CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday May 4, 2015, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President Kneeland called the meeting to order at 7:00 p.m. Vice President Renner delivered the invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on May 1, 2015. Present 7 - Karen J. Angelou, Ryan P. Jolley, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Thomas R. Kneeland, and Brian D. Larick B. ADDITIONS OR CORRECTIONS TO THE AGENDA. C. HEARING OF VISITORS. 1. Presentation by American Legion - Police Officer of the Year Award President Kneeland introduced the American Legion Post 797 of Gahanna; presented the Officer of the Year Award to the City of Gahanna Detective John Power; the requirements for this honor was established by the American Legion; loyalty, duty and inititiative to the highest level; an asset to the Detective Bureau for the last nine years and Crime Scene Bureau from the State, Local and Federal level. Kneeland thanked the American Legion Post and congratulated Detective John Power. D. ORD-0063-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH THE GAHANNA-JEFFERSON SCHOOL DISTRICT FOR THE PROVISION OF SCHOOL RESOURCE OFFICERS TO THE GAHANNA-JEFFERSON SCHOOL DISTRICT FOR THE 2015/2016 SCHOOL YEAR. This Ordiance was introduced. E. CONSENT AGENDA: Minutes - To Approve: 2015-0096 April 20, 2015 Council Meeting Minutes These Minutes was Approved and Filed on the Consent Agenda. Ordinance: Introduce, Waive Second Reading, Adopt as Emergency: ORD-0060-2015 TO APPROVE CURRENT REPLACEMENT PAGES TO THE GAHANNA CODIFIED ORDINANCES; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda as an emergency. ORD-0061-2015 TO AUTHORIZE THE DIRECTOR OF PUBLIC SERVICE TO AWARD AND THE MAYOR TO ENTER INTO CONTRACT WITH STRAWSER PAVING FOR THE 2015 STREET PROGRAM (ST1029); TO SUPPLEMENTALLY APPROPRIATE $55,745 THEREFOR; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda. ORD-0057-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE OHIO STATE UNIVERSITY FOR GRADUATE STUDENT INTERNSHIP PLANNING SERVICES; AND TO SUPPLEMENTALLY APPROPRIATE $7,500 THEREFOR; AND TO DECLARE AN EMERGENCY. Motion Resolution: MR-0027-2015 Motion Resolution that the City has no objection to the transfer of a C1, C2, D6 and D8 Liquor Permit to Ekadant LLC, 1383 E. Johnstown Road from Wine Guy New Albany, LLC, dba The Wine Guy, 1383 E. Johnstown Road. This Motion Resolution was Approved on the Consent Agenda. PUBLIC HEARINGS: ORD-0058-2015 TO REZONE 8.04+/- ACRES OF PROPERTY AS SF-3, SINGLE FAMILY RESIDENTIAL AND ROD SF-3, SINGLE FAMILY OVERLAY; SAID PROPERTY LOCATED ON KASON'S WAY IN FOXWOOD SECTION 3; CURRENT ZONING A COMBINATION SF-3, SINGLE FAMILY RESIDENTIAL AND ROD SF-3, SINGLE FAMILY OVERLAY; JIM LIPNOS, HOMEWOOD CORPORATION, APPLICANT. President Kneeland read the rules and opened the Public Hearing at 7:09 p.m. Administration; Anthony Jones said two applications to make a zoning; phase 3 of Foxwood; move two acres from overlay; complies with our code; showed area map of site; just west of Taylor Station; showed zoning map of proposed changes; redevelopment map showed reconfigurations of the lots; areas change to reserve Button Bush Swamp; Development & Parks recommend approval; Planning Commission approved the applications. Kneeland opened the public hearing. Proponent; Jim Lipnos, Homewood Corporation, 2700 E Dublin Granville Rd. Columbus, went through brief history; org approved in 2002; plat for phase 3 recorded in 2006; development stalled and put project on hold; OEPA implemented new storm code requirements that require compliance; those readings involved a lot of moving parts; decided to build bio retention basin to protect the swamp; best for this property and in compliance with new regulations; reason here; existing zoning does not allow for this change; need to allow for overlay langague; appreciates staff supporting this project. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley No report. Convention & Visitors Bureau (CVB) - Jolley Jolley said no update; meeting is next week. M. OFFICIAL REPORTS: Mayor Not present. City Attorney Had first meeting for the Govnerance Commision; Sheila Vitale is Chair and George Mrus is Vice Chair; set meetings for once a month; in the process of gathering data and will be moving forward; encouraged everyone to vote. N. COUNCIL COMMENT Angelou extended good luck to Tom Kneeland and Ryan Jolley. Jolley encouraged everyone to exercise civic duty and vote tomorrow. Larick congratulated Katie Larick who graduates from Ohio State University; and encouranged everyone to vote tomorrow. Renner said to go vote and exercise civic duty; weather is warming up encouraged to watch for children and animals in parked cars; call police if see it; had a group of Chinese students here and taught about local governement; group of students from Chapelfield Elementary were also here to learn about local government; Jennifer Teal and Tom Kneeland assisted; a mock issue was given to the students. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider confidential information related to the marketing plans, specific business strategy, production techniques, trade secrets, or personal financial statements of an applicant for economic development assistance, or negotiations with other political subdivisions respecting requests for economic development assistance. A motion was made by Larick, seconded by Renner, to go into Executive Session under the authority of Section 5.40A of the Council Rules of Procedure to consider appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee, official licensee, or regulated individual unless such public employee, official licensee or regulated individual requests a public hearing and 5.40 C, to confer with the City Attorney concerning disputes involving the City, or elected officials or employees which are subject to pending or imminent court action. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick Kneeland confirmed there will be no action taken from the Executive Session this evening; Executive Session will be held in the Committee Room.
