CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, December 1, 2014, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Brian D. Larick called the meeting to order at 7:00 p.m. Vice President of Council Kneeland delivered an Invocation followed by the Pledge of Allegiance led by Mr. Alex Shultz from Boy Scout Troop 898. Agenda for this meeting was published on November 28, 2014. Present 7 - Karen J. Angelou, Ryan P. Jolley, Thomas R. Kneeland, Brian D. Larick, Jamie Leeseberg, Stephen A. Renner, and Michael Schnetzer B. ADDITIONS OR CORRECTIONS TO THE AGENDA - None. C. HEARING OF VISITORS - 1. Capital City Corvette Club Donation - Lee Tucker Presentation made to Lee Tucker (and group) from Dennis Imler from Capital City Corvette Club; gives him great pleasure to present $1,500 to the Gahanna Parks and Recreation Foundation; had a car show last summer in the Creekside area and it was a great success for us; hope it was a great success for business owners in the area; hope to continue having this annual event at this venue; had in excess of 350 cars there and I am hoping that the businesses enjoyed the people that attended and the profits that were made from that; Children’s Hospital also benefits from this because all of our proceeds go to them; just presented them with $1,600 worth of Etch-a-Sketch’s and next Saturday we are going to spend $3,500-$4,000 on toys to be taken to Children’s Hospital on Wednesday, December 10; would like to introduce Mark Thomas who is our charity chairman; he set up the whole car show and made arrangements with Tom Kneeland and everyone at the City who participated, including the Gahanna Police Department; also thanked Mayor who attended and gave City of Gahanna Page 1 City Council Meeting Minutes December 1, 2014 out some of the awards. Lee Tucker thanked the Corvette Club on behalf of Foundation; will help with scholarships, Gahanna’s youth sports program, art pieces and other endeavors they are associated with; the car show ended up being on a Sunday rain date and I was able to go down and see a lot of cars; the history of lots of cars; chronological Corvette models from first year made to 2014 only missing one series; nice to have events like this at Creekside and we appreciate the donation because it will go back to the community. Kneeland thanked Dennis Imler; these folks are some of the most giving people I have ever met; their whole mission is to help children; when they approached us for suggestions on where they could make a donation that would help children, Tony Collins was instrumental in getting this donation for the Foundation; the Children’s Hospital undertaking has been happening since 1989; there are 135 members in the Corvette Club and they do a tremendous job of giving back to the community. 2. Speakers - Diana Redman, 598 Codrington Circle, Gahanna. Present to discuss Legislative Services Committee; studied recommendation on establishment of Special Governance Commission and the Gahanna charter; unclear if whether or not recommendation of Committee would supersede taking recommendation to the electorate and having it appear on ballot; my hope is that the Commission will move forward with a recommendation, pro or con, and that the information would be presented to citizens and they would then be able to vote on it; think that would certainly lead to transparency in terms of the Commission; recommendation stated should consider previous Charter Review members who have done work before; while I think that is admirable, out of a community of 34,000 people I would hope we can find maybe three that would be interested in working on this Commission and working in reviewing the issues; census in 2010 shows 2/3 of Gahanna population are over age of 25; have been more involved in last year and have talked to neighbors and it’s amazing that they don’t know that things are going on that they have an opportunity to weigh in on; hope that whatever Commission recommends, pro or con, that it goes to the voters for their input. Thanked Jennifer Teal and her staff for the 2015 budget document; not for the dollars, but the way it’s laid out; so easy for layperson to read; also appreciate the Coffees with Council; know not a lot of people are going, but thank you for putting yourself out there to listen to the community; also feel budget committee meetings are wonderful and so much better than in the past; asking good, pertinent questions and getting answers; thanked Tony Collins for amazing Parks and Rec meeting; hope we can have more of those; with respect to City Manager, I hope that Commission is approved and that their recommendations are taken seriously, pro or con; it is a big thing, but I think it could be written so that it would really work for the betterment of the City. