ORD-0047-2015 TO AUTHORIZE THE MAYOR TO EXERCISE THE OPTION TO PURCHASE GAHANNA WOODS-FOXWOOD RESERVE E AND TO SUPPLEMENTALLY APPROPRIATE $216,000 THEREFOR. This Ordinance was Adopted on the Consent Agenda. Motion Resolution: MR-0020-2015 A Motion Resolution that this Council has no objection to the transfer of a D5 liquor permit from Richard B. Stover, dba The Mug & Jug & Patios to Phillip A. Stover, dba The Mug & Jug & Patios, 333 Agler Road, Gahanna, Ohio 43230. This Motion Resolution was Approved on the Consent Agenda. MR-0021-2015 A Motion Resolution that this Council has no objection to the D1, D2, D3, D3A and D6 stock liquor permits for 161 Mill Street, Inc., dba Coaches & Patio, 230 Granville Street, Gahanna, Ohio 43230. CORRESPONDENCE AND ACTIONS: Clerk Clerk stated a couple of items were recommended out of Planning Commission; Foxwood rezoning and replatting that has been discused recently was recommended by Planning Commission; that matter will be discussed at the April 27 Committee of the Whole and the Public Hearing before Council will be May 4, 2015. The Planning Commission recommended approval of the Foxwood Rezoning and Replatting on March 25. This matter will be discussed at the April 27 Committee of the Whole and the Public Hearing will be conducted on May 4, 2015. Z-0001-2015 To consider an application for Zoning Change for 8.04+/- acres of property located on Kason's Way in Foxwood Section 3; current zoning a combination of SF-3, Single Family Residential and ROD SF-3, Single Family Overlay; requested zoning a different combination of SF-3, Single Family Residential and ROD SF-3, Single Family Overlay; Jim Lipnos, Homewood Corporation, applicant. SECOND READING OF ORDINANCES: ORD-0048-2015 TO AUTHORIZE THE ISSUANCE OF NOT TO EXCEED $10,030,000 OF GENERAL OBLIGATION LIMITED TAX BONDS FOR THE PURPOSE OF ADVANCE REFUNDING ALL OR A PORTION OF THE CITY'S OUTSTANDING VARIOUS PURPOSE BONDS, SERIES 2005, DATED SEPTEMBER 1, 2005, AND VARIOUS PURPOSE BONDS, SERIES 2007; AUTHORIZING AND APPROVING A NOTICE OF SALE FOR THE BONDS; AUTHORIZING AN ESCROW AGREEMENT IN CONNECTION WITH THE BONDS; AUTHORIZING THE PREPARATION AND DELIVERY OF AN OFFICIAL STATEMENT RELATING TO THE BONDS; AND DECLARING AN EMERGENCY. Schnetzer expressed support for this Ordinance; just as you would refinance your mortgage when interest rates drop, we are in an ultra-low interest rate environment and have been for some years; this is a favorable opportunity for the City. A motion was made by Renner, seconded by Schnetzer, to adopt this Ordinance as an emergency. The motion carried by the following vote: Yes: 6- Angelou, Jolley, Leeseberg, Renner, Schnetzer and Kneeland Absent: 1- Larick ORD-0049-2015 TO AUTHORIZE THE ISSUANCE OF NOT TO EXCEED $5,300,000 OF GENERAL OBLIGATION LIMITED TAX BONDS FOR THE PURPOSE OF CONSTRUCTING, RESURFACING AND IMPROVING CITY STREETS, INCLUDING WHEELCHAIR RAMPS, CURBS AND GUTTERS, SIDEWALKS, STREET LIGHTS, TRAFFIC SIGNALS, AND UTILITY INSTALLATIONS, ACQUIRING REAL ESTATE AND INTERESTS IN REAL ESTATE AND RELATED EQUIPMENT, AND LANDSCAPING AND MAKING SITE IMPROVEMENTS; AUTHORIZING AND APPROVING A NOTICE OF SALE FOR THE BONDS; AUTHORIZING THE PREPARATION AND DELIVERY OF AN OFFICIAL STATEMENT RELATING TO THE BONDS; AND DECLARING AN EMERGENCY. Schnetzer again expressed support for the Ordinance; infrastructure is a first order of priority of local government; as I talk to residents, they are talking about interconnectivity and walkability; this seems like a great way to fund those long-lived assets. A motion was made by Schnetzer, seconded by Renner, to adopt this Ordinance as an emergency. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland No report. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou noted the next meeting is this Thursday. