk to you about Safe Routes to Schools program as it relates to Cherry Bottom Road; live right at intersection with US 62; just asking as we work through this process City of Gahanna Page 1 City Council Meeting Minutes October 21, 2013 that we as a community make the right decision; know there is a right of way so the right to put a sidewalk 17' up into my property exists but am asking you as we all work through this process that you do the right thing; have some meetings later this week with the administration; as this progresses beginning to wonder if I have been a fool; my wife and I moved to Gahanna 20 years ago; bought an old dilapidated house and put love, care, heart and soul into it; if the sidewalk goes where it is currently proposed no better expression to explain how we will feel other than brokenhearted; will feel like fools for what we did; nobody's fault but ours but we invested in the community; a lot of neighbors here tonight in support of us; asking you to work with us; nobody feels stronger than I do that we need strong connections to downtown Gahanna but this bike path doesn't give us that; doesn't give us either a connection to downtown Gahanna or a safe route to school; gives us a dead end sidewalk at US 62 and Cherry Bottom and then goes north and winds through neighborhoods; what is interesting is that in talking to Parks Director a lot over the years, he has shared with me comments from neighbors up and down Cherry Bottom from "over my dead body" and those kind of things; get it that you have the right to do it; point out that I have a neighbor, Stonybrook Church, that has expressed a lot of interest to me and the City to work with us because they would love to have that bike path go through the church property and provide access to their parishioners and others; provide community access and to really get us a good connection to downtown Gahanna and Creekside; feel Mayor and Parks Director will tell you I have been a champion of that for years; and for good connectivity throughout the City and good walking and bike paths; more importantly is an opportunity to give access to those on our side of town a way to get downtown without having to drive a car or take our life in our hands walking down US 62; as we go through this ask you to duly consider the impact on me, the community, and desire and needs of all of our residents as this project moves forward; appreciate your time. This Communication was Received and Filed Council: Angelou acknowledged receipt of letter from Senator Bacon regarding the capital budget. Anderson stated the letter included a capital improvement budget from the Office of Budget and Management including Allowable Capital Expenditure Guidelines available on their website. I. SECOND READING OF ORDINANCES: None. J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Renner Larick stated next meeting is tomorrow at 6:00 p.m. here in committee rooms. Mid-Ohio Regional Planning Commission (MORPC) - Angelou: Angelou stated they met last Thursday; Executive Director Murdock to us last week; he has made a great difference; things are being reshaped and becoming much more interactive rather than instructive; special guests discussed Weinland Park Food District; was a $900,000 grant to take what is now a brownfield and turn it into an urban farm as well as having many different things where people can work at this facility, purchase foods, etc.; wonderful new idea for turning inner city areas into green areas and job producers; also had presentations from ODOT District 5 and 6; discussed what is happening in those districts and how they are doing it with less staff and more efficiency; also had a benchmarking report putting this area against 15 other areas; will have all that into the office; also passed a resolution establishing population estimates as a basis for dues in City of Gahanna Page 5 City Council Meeting Minutes October 21, 2013 2014 and going to be looking at process to look at rail traffic between Columbus and Chicago; to see if it is feasible; also going to put in office this publication called Transportation Connections; shows various studies and metro areas as well as TIP projects; turning into a vital area where people are going to be involved in the process; have been asked to serve on the task force on the boundaries of the planning districts. Bd. of Education, Gahanna-Jefferson Public Schools - Angelou Angelou stated she was at the School Board during the Chamber event; it is great fun to see what is happening in our school district and will talk about Goshen Lane Elementary; lived down the street from Goshen Lane for 29 years; took some of my students from Northeast School to Goshen and did a music class for my students with disabilities with the students from Goshen Lane; after school program there and they did a play called the Tattler Tongue; it was many acts and so delightful; sure that the high school will have all their theater people coming up from Goshen; Commended Scholars were in attendance as well as the National Merit semi finalists and the National Achievement semi finalists; need to celebrate fact that contract was negotiated and