CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday April 20, 2015, in Council Chambers of City hall, 200 South Hamilton Road, Gahanna, Ohio. President Kneeland called the meeting to order at 7:00 p.m. Vice President Renner delivered the invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on April 17, 2015. Present 7 - Karen J. Angelou, Ryan P. Jolley, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Thomas R. Kneeland, and Brian D. Larick B. ADDITIONS OR CORRECTIONS TO THE AGENDA. Motion by Larick, seconded by Renner to move ORD-0056-2015 to the section in the Consent Agenda under Ordinance Introduced, Waive Second Reading, Adopt as Emergency. Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick C. HEARING OF VISITORS. 1. PROCLAMATION - Military Appreciation Months May & June 2015 Mayor Stinchcomb introduced Navy Captain Bill Page; he was drafted into the army in 1969 and served as a medic with the Second Infantry Division in the Korean Demilitarized Zone; joined the Navy in 1978 and served thirty years of active duty and reserve service as a Service Warfare Officer; in 1998 he was recalled to active duty with Special Operations, Command Europe including deployment with the Combined Joint Special Operations Task Force in Bosnia during Operation Allied Force, Kosovo Campaign; he is a retired Project Manager from Battelle and lives in Westerville with his wife Patty, and son John; this evening he is representing the Central Ohio Chapter of Military Officers Association of America; they have requested a Proclamation on his behalf. City of Gahanna Page 1 City Council Meeting Minutes April 20, 2015 Mayor Stinchcomb read the Proclamation to recognize Military Appreciation Month which are May and June of 2015. Mayor Stinchcomb thanked Captain Page very much for representing our veterans and presented him with the proclamation. Captain Page thanked Mayor Stinchcomb, City Council and the Citizens of Gahanna; stated the role of the veteran has always been important; has waned a little bit after the days of Vietnam but after 9/11 it came back into the Nation’s conscious to a greater extent; we’re losing veterans now; hopefully if we have years of peace ahead of us, that will continue to be the case; it is appreciations like this that make us aware of how much that we are valued by our communities so we much appreciate this. Kneeland thanked Captain Page as a fellow veteran for coming in and being part of our ceremony today. D. ORD-0051-2015 SUPPLEMENTAL APPROPRIATION - Insurance Claims Proceeds This Ordinance was introduced. ORD-0052-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO PURCHASE AGREEMENT WITH CENTURY EQUIPMENT FOR PURCHASE OF A TORO WIDE AREA MOWER FROM THE STATE CONTRACT. This Ordinance was introduced. ORD-0057-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE OHIO STATE UNIVERSITY FOR GRADUATE STUDENT INTERNSHIP PLANNING SERVICES; AND TO SUPPLEMENTALLY APPROPRIATE $7,500 THEREFOR; AND TO DECLARE AN EMERGENCY. Ordinance: Introduce, Waive Second Reading, Adopt: ORD-0055-2015 SUPPLEMENTAL APPROPRIATION - Gahanna Swimming Pool and Hunters Ridge Pool This Ordinance was Adopted on the Consent Agenda. Ordinance: Introduce, Waive Second Reading, Adopt as Emergency: ORD-0053-2015 TO AUTHORIZE THE MAYOR TO PARTICIPATE IN THE OHIO DEPARTMENT OF TRANSPORTATION (ODOT) 2015-2016 SEASON ROAD SALT COOPERATIVE BID PROGRAM; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda as an emergency. ORD-0054-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH LIFE TIME FITNESS, INC., FOR RIGHTS AND PRIVILEGES OF GAHANNA AQUATICS FACILITIES MEMBERSHIP FOR THE YEAR 2015; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda as an emergency. ORD-0056-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH FEINKNOPF MACIOCE SCHAPPA ARCHITECTS, INC. FOR PLAN REVIEW AND BACK-UP PERSONNEL; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda as an emergency. Motion Resolution: MR-0024-2015 Motion Resolution authorizing the transfer of funds for necessary to hire a part time Information Technology team member. Transfer detail attached. This Motion Resolution was Approved on the Consent Agenda. MR-0025-2015 Motion Resolution that this Council has no objection to the new D 5 City of Gahanna Page 3 City Council Meeting Minutes April 20, 2015 liquor permit for L&F Brewing Company, LLC, dba 101 Beer Kitchen, 397 Stoneridge Lane, Gahanna, Ohio 43230. This Motion Resolution was Approved on the Consent Agenda. MR-0026-2015 Motion Resolution to appoint Judith N. Glenn to the Senior Center Advisory Board for a 2 year term commencing June 1, 2015. This Motion Resolution was Approved on the Consent Agenda. Approval of the Consent Agenda A motion was made by Larick, seconded by Renner, to approve the Consent Agenda. