President of Council Brian D. Larick called the meeting to order at 7:00 p.m. Vice President of Council Kneeland delivered an Invocation followed by the Pledge of Allegiance led by Council Member Renner. ORD-0134-2014 TO VACATE A SANITARY SEWER EASEMENT FOR PROPERTY LOCATED ON LOT 2 OF CROSSROADS COMMERCE CENTER ON CROSSPOINTE ROAD. This Ordinance was Adopted on the Consent Agenda. ORD-0135-2014 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH NORTH AMERICAN ROCK SALT CO. FOR PURCHASE OF ROCK SALT FOR THE 2014/2015 SEASON. This Ordinance was Adopted on the Consent Agenda. Motion Resolution: MR-0039-2014 Motion Resolution that this Council has no objection to the transfer of the D1, D2 and D3 liquor permits from Three Little Pigs Ltd., dba Hoggys; to L & F Brewing Company , LLC, dba 101 Beer Kitchen; 397 Stoneridge Lane, Gahanna, OH 43230. This Motion Resolution was Approved on the Consent Agenda. MR-0040-2014 A motion resolution that this Council has no objection to the new D5I liquor permit for Reengage Stoneridge LLC, dba Grapevine Pizza; 1335 Stoneridge Drive, Gahanna, Ohio 43230 This Motion Resolution was Approved on the Consent Agenda. MR-0041-2014 Motion Resolution to authorize payment of the 3rd quarter capacity fees being rendered by the City of Columbus in the amount of $11,366 due from Account No. 662.361.5474, Sewer Capacity Charges. The Director of Finance has certified that funds were available then at the time of purchase and now at the time of payment, appropriated, collected or in the process of collection and free from any previous encumbrance. It is hereby requested that Council approve payment of the above then and now purchase under ORC 5705.41(D)(1). This Motion Resolution was Approved on the Consent Agenda. MR-0042-2014 Motion Resolution authorizing the transfer of $5,000 from account no. 101.344.5451 (Plumbing Fees) to account no. 101.344.5249 (Contract Services) and the transfer of $15,000 from 101.344.5451 (Plumbing Fees) to 101.34435246 (Contract Plan Review). This Motion Resolution was Approved on the Consent Agenda. Legislative Committee - Renner Renner reported the Legislative Committee met at 6:00 p.m. prior to Council meeting; Committee discussed finalizing the recommendations for the Charter Review Commission; projected to submit final report to President and Clerk next week. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Kneeland reported the Community Improvement Corporation (CIC) will meet tomorrow morning 7:30 a.m. in the committee room. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou reported the Mid-Ohio Regional Planning Commission (MORPC) met October 9, 2014; Friday October 10, 2014, was the ”Building of Sustainable Futures” program; Tony Collins from Parks and Recreation attended as well; 5th annual Green Region Awards given out at event; Green Leader award went to Erin Miller at “Get Green Columbus,” Green Collaborative Achievement award went to Genoa, Liberty, and Orange Townships; Thursday Oct 23, 2014, at MORPC “Let’s talk transit”; talks will be on transit needs; Wednesday November 12, 2014, at MORPC “New perspectives on real estate development opportunities” led by Easton Market Developers; Friday December 5, 2014, “An Economic Development 101 (ED101)”; previous attendees noted it’s a well-organized and helpful seminar; noted MOPRC consent agenda items; MOPRC accepted Jerome Township’s membership starting in January 2015; total of 56 communities in MORPC now; proposed established population estimates for the basis of the 2015 annual participation rates for each member; added 14,092 people to the region last year; 5,520 housing units with the fastest growing communities being New Albany & Jerome Township; Gahanna had 14 changes in households; census for population in Gahanna was 33,359; featured chaired services program with Delaware City collaboration through the YMCA Park and National Guard; asked questions and built community center with YMCA; National Guard meets at the center as well; YMCA working through Delaware on their Recreation Programs; Boundaries Discussion Taskforce passed a resolution endorsing the membership and programing boundaries for MORPC; Central Ohio Candidate project priorities were submitted in 2014 for track funding; submission was passed. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley reported the Bd. Of Education, Gahanna-Jefferson Public Schools meeting will be in December. Convention & Visitors Bureau (CVB) - Jolley City of Gahanna Page 5 City Council Meeting Minutes October 20, 2014 Jolley reported Convention & Visitors Bureau (CVB) members attended the Ohio Conference on Tourism; CVB was well represented; won three awards: visitor’s guide, annual report, and visitor’s blog; was also recognized for social media campaign surrounding the Creekside Jazz and Blues Festival; overall excellent year for CVB lead by Lori Jadwin; noted next event is Wednesday “Creepside.” Looking forward to holiday lights season; congratulated team and commended them for progress. M. OFFICIAL REPORTS: Mayor Mayor reported she will be volunteering at “Creepside”; Super Chefs has moved its grand opening to Thursday October 23, 2014, at 5:30 p.m.; Administration is working diligently on appropriations; also involved with Franklin County and the White House listening in on conference calls about the Ebola outbreak to ensure Gahanna has plans in place to address possible situations; if there needs to be a quarantine the police department would be in charge of enforcement; have been checking supplies to ensure all departments would have the resources they need to accomplish all procedures. City Attorney No report. N. COUNCIL COMMENT Renner reported Will Trapp, Gahanna resident who plays for the Columbus Crew, & teammate Kei Kamara will be at Chipotle on Wednesday October 22, 2014 to work, take pictures, and sign autographs; Gahanna Middle School West is hosting their annual blood drive on Friday October 31, 2014; partial solar eclipse Thursday October 23, 2014. Leeseberg reported receiving a notification from a student at High Point Elementary School about a sock drive called “Socktober”; their goal is to collect 450 pairs of socks for the homeless; also accepting toiletries; Leeseberg also reported participating in a walk-a-thon on Friday October 17th, 2014, with his daughter; their walking goals were successful. Angelou congratulated the CVB and Chair Lori Jadwin. Larick introduced Chris Weisenberger, new Sr. Deputy Clerk of Council; thanked the Park staff for assisting the Cub Scout campout; thanked Service department for City of Gahanna Page 6 City Council Meeting Minutes October 20, 2014 hosting the service facility tour with Council; thanked IT staff for getting systems up and running for records vendor.
