Gahanna City Council met in Special Session on Monday, March 28, 2015, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Thomas R. Kneeland called the meeting to order at 9:00 a.m. Agenda for this meeting was published on March 20, 2015. * Council Member Jolley arrived at 9:03 a.m. Present 6 - Karen J. Angelou, Thomas R. Kneeland, Brian D. Larick, Jamie Leeseberg, Stephen A. Renner, and Michael Schnetzer Absent 1 - Ryan P. Jolley B. INTRODUCTIONS (discussed at the 3-23-2015 Committee of the Whole): ORD-0048-2015 TO AUTHORIZE THE ISSUANCE OF NOT TO EXCEED $10,030,000 OF GENERAL OBLIGATION LIMITED TAX BONDS FOR THE PURPOSE OF ADVANCE REFUNDING ALL OR A PORTION OF THE CITY'S OUTSTANDING VARIOUS PURPOSE BONDS, SERIES 2005, DATED SEPTEMBER 1, 2005, AND VARIOUS PURPOSE BONDS, SERIES 2007; AUTHORIZING AND APPROVING A NOTICE OF SALE FOR THE BONDS; AUTHORIZING AN ESCROW AGREEMENT IN CONNECTION WITH THE BONDS; AUTHORIZING THE PREPARATION AND DELIVERY OF AN OFFICIAL STATEMENT RELATING TO THE BONDS; AND DECLARING AN EMERGENCY. Vice President Renner introduced the Ordinance; Second Reading will be on the Regular Agenda. ORD-0049-2015 TO AUTHORIZE THE ISSUANCE OF NOT TO EXCEED $5,300,000 OF GENERAL OBLIGATION LIMITED TAX BONDS FOR THE PURPOSE OF CONSTRUCTING, RESURFACING AND IMPROVING CITY STREETS, INCLUDING WHEELCHAIR RAMPS, CURBS AND GUTTERS, SIDEWALKS, STREET LIGHTS, TRAFFIC SIGNALS, AND UTILITY INSTALLATIONS, ACQUIRING REAL ESTATE AND INTERESTS IN REAL ESTATE AND RELATED EQUIPMENT, AND LANDSCAPING AND MAKING SITE IMPROVEMENTS; City of Gahanna Page 1 City Council - Special Meeting Minutes March 28, 2015 AUTHORIZING AND APPROVING A NOTICE OF SALE FOR THE BONDS; AUTHORIZING THE PREPARATION AND DELIVERY OF AN OFFICIAL STATEMENT RELATING TO THE BONDS; AND DECLARING AN EMERGENCY. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. A motion was made by Larick, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. The motion carried by the following vote: * Council Member Jolley arrived right after roll call at 9:03 a.m.; was present for entire Executive Session. Yes: 6- Angelou, Kneeland, Larick, Leeseberg, Renner and Schnetzer Absent: 1- Jolley Council rose to Executive Session at 9:03 a.m. Council rose to report from Executive Session at 1:55 p.m. with no action taken.