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Larick stated there is a meeting tomorrow morning at 7:30 here at City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou gave a detailed report: Thursday April 9th was the last meeting of the Mid-Ohio Regional Planning Commission (MORPC); group of 60+ communities and townships and special people were always there; getting more and more people there; community leader spotlight on Columbus Council on World Affairs, President Patrick Terrien was there; he is also the CEO; talked about the Global Scholars Diploma; very good amount of students wish to get this particular diploma upon graduation; up to 200 students will participate in school year 2015-2016; Gahanna Jefferson High School is listed on the Global Scholars Diploma website; also received the Global Report and these will be in the office for anyone who would like to see them; report has some really interesting statistics; 133,400 Columbus residents were born outside of the United States (7% of the total population); the top five countries of origin are India, Mexico, Somalia, China, and Ghana; interpreters requested at OSU Medical Center has nearly doubled in the past five years; new international migration accounts for 25% population growth in the metro area; in City of Gahanna Page 5 City Council Meeting Minutes April 20, 2015 pre-kindergarten through twelfth grade 77,779 students are enrolled in a second language which is 25% of the total population; world languages studied at school are Spanish, French, and German; languages spoken in the home are Spanish, Somali, and Arabic. Angelou continued by stating the Executive Director gave his report; focused on the State of the Region which was a tremendous success; Gahanna has an article in the back page of the State of the Region report; everything you ever wanted to know about Gahanna and how it has grown; thank them for doing that; the whole event has been so successful that we may have to get our tickets up to two months in advance next year or we will be shut out. The Building Committee gave a recap; looking for new space; not planning to move MORPC at this point, however they are looking to expand and have a partnership in that district of Central Columbus; will be going into really good negotiations that we could be a part of. The Data Sight Taskforce led by our own Mr. Jones gave us a really good update; asked him to give an update on the Data Taskforce. Jones said MORPC has established this taskforce; purpose is to see if a centralized website with all data from the region to help non-profits and municipal staff to see how they will be able to service their customers. Angelou said this is really a very large group that again will bring Gahanna into the spotlight in the region; happy that you are able to do that and I know that our Parks and Recreation Director will be asked to chair the committee concerning bikeways and trails; have given each of you on the dais a Transportation Improvement Program (TIP); this is Transportation Month as well as Be Air Aware Central Ohio; we had a number of things we were addressing so we could bring them to council members; am planning to pick up more brochures to be made available in the Council Office for people who might want to see them and can keep abreast of what is going on; all of these things can be seen on the MORPC website as well; all of those transportation issues that we voted on and passed; hopefully they go through; the license plate tax did not make it through. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley No report. Convention & Visitors Bureau (CVB) - Jolley City of Gahanna Page 6 City Council Meeting Minutes April 20, 2015 Jolley requested volunteers for Creekside Blues & Jazz Festival. M. OFFICIAL REPORTS: Mayor Mayor Stinchcomb thanked Rob Preistas for being on the TIF Board; reminded everyone about Open Town Hall; she and Karen walked Dash for th Splash 5K; nice event; brought nice awareness; Larick was a runner; Kneeland participated; two other events coming up; Herbal Affair on May 8; more info on website; May 9 is annual Herb Day; vendors will bring variety of plants; paddle boats available if weather permits; State Farm donated to this event; congratulated Jennifer Teal's husband on running the Boston Marathon. City Attorney None. N. COUNCIL COMMENT Angelou said it was nice walking the 5K with Mayor Stinchcomb; asked about the price for Herb Day; Mayor Stinchcomb said an email with details will be sent. Larick said went to Kemba grand opening; wonderful way to manage your money; went to Rathburn Woods Easter Egg Hunt; nice event every year; went to Dash for Splash; is a wonderful event; something that was completely put together and organized by the citizens of the City who have something that they have very deep in their hearts when it comes to working on and bringing awareness and focus, they are not complaining although this is something that they’re very concerned about, but taking a positive role in trying to find a solution; on the other note, General James Abraham, a local resident that has been here for many, many years, very active in the City and throughout the State has been recognized number of times and recognized in a variety of different ways; The Board of Trustees of Ohio University recently passed a resolution which has been taken to completion as naming the current Veterans and Military Student Service Center it has now been named the Brigadier General James M. Abraham and Cornel Arlene F. Greenfield Veterans and Military Student Service Center; new name salutes Brigadier General James Abraham and the late Cornel Arlene Greenfield, two former Bobcats whose service and commitment to Ohio markedly enhanced the City of Gahanna Page 7 City Council Meeting Minutes April 20, 2015 University’s intellectual and personal development; General Abraham is in his early nineties and has had some health issues recently; has been a very strong advocate in Gahanna.
