CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, July 7, 2014, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Brian D. Larick called the meeting to order at 7:00 p.m. Vice President of Council Kneeland delivered an Invocation followed by the Pledge of Allegiance led by Council Member Jolley. Agenda for this meeting was published on July 3, 2014. Schnetzer arrived at 7:10 p.m. Present 6 - Karen J. Angelou, Ryan P. Jolley, Thomas R. Kneeland, Brian D. Larick, Jamie Leeseberg, and Michael Schnetzer Absent 1 - Stephen A. Renner B. ADDITIONS OR CORRECTIONS TO THE AGENDA. C. HEARING OF VISITORS - 1. Resident, Ray Kautz, 199 Regents Road - Mr. Kautz said am here this evening talking about something I never thought I would have to talk about with the public; the trash proposition that we have is a little bit important because it is taxpayer money and anytime it involves an increase for residents I feel it should be talked about other than a group think; knows there is a consortium between 9 cities, and there are options that may save money; live in Royal Manor; saw many houses with 5, 4, 3 trash cans; reviewed what was in the newspaper and what they didn’t say is how much more they will have to pay to dispose of 3, 4, or 5 trash cans per week; looked into the recycling a little more; knows that most things can be recycled, but there are some things that can’t like certain types of Styrofoam and pizza boxes; telling residents that they are going to pay for a pizza and then pay more to recycle the box or go to a local business and pay for a television and then pay to recycle the Styrofoam out of the television City of Gahanna Page 1 City Council Meeting Minutes July 7, 2014 box; believe it needs more thought and don’t think volume-based trash pickup is the way to go; going to cause more headaches; think it is going to raise taxes and raise the amount of money the residents have to spend on trash removal. 2. Mayor Stinchcomb - Distinguished Budget Presentation Award to City of Gahanna Mayor Stinchcomb said she has presentation to make to Jennifer Teal and any members of the budget committee that are here. As I previously mentioned to council, the Government Finance Officers Association of the United States and Canada presented to us for the first time a Distinguished Budget Presentation Award for our annual budget for fiscal year beginning January 1, 2014. In their letter to us they said in order to receive this award, a governmental unit must publish a budget document that meets program criteria as a policy document, as an operations guide, as a financial plan, and as a communications device. They also stated that a panel of independent reviewers completed an examination of our budget and they voted to present us this award which is the highest form of recognition in governmental budgeting. Its attainment represents a significant achievement by our organization. I am very proud of this. We had a number of people on the budget committee; Abby Cochran, Human Resources Coordinator; Amanda Parker, Clerk of Court; Anthony Jones, Director of Planning and Development; Sharon Patterson, Planning and Development Administrative Assistant; Dottie Franey, Director of Public Service; General Williams, Director of Emergency Management; Lt. Jeff Spence, Gahanna PD; Joann Bury, Deputy Director of Finance; Kim McWilliams, Council Clerk; Mike Musser, Parks Superintendent; Shannon Sorrel, Recreation Superintendent; and Jennifer Teal, director of Finance. So the bar is set high and we ’re already on the next year’s budget. Congratulations to them all. Larick asked Teal what criteria had to be met to receive the award . Teal said there are about 25 criteria to meet (13 single-spaced typed pages). We applied last year but City has never received this award until this year. Not only did we receive the award but nearly 1/3 of the ratings we not just “proficient” or “meets the standards” but were “outstanding” ratings, the highest category, so we have come very far. D. This Ordinance was introduced. ORD-0099-2014 TO AUTHORIZE THE MAYOR TO ENTER INTO SOFTWARE LICENSE AGREEMENT AND WARRANTY WITH XC2. This Ordinance was introduced. ORD-0100-2014 TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH RUMPKE WASTE & RECYCLING SERVICES, FOR RECYCLING PROCESSING FOR THE CITY OF GAHANNA. This Ordinance was introduced. ORD-0101-2014 TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH RUMPKE OF OHIO, INC., FOR RESIDENTIAL REFUSE, RECYCLING & YARD WASTE COLLECTION IN THE CITY OF GAHANNA. This Ordinance was introduced. E. CONSENT AGENDA: Minutes - To Approve: 2014-0081 June 16, 2014 Council Meeting Minutes These Minutes were Approved and Filed on the Consent Agenda. Ordinance: Introduce, Waive Second Reading, Adopt: ORD-0098-2014 SUPPLEMENTAL APPROPRIATION - Traffic Signal Repair This Ordinance was Adopted on the Consent Agenda. ORD-0102-2014 SUPPLEMENTAL APPROPRIATION - School District Compensation This Ordinance was Adopted on the Consent Agenda. Resolution/Motion Resolution: City of Gahanna Page 3 City Council Meeting Minutes July 7, 2014 RES-0002-2014 TO AUTHORIZE THE MAYOR TO APPLY FOR OHIO PUBLIC WORKS COMMISSION (OPWC) GRANT FUNDS FOR HAMILTON ROAD CENTRAL PROJECT ST 785. This Resolution was Adopted on the Consent Agenda. MR-0026-2014 Motion Resolution authorizing the Director of Planning and Development to issue a Request for Proposal to select a contractor to help