CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 6, 2014, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Brian D. Larick called the meeting to order at 7:00 p.m. Vice President of Council Kneeland delivered an Invocation followed by the Pledge of Allegiance led by Council Member Jolley. Agenda for this meeting was published on October 10, 2014. Present 7 - Karen J. Angelou, Ryan P. Jolley, Thomas R. Kneeland, Brian D. Larick, Jamie Leeseberg, Stephen A. Renner, and Michael Schnetzer B. ADDITIONS OR CORRECTIONS TO THE AGENDA - None. C. HEARING OF VISITORS - 1. Tim Craft - Present Auditor of State Award with Distinction to Gahanna Tim Craft from the Auditor of State’s office formally presented the City with the Auditor of State Award with Distinction for our 2013 Comprehensive Annual Financial Report. 2. Resolution for Ben W. Hale, Jr. Karen Angelou presented Ben Hale, Jr. a Resolution from City Council TO HONOR AND COMMEND BEN W. HALE, JR., OF THE LAW FIRM SMITH AND HALE LLC FOR HIS ROLE IN THE DEVELOPMENT OF OUR CITY, HIS LEADERSHIP OF ORGANIZATIONS BENEFITING CITIZENS WITH SPECIAL NEEDS, AND HIS OUTSTANDING CONTRIBUTIONS TO ENHANCING THE QUALITY OF LIFE FOR THE CITY OF GAHANNA AND THE CENTRAL OHIO REGION AND BEYOND. Angelou said they go way back in history and she has enjoyed working on several projects in the City with him over the years. City of Gahanna Page 1 City Council Meeting Minutes October 6, 2014 Mayor Stinchcomb presented Mr. Hale with a Proclamation for his services to the City of Gahanna and his role in development and services to the City of Gahanna. Mr. Hale said it has been a pleasure to work with the City over the years; commends Council and the Mayor for how they do business; the staff is the very best; not everyone agreed with him but always listened; thank you to everyone. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: ORD-0133-2014 TO AMEND SECTION 513.121, MARIHUANA DRUG PARAPHERNALIA, OF CHAPTER 513, DRUG ABUSE CONTROL, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA This Ordinance was introduced. ORD-0134-2014 TO VACATE A SANITARY SEWER EASEMENT FOR PROPERTY LOCATED ON LOT 2 OF CROSSROADS COMMERCE CENTER ON CROSSPOINTE ROAD. This Ordinance was introduced. ORD-0135-2014 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH NORTH AMERICAN ROCK SALT CO. FOR PURCHASE OF ROCK SALT FOR THE 2014/2015 SEASON. This Ordinance was introduced. E. CONSENT AGENDA: Minutes - To Approve: 2014-0145 Council Meeting Minutes: September 15, 2014 Regular and September 22, 2014 Special Meeting Minutes These Minutes were Approved and Filed on the Consent Agenda. City of Gahanna Page 2 City Council Meeting Minutes October 6, 2014 Ordinances on Second Reading: ORD-0130-2014 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH DELTA DENTAL PLAN OF OHIO, INC., TO PROVIDE DENTAL BENEFITS FOR EMPLOYEES FOR THE 2015 PLAN YEAR. This Ordinance was Adopted on the Consent Agenda. ORD-0131-2014 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH STANDARD INSURANCE COMPANY FOR LIFE INSURANCE BENEFITS FOR CITY EMPLOYEES; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda as an emergency. ORD-0132-2014 SUPPLEMENTAL APPROPRIATION - COURT COMPUTERS This Ordinance was Adopted on the Consent Agenda. Motion Resolution: MR-0038-2014 Motion Resolution authorizing the Director of Public Service to bid the janitorial services contract. This Motion Resolution was Approved on the Consent Agenda. Approval of the Consent Agenda A motion was made by Kneeland, seconded by Schnetzer, to approve the Consent Agenda. Legislative Committee - Renner Renner said meeting was conducted last Wed; discussed organization framework; next meeting will be October 14th at 6:00 p.m. H. CORRESPONDENCE AND ACTIONS: Clerk Council I. SECOND READING OF ORDINANCES: None. J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Kneeland reported the next meeting is October 21. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou noted the next meeting is on the 17th and then will meet again next Thursday; approved dates for trick or treat; set for five years for all communities to have same date; it will always fall on a Thursday even if lands on Friday-Sunday; difference in times will be City of Gahanna Page 4 City Council Meeting Minutes October 6, 2014 set if they want to change it; Boundaries Discussion Task Force; vote will be this week; a lot of discussion many meetings; trying to draw boundaries together; 10 or 15 different maps and try to draw in those areas to make it more workable; the air quality had no alert days this past summer; first time ever; MORPC received award for flexible work center; Gahanna was listed in MORPC top 20 crash locations; they also have bicycle crashes by jurisdiction; Jones was acknowledged for coming to round table; he did a great job. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Larick stated meeting next Wedneday. Convention & Visitors Bureau (CVB) - Jolley Jolley said next meeting is in November; will have update before that time regarding Holiday Lights. M. OFFICIAL REPORTS: Mayor Hops and Vines was very well attended; sold out; fund raiser that brought in a lot of new faces; new young families who supported the foundation; hoped to do it again; Shannon Sorrell sent out email to volunteer for Creepside; October 22 from 4:30 to 8:00 p.m. City Attorney No report. N. COUNCIL COMMENT Leeseberg said he met with the Fire Department for kick-off for Fire Prevention Week; check batteries in smoke alarms. Jolley thanked Leeseberg for the reminder to check his smoke alarm. Renner said he was surprised to hear about the BZA appeal outcome and will be following up on that matter. Kneeland said follow up from Halloween dates; Northern Ohio holds trick or treat on Sunday afternoon; asked Angelou if they thought of that; she said they went through all the communities and this plan seemed the best; it is set for five years; Kneeland said that day is very safe and always day light; suggested we visit this idea.