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley wished everyone a Happy Spring Break. Convention & Visitors Bureau (CVB) - Jolley Jolley made another request from the CVB for anyone that might know any organizations or individuals that would be interested in helping to provide funds or volunteers for the Creekside Blues and Jazz Festival coming up in just a couple of short, short, months; can definitely use all the help we can get, whether you would like to volunteer or if you know someone that can donate to help sponsor some of the activities; The Blast on the Bayou, the private seating that we’re expanding this year; there are a lot of different activities so if you know of anyone who can help out we would greatly, greatly appreciate that. M. OFFICIAL REPORTS: Mayor Mayor announced The Gahanna Community Aquatics Group First Annual Dash for a Splash 5k run this Sunday April 19th; check-in begins at 8 a.m. The run starts at 9 a.m. Proceeds from this event will help benefit programming and facility enhancements. If you are not a runner, you can come out and walk with me and we will be the last City of Gahanna Page 6 City Council Meeting Minutes April 6, 2015 ones over the finish line. At my State of the City address last month, I announced we would be launching a new online platform to give citizens an opportunity to share their opportunities on topics raised by City leaders. Open town Hall has been launched and we have received responses to our first question: “what do you think is the biggest challenge facing the community moving forward?” We plan to engage citizens routinely with a variety of questions as we continue to make decisions moving forward. Promotional cards about open Town Hall are available in our lobby and in various locations throughout city Hall. I encourage you to sign up if you have not already done so. Last but not least, I’d like to congratulate Anthony Jones, Director of Development. He recently earned the designation of Certified Economic Developer - a national recognition that denotes a mastery of principal skills in economic development, professional attainment and a commitment to personal and professional growth. Excellence in the economic development profession improves the well-being, quality of life and opportunities for individuals, businesses and communities. There are currently 1,100 active Certified Economic Developers in the country, so we look forward to even greater things from Anthony. City Attorney No report. N. COUNCIL COMMENT Angelou congratulated Mr. Jones; we know what a great job you do and having this credential makes this even more special. The MORPC State of the Region Luncheon was this past Thursday; speaker was phenomenal. Everything that was there I thought was done extremely well and it was sold out two weeks before the deadline. I’m sure that next year we will have a larger crowd. I don’t think anybody was disappointed. Leeseburg echoed Angelou’s comment about the speaker. I actually corresponded with him afterwards because I’ve got a project that is right up his alley. Some of his other speeches are available on YouTube so you can look him up. He is a phenomenal speaker. Also I wanted to take a moment to thank my colleagues and all the folks that applied for the Governance Commission. They took the time out of their schedules and we took time out of our schedules to move that process forward. I wanted to thank the folks that did take the time to City of Gahanna Page 7 City Council Meeting Minutes April 6, 2015 apply. Jolley wished a big congratulations to Mr. Jones. If you take that number that the Mayor just cited, (1,100 in the country); just about 20 per state; that’s a very distinct crowd you are among and we appreciate your efforts in improving your skills. Kneeland continued to echo congratulations. I do want to take a moment to thank Mrs. Angelou. The MORPC Annual Meeting was really awesome. The speaker was great. The message was clear and certainly was very concise. Mrs. Angelou was actually part of the awards ceremony and I turned around to talk to her and she was already gone up on the stage and I didn’t even know she was doing that. For whatever involvement you had putting that together, that was really an awesome event. I appreciated the fact that you pushed for us to get a table.