passed; don't feel that teachers were getting too much because they have taken freezes, etc.; teachers were happy that this turned out; Board also happy that this came to resolution; it's fun to go to the school board; used to go every time; there is so much activity now it is a wonderful thing to see, because as our children grow that is how our City will grow; can't wait to go again. Convention & Visitors Bureau (CVB) - Jolley Jolley stated next meeting is in November. M. OFFICIAL REPORTS: Mayor: Stinchcomb stated she was looking forward to working with David & Beth Fisher on the project; have a meeting coming up this week; Creepside was a lot of fun; many of you were there; seems to be getting bigger every year; amazing how many kids and how much candy the vendors went through; give a call out to high school theater group who did the maze; heard it was over an hour wait at some points; good time to be had by all; thank all sponsors who stepped up in times of tight budgets to help pay for things which are enhancements to the quality of life in our community; very much enjoyed it. City of Gahanna Page 6 City Council Meeting Minutes October 21, 2013 City Attorney: No Report. N. COUNCIL COMMENT: Angelou stated attended the ribbon cutting for Studio 157 down at Creekside; missed the Otterbein Homes ribbon cutting; assuming it went well. Wright stated in his position as Council member he sits on Parks & Recreation Foundation as a trustee; exciting project coming down at Signatures in the Creekside area; is a mural project that the Foundation has gotten behind with Doug Strait and other entities; a new public art project in Gahanna which will tell the history of Gahanna from our founding fathers to the present; glad to see we can get behind; part of this project is that if you want to be a participant in it you will have the opportunity where public can purchase a plaque. Collins stated there will be a memorial plaque on the wall for contributors. Wright continued that Gahanna's history includes the Big Walnut Country Club; was during the time that there were not that many places where black people could go for their golfing or other festivities; Gahanna had that as a first; is depicted in the mural project; proud to see that without protest or anything it was included in our history; will be something big for Gahanna; take some time to see the progress as everyone can see our history; can be a starting point for tours which will tell the story of Gahanna; other thing I am passionate about is development and planning; seem to be on the forefront of where we want to be; hope we continue that push and progress; make sure that it is cohesive; want to come here and then live here which will be a return on investment; told the theater teacher at MSW that I would mention they will be performing Les Miserables in November. Anderson stated she would like to add to Wright's comments concerning the Big Walnut Country Club; not only was it the first African American country club in the area but it was one of the first in the country; not only for golfing but many named performers and entertainers who were African American came through this area; many social activities and many black businesses contributed to be sponsors and advertised their businesses at the country club; there is an in depth history here and it is quite a jewel; good to see and acknowledge that history and put it on the map; secondly did go to the Otterbein Senior Lifestyle homes groundbreaking; is the second one in the area with the first being in New Albany; one of the few in Ohio although there are others throughout the country; is a cutting edge design which is having people grouped in homes instead of in institutions; this is skilled care as well as nursing home; people grouped in tens with 10 people living in a home; dining area and meals City of Gahanna Page 7 City Council Meeting Minutes October 21, 2013 are cooked for them; it is long term care the part that is not skilled; reminder that we should all be saving for our senior years; going average of $10,000 per month for long term care; as I think of being a part of the sandwich generation taking care of younger and older family members; do think about that in your personal planning; did serve on MORPC and one of the presentations here was from a MORPC population study as it relates to seniors; we are projected to have more seniors in the 11 county area that MORPC covers than we have facilities and opportunities; Otterbein Senior Homes is part of the United Methodist Church; am a member of Stonybrook; was good to see so many there representing the church and being a part of this project; should be open in 2015. Larick thanked father for coming with him this evening. Jolley congratulated Bobbie Burba on being appointed to the Planning Commission. Renner also acknowledged Burba's appointment; thanked Fisher for coming; some of us on Council have been watching this project from afar; do have faith that Gahanna will do the right thing; did go to Creepside; had an amazing blast with my kids; again missed the haunted maze; they closed before their advertised time; will go earlier next time.
