A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, November 4,
2013, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council Stephen A. Renner called the
meeting to order at 7:00 p.m. Vice President of Council Jolley delivered
an Invocation followed by the Pledge of Allegiance led by Council Member
Wright. Agenda for this meeting was published on October 30, 2013.
Present 7 - President Stephen A. Renner, Ryan P. Jolley, Brian D. Larick, Karen J.
Angelou, Beryl D. Anderson, Brandon Wright, and Thomas R. Kneeland
B. ADDITIONS OR CORRECTIONS TO THE AGENDA.
A motion was made by Larick, seconded by Kneeland, to amend
the Agenda to add ORD-140-2013 under Section J - First Reading
of Ordinances. The motion carried by the following vote:
Yes: President Renner, Jolley, Larick, Angelou, Anderson, Wright and
Kneeland
C. HEARING OF VISITORS:
Police Officer Mike Gray was promoted to Sergeant and sworn in by
Mayor Stinchcomb.
Claire Yoder, President of the Gahanna-Jefferson Board of Education,
stated the Gahanna Lincoln High School performance of Peter Pan is this
weekend; theater teacher and director Cindi Macioce has been very
involved with drama and play in the school district for many years and a
valued asset; Junior Kelsey Sandlin placed first to lead the girls cross
country team to its first regional title at Pickerington North and will go to
the state meet; the school district applied for $146,000 grant to build
student leaders at the elementary level to learn leadership skills based on
Stephen Covey's book called The 7 Habits of Happy Kids; involved in one
of the events at High Point and witnessed that it's a great program to build
leadership among the students; proud to announce that Sarah Dove, who
taught elementary school at Gahanna-Jefferson was tapped to work in the
education department as a teacher liaison for Gov. Kasich team to travel
and learn about teaching and is a great advocate for education; Veteran's
Day celebration is this Thursday at the High School Memorial site;
ceremony is from 9:30 to 10:30; hope for good weather; appreciation is
the theme; invite all to come; opening of Jefferson Township one-room
schoolhouse was on October 23; Norma Jean Gorsuch, whose mother
was one of the original teachers in the school, was the first to ring the bell;
school was originally on Johnstown Road was moved to a location next to
Lincoln Elementary; thoughts and prayers for everyone at election time.

Laurie Jadwin, Executive Director, CVB Convention & Visitors Bureau was
present to give the Quarterly Report and distributed the "2012 A Year in
Review," Convention & Visitors Bureau brochure to Council; on file with
the Clerk. She introduced Susan Peters, Business & Events Manager and
Mary Szymkowiak, Communications & Sales Manager; invited Council to
attend Holidays Lights; wished Council luck in the election; Board of
Directors gave affirmative vote on Issue 17; they stand united on this
issue and know that it will dramatically impact the businesses on an
economic level and they hope it passes; any questions call them. Angelou
commented the good news is the NHL All Star game is coming in 2015.
Kate Kautz, 199 Regents Road, Gahanna, voiced her disdain regarding
the election; if residents disagree they are being ignored; Facebook,
Tweets are being blocked and comments are being deleted; residents are
being kicked out if they don't agree with Council's views; will vote no on
Issue 17; believes City has lack of fiscal restraint and spends money
haphazardly.

L. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Larick/Renner
Larick said CIC is preparing the review of the agreement with the City
sometime in December; next meeting Nov. 26 at 7:30 a.m.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou said will meet on the second Thursday of November; appointed
to the MORPC Boundaries Discussion Task Force by MORPC Chair
Marilyn Brown; charged with reviewing possible modifications to
MORPC's various service funding and membership boundaries in order to
make a recommendation to the Commission; expected to be made by
February or March.
Bd. of Education, Gahanna-Jefferson Public Schools - Jolley
Jolley thanked Mrs. Yoder for her report; will attend the meeting later this
month.
Convention & Visitors Bureau (CVB) - Jolley
Jolley commended Laurie Jadwin on CVB leadership; a lot of transitions
with staff; notably former long time executive director Karen Eylon; Laurie
does fantastic job coordinating the Blues and Jazz Festival; great job with
stats and presentation; her leadership has transferred to the entire
organization; looking forward to really strong year now that staff is in
place; excited to see it continue.
M. OFFICIAL REPORTS:
Mayor:
Mayor Stinchcomb noted Beggar's Night was difficult; amazing how many
resources were involved to determine whether to move the night; said no
at first; decided later due to weather reports and a lot of unhappy
residents to move it to Saturday; always a risk to change the date; ending

up working out and residents were satisfied for the most part; election is a
pivotal day for the City; urged everybody to vote and hopes for a good
turnout.
City Attorney:
Ewald said good luck to all the candidates.
N. COUNCIL COMMENT:
Angelou said election day is a day to be proud of living in a country that
allows us to have the people come to the polls to vote on what they feel is
the best interest of the community; hopes the experience has been a
good one and can stand on different views; some will be happy and some
will not be with the outcome of the election; she feels Gahanna is one of
the strongest communities in central Ohio and proud to be on Council.
Kneeland echoed Angelou's thoughts and good luck to all the candidates;
MORPC funding $50 million for Veteran's Memorial rebuild; will diminish
the amount that is available for the capital budget money; Gahanna,
Whitehall, Reynoldsburg, and Bexley submitted for capital money
requests; fingers crossed to get some money.
Wright said he heard Lee Tucker was named Hometown Hero on Sunny
95 radio station; was happy to hear him speaking about Gahanna;
congratulations to Lee; concerned people are fighting over small things;
hopes the community can move forward with planning and development
after the election; Middle School West reminder that they will be
performing Les Miserables in November; encouraged people to attend.
Anderson wished best of luck to the candidates; stated she decided to
withdraw from race; will stay involved the rest of her term; she received
positive comments on Beggar's Night being moved; she said some kids
went out twice; had opportunity to honor the late Justice Robert M.
Duncan, the first African American to serve on the Ohio Supreme Court,
his official portrait was unveiled and hangs in the Supreme Court; many
people testified to honor his achievements; Duncan's legacy as a U.S.
District Court Judge was ordering the desegregation of Columbus City
Schools; very moving experience; Dr. Melissa Clarke, Physician & Patient
Advocate will be at Mt. Carmel College of Nursing on Sunday, November
17 from 2 to 3:30 p.m. to discuss her book Excuse Me Doctor! I've Got
What? Taking Ownership of Your Health and Making Healthcare Reform
Work for You; encouraged everyone to attend; she will also be in other
areas if anyone would like more details; shared invite to elected officials
from Congresswoman Beatty for discussion on national issues facing the
community on Thursday, November 7th 4:30-6:00 p.m., 3rd
Congressional District Office, 471 E. Broad Street, Suite 1100, Columbus.

Larick encouraged everyone to vote.
Jolley said interesting article he read on historically high and low voter
turnout in Ohio; believes high is even too low; encouraged everyone to
exercise right and responsibility to vote.
Renner said please go vote; Gahanna is a beautiful City; do your civic
duty.
