A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday May 4,
2015, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President Kneeland called the meeting to order at
7:00 p.m. Vice President Renner delivered the invocation followed by
the Pledge of Allegiance. Agenda for this meeting was published on
May 15, 2015.
Present 7 - Karen J. Angelou, Ryan P. Jolley, Jamie Leeseberg, Stephen A. Renner,
Michael Schnetzer, Thomas R. Kneeland, and Brian D. Larick
B. ADDITIONS OR CORRECTIONS TO THE AGENDA. None.
C. HEARING OF VISITORS.
President Kneeland called Mr. Edward Toney of 626 Harrow Court,
Gahanna, Ohio.; Mr. Toney said he is dismayed by the violation of the
Gahanna Charter Section 3.01 by Joseph Gergley this section called
for the nonpartisan primary election; Mr. Gergley claimed to be the
only Republican running; was quoted in the newspaper; unsure how
Mr. Gergley is aware of the other candidates political leanings; ask
that the Mayor invoke her judicial power as outlined in Section 3.03 of
the Charter; Section 3.04 outlines her power; and ask that the Mayor
direct the City Attorney or sitting Council to ask the Franklin County
Board of Elections to de-certify the election of Joseph Gergley until
such time that the laws of Gahanna are determined to be binding on
all candidates; if found that the nonpartisan election rule can be
openly violated, ask that the Council replace this charter paragraph
and replace with partisan primary and partisan election in November.

Community Improvement Corporation (CIC) - Larick/Kneeland
Larick gave a reminder that CIC meets tomorrow morning at 7:30 a.m.
in City Hall.
2015-0105 COG Board Structure E-committee Presentation
Angelou said she attended the Chamber and Government Day;
MORPC Planning Commission met May 13th; Share Ohio get
together, promising opportunity, you can visit their website; air quality
alerts, had one this year, none last year; can sign up for air quality
alerts at airquality.morpc.com; Phase of Insight 2015 raising funds;
116,000 needed, raised 66,000 ; Ohio Department of Transportation;
traffic issues in Polaris being studied; OSU airport new advisory
council; Columbus jet taskforce being sent forward; Rickenbacker
looking to do new infrastructure; PACT is a large project heavily
involved with the City of Columbus; regional data and mapping has
added 5300 miles of sidewalk onto GIS.
Angelou introduced Mr. Tony Collins to give COG Board Structure
E-Committee Presentation.
Mr. Collins said he has been involved with Central Ohio Greenways for
the last 10 years; Big Walnut Trail is part of the Greenway system;

unified signs have been added to the Big Walnut Trail throughout
Gahanna; has built a mapping system for the entire region; built a
mapping system and website; you can see how to get from point A to
point B and see construction updates and maintenance issues along
the trails; recognizes we need more trails; highest priority to many
citizens; Houston Parks & Recreation board announced a 50 million
dollar contribution to put more trails on the ground; we are increasing
the number of people utilizing our trails for recreation and
transportation; next is a step-by-step action plan; looking forward to
bringing the resources to Gahanna. See attached presentation.
Bd. of Education, Gahanna-Jefferson Public Schools - Jolley
Nothing to report.
Convention & Visitors Bureau (CVB) - Jolley
Jolley said they had meeting this past Thursday; received email with
positive feedback about the Gahanna airing on Good Day Cleveland
on Fox 8 TV; generating a huge buzz; bringing a lot of positive interest
in Gahanna; getting bus tours to the City to include one called "Girls
Day Out" which has sold out; Blues and Jazz festival exceeded
fundraising compared to last year; still need more volunteers for the
event.
M. OFFICIAL REPORTS:
Mayor
Mayor touched briefly on FOX 8 airing that Jolley referenced;
increasing citizen involvement by opening the Open Town Hall;
seeking additional feedback in reference to the zoning change on
South Hamilton Road; comments will go to Planning Commission;
requests we urge citizens to utilize this new online tool; brought Young
Professionals group to Gahanna; covered a number of leadership
topics and featured sessions; Niel Jurist was a guest moderator for the
panels and active member of the group; reminded everyone that this
weekend we will celebrate Memorial Day, will be attending the VFW
Mifflin Ceremony at 12:15 p.m. on Monday; will join Mr. Kneeland at
brick dedication at 1:00 p.m.; request we take a moment on Monday to
remember and honor our Veterans.

N. COUNCIL COMMENT
Leeseberg recognized the 5k Run this past weekend at Highpoint
Elementary; had a great turnout; over 400 people in 3 days signed up.
Angelou said the Parks and Recreation Foundation had their Herbal
Affair this past Friday evening; wonderful opportunity.
Jolley said he participated a 100 mile 'pseudo bike race; joined people
from over thirty states and other countries.
Kneeland participated in three business ribbon cuttings last week;
excited about the new businesses opening in Gahanna; reminds
everyone again that this weekend we celebrate Memorial Day; we
have a signed joint use agreement from the Mayor of Whitehall, over a
million dollars will be coming soon for the fiber build.
