Council President Larick stated a schedule for Coffee with Council, public outreach meetings, will be posted for the remainder of the year. I. SECOND READING OF ORDINANCES - ORD-0077-2014 TO ACCEPT THE FINAL PLAT FOR PROPERTY KNOWN AS MEADOWBROOKE GREEN; SHAWN LANNING, WATCON ENGINEERING, APPLICANT. A motion was made by Kneeland, seconded by Leeseberg, that this Ordinance be Adopted. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Kneeland, Larick, Leeseberg, Renner and Schnetzer ORD-0080-2014 TO ADOPT THE CITY OF GAHANNA EMERGENCY RESERVE POLICY. Kneeland said he appreciated the hard work of Council and Administration to get this done, especially Mr. Schnetzer. A motion was made by Schnetzer, seconded by Kneeland, that this Ordinance be Adopted. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Kneeland, Larick, Leeseberg, Renner and Schnetzer J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland City of Gahanna Page 5 City Council Meeting Minutes May 19, 2014 Kneeland said next meeting is tomorrow at 7:30 a.m. at City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said looked at insight2050; expect all data to be done at the end of this month; accepted Johnstown as a member of MORPC; the Executive Director was authorized to accept funds with the U.S. Department of Transportation and the Ohio Department of Transportation; there was a special presentation from the Mayor of Hilliard on shared services; they share with Dublin for their dispatching agency; that is working out well; saving them a lot of money; reminded them Gahanna is here, too; MORPC has been doing air quality alerts and checks; a big project; started a new initiative called Take Five for Clean Air; local governments, businesses and organizations will be recognized for pledging five actions online to improve air quality; signed up for the alerts to come through; pledge not to idle vehicle and ride share; all information is on the website; has a great deal of impact on health; MORPC is amending the bylaws; gave State of the Region report; it's on the website; passed several resolutions on website; honored Marilyn Brown at the luncheon; she started out working at MORPC; MORPC opposed SB 310; has to do with an approach to freeze existing energy efficiency and advanced energy standards established through SB 221; agreement to have two year freeze rather than forever freeze; no action expected on HB5 until lame duck session. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley was not present at the school board meeting; Larick updated on last meeting; next conversation will get insight for parks initiatives as they exist today. Convention & Visitors Bureau (CVB) - Jolley Jolley reached out for volunteers for Creekside. M. OFFICIAL REPORTS: Mayor Stinchcomb said we had record sales at Herb Day in spite of the rain; hope for better weather next time; event is really growing; proud of this event; reminder that for Parks, this is a very busy time of year; getting calls that residents are frustrated about mowing; if concerns are urgent, please call; please be patient; they are working hard to get caught up on everything. City of Gahanna Page 6 City Council Meeting Minutes May 19, 2014 City Attorney No report. N. COUNCIL COMMENT Leeseberg indicated he had another successful Coffee with Council ; ran 5K at Highpoint. Kneeland gave a reminder about annual Veteran's Memorial Service at Veteran's Park at 1:00 p.m. Schnetzer followed up on Reserve Policy; thanked Administration for providing Council with data and special thanks for Jennifer Teal ; she is a tremendous asset to the City. Angelou said Herb Day was a terrific day even through the raindrops; thanked all of Administration, especially Tony Collins and Jennifer Teal for their help; hoping to get enough volunteers for Creekside Blues and Jazz Festival; wish everyone a Happy Memorial Day. Larick said he is happy to see new faces; asking good questions and giving great input for items that concern the residents; Coffee with Council has been engaging and he is happy to see the turnout; he is working on rest of schedule for the remainder of the year; encouraged everyone to give him information if they would like to see it. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. A motion was made by Schnetzer, seconded by Kneeland, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. Larick requested that Sue Wadley and Kim McWilliams attend the Executive Session. Council rose to Executive Session at 7:29 p.m. Council rose to report from Executive Session at 8:25 p.m. with no action taken.