establish the Grow Gahanna Plan. This Motion Resolution was Approved on the Consent Agenda. MR-0027-2014 Motion Resolution that this Council has no objection to the new D1, D2 and D6 liquor permits to Piada Gahanna, LLC, DBA Piada, 4697 Morse Road and Patio, Gahanna, Ohio 43230. This Motion Resolution was Approved on the Consent Agenda. MR-0028-2014 Motion Resolution that this Council has no objection to the transfer for a D5 liquor permit to Stygies, LLC, dba Stygies Tavern, 77 N. Stygler Road, Gahanna, Ohio 43230 from Gahanna Classics Inc., dba Classics, 77 N. Stygler Road, Gahanna, Ohio 43230. This Motion Resolution was Approved on the Consent Agenda. CORRESPONDENCE AND ACTIONS: Clerk No report. Council Larick said received note today in regard to fireworks. Generally a positive note except for traffic and congestion from all the people who attended that event; noted he forwarded the information to Council. I. SECOND READING OF ORDINANCES - None. J. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Larick said next meeting is July 15th at 7:30 a.m. at City Hall. Convention & Visitors Bureau (CVB) - Jolley Looking forward to getting the final report from the Blues and Jazz Festival. It was extremely successful, particularly Sunday. Hope to have a report for you at the next meeting. M. OFFICIAL REPORTS: Mayor Mayor Stinchcomb said we had another very successful parade for July 4th. It is and has always been sponsored by the Gahanna Lions Club. I was privileged to ride with the Veterans of Foreign Wars this year in honor of our three WWII veterans. Their ranks are dwindling; they are in all in their 90s. I especially enjoyed riding with Carl Lang, our building superintendent who retired from the city many years ago and is just as sharp as ever. He has had some health scares and is a prior commander of Post 4719. He has been a member of the Gahanna VFW since the beginning, 69 years. I was pleased along the parade route to see how many people stood up and applauded our veterans as they went by, as well as our active duty folks. Beautiful weather; a great event if you are in Gahanna. City Attorney Ewald said I just want to thank everyone who worked on Boom Fest. Even though the city was not a sponsor, people in this chamber and people in the city volunteered for the event. It’s the 2nd time that it was held at the Golf Depot and to echo what was already said, there was some concern about traffic, restrooms and amount of food vendors, but overall there was a positive response and we are looking forward to them doing it again next year with hopefully more volunteers. That makes a huge difference in the ability to put on an event when you have to be conscious about the bottom line. The parade was excellent, as usual. My kids got to see the entire parade and they always stand up and say hello to the Chief at the beginning of the parade. N. COUNCIL COMMENT Angelou said just want to thank the Lion’s Club for all the years of City of Gahanna Page 6 City Council Meeting Minutes July 7, 2014 putting on the parade. I do miss the chicken dinners, though. Mayor Stinchcomb said that’s how we used to pay for the fireworks as many of us remember. The Lions Club used to raise the funds and they were always privately funded up until a few years ago. She noted they do a wonderful job and should be applauded. Leeseberg said it has been a while since we have been here and so I wanted to say the Blues and Jazz Festival was a lot of fun. I enjoyed it on Friday night and on Sunday I worked a couple of gates and it was interesting to see all of the people coming in. The majority of the people seemed to be local folks coming in to see local bands. It was a lot of fun. Jolley said congratulations to our Budget Committee. It is really an impressive recognition and I’d like to thank them for all of their hard work. Kneeland thanked everyone for all of their hard work. Larick said not to over stress something, but the point of the national recognition that the city just received is that it's a long way from simple printouts to a document that is functional, informative and useful and continues to improve as time goes on. Again, congratulations to everyone. Mayor interrupted to say there are some serious problems and General Williams needs to give an update. General Williams said on Moonglow Court there is a fire, on Heritage, electric lines are smoking. There is a fire on Deer Run. Lines are down on Havens Corners and on Clotts Road. The traffic signal is out at Hamilton/62 and we have a large number of police cruisers out to direct traffic. They are bringing in some generators to help with signal outages. The Deputy Chief is out to make rounds. It looks like the hardest portion of the hit was the Clotts Road/Venetian Way area. Jefferson Township can’t give us any help because they are experiencing power outages in several places, too. O. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. City of Gahanna Page 7 City Council Meeting Minutes July 7, 2014 A motion was made by Renner, seconded by Kneeland, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. Larick requested that Clerk McWilliams attend the Executive Session. Council rose to Executive Session at 7:21 p.m. Council rose to report from Executive Session at 7:57 p.m. with no action taken. Motion carried by the following vote: Yes: 6- Angelou, Jolley, Kneeland, Larick, Leeseberg and Schnetzer Absent: 1- Renner P.