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: ORD-0163-2014 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2015. This Ordinance was introduced. ORD-0168-2014 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH MOUNT CARMEL OCCUPATIONAL HEALTH FOR CONTINUED SUPPORT OF THE GATEWAY TO HEALTH WELLNESS PROGRAM; AND TO DECLARE AN EMERGENCY. This Ordinance was introduced. ORD-0169-2014 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH AA JANITORIAL, FOR JANITORIAL SERVICES FOR THE GAHANNA MUNICIPAL COMPLEX; AND TO DECLARE AN EMERGENCY. This Ordinance was introduced. ORD-0170-2014 TO AUTHORIZE THE MAYOR TO ENTER INTO LEASE AGREEMENT WITH PITNEY BOWES GLOBAL FINANCIAL SERVICES FOR POSTAGE MACHINE LEASE FOR 60 MONTHS; AND TO DECLARE AN EMERGENCY. This Ordinance was introduced. ORD-0171-2014 TO ACCEPT MONIES SEIZED IN THE AMOUNT OF $1,330 AWARDED TO THE GAHANNA POLICE PURSUANT TO COURT ORDER, CASE NO. 13CV-7610; AND TO SUPPLEMENTALLY City of Gahanna Page 3 City Council Meeting Minutes December 1, 2014 APPROPRIATE $430 TO THE LAW ENFORCEMENT TRUST FUND. Larick stated about 2 years ago we started having the hearing process, which is an opportunity for residents to come and speak specifically about any item within the appropriations as documented; asked if there is anyone who would like to come forward and speak about appropriations this evening; there were none. G. STANDING COMMITTEES: 2014-0189 11-24-2014 Committee Meeting Minutes Committee of the Whole - Kneeland - No report. Finance - Schnetzer - No report. Service & Safety - Angelou - No report. Development & Parks - Renner - No report. H. CORRESPONDENCE AND ACTIONS: Clerk - None. Council - None. City of Gahanna Page 6 City Council Meeting Minutes December 1, 2014 I. SECOND READING OF ORDINANCES: None. J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Kneeland said next meeting is December 16th at 7:30 a.m. at City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou reported next MORPC meeting is December 11, and that is the last one for the year. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley reported next meeting is December 11th. Convention & Visitors Bureau (CVB) - Jolley Jolley indicated there is no more formal meetings for the rest of this year, but since it’s the Holiday Lights season we have a lot of activities going on down at Creekside; I was not able to attend the festivities and parade because I had surgery, but I heard it went well; should try to get down to hear the orchestra that will be playing 2 times during the season; lots of good things going on. M. OFFICIAL REPORTS: Mayor Mayor Stinchcomb noted she enjoyed the Holiday Lights parade; the rain almost held off long enough; in spite of the rain we had a really nice attendance; lots of enthusiasm; shared my City of Gahanna Page 7 City Council Meeting Minutes December 1, 2014 umbrella with 3 young kids; nice to see the parade through the eyes of a child; all the things people worry about disappear when you see how excited they are to see the floats and Old St. Nick coming down the street; made shutout for GRIN (Gahanna Residents in Need) volunteers; they are still looking for people for their Adopt-A-Family program; have more people in need than sponsors; still looking for more assistance for this year; contact information is on website at www.grin4gahanna.org and they would appreciate any help you can give. City Attorney City Attorney said he sent a copy of the proposed changes to Chapter 161 on Saturday; there were some questions from Council Members; we are reviewing those and I hope to meet with Jennifer this week to finalize any questions that remain for that legislation; it was postponed to give council more time; hope to have it back in Committee next week. N. COUNCIL COMMENT Leesberg stated the Socktober Drive by third-graders at Highpoint was huge success; goal was 450 pair of socks and they quit counting at 2,000; over 300 toiletry items were also collected for Gahanna residents; kids were thrilled; to have them come up with an idea and run with it and have it be such a success was really exciting. Angelou congratulated Convention and Visitors Bureau for all they did for wonderful Holiday Lights parade; season is going to be filled with things instead of just the parade; also wonderful that Herb Education Center was highlighted on TV; as a beautiful job and handled well; wonderful to get that kind of publicity for the City of Gahanna, the CVB and our Parks and Recreation Department with the special things that we do; hopes everyone had a nice Thanksgiving; happy about our Ohio State Buckeyes, but very sad about some of the other issues that have happened there; will keep the family of Kosta Karageorge in our prayers. Schnetzer hopes we can continue relationship with Capital City Corvette Club; learned a little about what they do today; in spite of being a car enthusiast was unable to attend last summer due to preparing for a new member of our family; you can count me City of Gahanna Page 8 City Council Meeting Minutes December 1, 2014 as someone who anticipates being in attendance if we continue the partnership in the future. Renner said Holiday Lights parade was fantastic; took sons and they stood in rain and watched parade and had a wonder time. Jolley jokingly indicated he had wonderful sinus and nasal surgery 10 days ago and his doctor informed him that he is definitely not an “air head"; there is plenty of stuff rattling around in there; he thought he'd let everyone know. Kneeland said the CVB and City staff did a great job; what else can you say about organizations like the Capital City Corvette Club who want to give back to the community, especially dollars to help children’s programs; Lee Tucker and his organization are also amazing; it’s a super effort to help the kids of our community; he thanked everyone very much for their support.
