PUBLIC HEARING: City of Gahanna Page 4 City Council Meeting Minutes November 3, 2014 1. Codified Ordinances of Gahanna - 161.18 CREDIT FOR TAX PAID TO ANOTHER MUNICIPALITY: The City of Gahanna is seeking public input prior to proposed legislative action. President Larick stated introducing one item on the agenda this evening, a Public Hearing regarding the Codified Ordinances of Gahanna section 161.18 Credit for Tax Paid to Another Municipality; the City of Gahanna is seeking public opinion prior to proposed legislative action for Ordinance 0162-2014 a Draft Ordinance to Amend Tax Code 161.18 Credit for Tax paid to Another Municipality; I’ll explain the rules of the public hearing while we are waiting; in the public hearing proponents will have seven minutes combined, opponents will have ten minutes combined, if there are opponents there will be three minutes combined for rebuttal; we will start out with proponents at that moment; that’s about it; before we open the public hearing we ask the City Attorney for administrative comments. City Attorney Ewald stated the purpose of the meeting is to gather public input prior to any legislative action by Council; the City is working methodically through the code and this is an opportunity for Gahanna residents to come forward to provide public input; Ewald said the public will also have several additional opportunities to provide input after tonight, as Council studies the code later this month and in December. Larick declared the Public Hearing open at 7:04 p.m.; asked for any proponents; there were no proponents; called for opponents; there were none; declared public meeting closed at 7:07 p.m. ORD-0162-2014 TO AMEND CHAPTER 161, INCOME TAX, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Kneeland reported next meeting will be November 18th at 7:30 a.m. in City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said next meeting is a week from Thursday. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley City of Gahanna Page 6 City Council Meeting Minutes November 3, 2014 Jolley said the next meeting will be Wednesday, November 12. Convention & Visitors Bureau (CVB) - Jolley Jolley said he will give an update after the next meeting. M. OFFICIAL REPORTS: Mayor Mayor reported that appropriation notebooks are ready to be printed for Council's review. City Attorney Ewald thanked the Police Department, service and parks that made Halloween a safe and fun event; on Wed, Nov 5 and Nov 6 there will be Public Hearings to discuss tax credit modification. N. COUNCIL COMMENT Leeseberg said remember to vote. Angelou encouraged everyone to vote; expressed her sympathy for the passing of Donna Jernigan's husband, Ron Jernigan. Larick said great to be back in United States; went to Ireland for a week; happy to be home; met with a good friend who works in customs; is a custom officer; he checks to make sure everyone is safe; USA pre-clearance; land and go to domestic gate; opportunity to find out why people are traveling to Ireland; they are instituting a structure to charge for water, but do not charge right now; residents are upset they will have to pay for a utility that should be free; wonderful sights; had a great time; echoed condolences to Donna Jernigan and her family. O. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. A motion was made by Renner, seconded by Kneeland, to go into Executive Session under authority of Article 5.40(a) of the Council Rules of Procedure - To consider the appointment, employment, dismissal, discipline, promotion, City of Gahanna Page 7 City Council Meeting Minutes November 3, 2014 demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing.
