CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, June 15, 2015, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Thomas Kneeland called the meeting to order at 7:00 p.m. Vice President of Council Renner delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on June 12, 2015. * Ryan Jolley arrived at 7:04 p.m. Present 7 - Karen J. Angelou, Ryan P. Jolley, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Thomas R. Kneeland, and Brian D. Larick B. HEARING OF VISITORS. None. C. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction AND under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney concerning disputes involving the City, and/or appointed or elected officials or employees, which are subject to pending or imminent court action. A motion was made by Leeseberg, seconded by Renner, to go into Executive Session under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction AND under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney concerning disputes involving the City, and/or appointed or elected officials or employees, which are subject to pending or imminent court action. The Motion carried by the following vote: * Ryan Jolley arrived at 7:04 p.m. City of Gahanna Page 1 City Council Meeting Minutes June 15, 2015 Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick President Kneeland requested the Mayor, City Attorney, Finance Director and Parks & Recreation Director attend the Executive Session. Council rose to Executive Session at 7:02 p.m. Council rose to report from Executive Session at 8:02 p.m. with action taken. The Agenda was amended to include ORD-0071-2015 for consideration. D. ADDITIONS OR CORRECTIONS TO THE AGENDA. A motion was made by Leeseberg, seconded by Jolley, to add ORD-0071-2015 under item K. The Motion carried by the following vote: Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick E. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: Renner introduced the items under section E. ORD-0067-2015 SUPPLEMENTAL APPROPRIATION - Emergency Notification System. This Ordinance was introduced. ORD-0068-2015 SUPPLEMENTAL APPROPRIATION - TriTech New Software. This Ordinance was introduced. ORD-0069-2015 TO AMEND SECTION 913.10, STREET TREE PLANTING REQUIREMENTS, OF CHAPTER 913, LANDSCAPING REQUIREMENTS, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. This Ordinance was introduced. ORD-0070-2015 AN ORDINANCE DETERMINING THE NECESSITY OF AND AUTHORIZING THE ISSUANCE AND SALE OF ECONOMIC City of Gahanna Page 2 City Council Meeting Minutes June 15, 2015 DEVELOPMENT REVENUE BONDS, SERIES 2015 (THE COLUMBUS ACADEMY PROJECT) OF THE CITY OF GAHANNA, OHIO IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $15,000,000; AUTHORIZING THE EXECUTION AND DELIVERY OF A LOAN AGREEMENT, AN ASSIGNMENT OF LOAN AGREEMENT, A BOND PURCHASE AGREEMENT, A TAX EXEMPTION CERTIFICATE AND AGREEMENT AND OTHER DOCUMENTS IN CONNECTION WITH THE ISSUANCE OF THE BONDS; AND TO DECLARE AN EMERGENCY. City of Gahanna Page 3 City Council Meeting Minutes June 15, 2015 Development & Parks - Larick No report. I. CORRESPONDENCE AND ACTIONS: Clerk McWilliams introduced the following proposed zonings. Z-0003-2015 To consider an application for Zoning Change for 4.19+/- acres of property located at Ridenour Road, Imperial Rise #3, Part of Reserve "A", Parcel ID #025-013236; current zoning RID, Restricted Institutional District; requested zoning SO, Suburban Office; Fred Kenimer (Land Owner's Property Coordinator), applicant. (Advertised in the RFE 4/9/15 and 4/16/15) The Planning Commission recommended approval of the Ridenour Road at Imperial Rise; Christian Meeting Room Rezoning on June 10, 2015. This matter will be discussed at the July 13, 2015 Committee of the Whole and the Public Hearing will be conducted on July 20, 2015. Z-0004-2015 To consider an application for Zoning Change for 1 acre of property located at 5069 Morse Road; current zoning ER-1, Estate Residential; requested zoning CC, Community Commercial; Susan Prescott, applicant. (Advertised in RFE 5/14/15 and 5/21/15) The Planning Commission recommended approval of the 5069 Morse Road Rezoning on June 10, 2015. This matter will be discussed at the July 13, 2015 Committee of the Whole and the Public Hearing will be conducted on July 20, 2015. Council - None. J. SECOND READING OF ORDINANCES: None. K. FIRST READING OF ORDINANCES (added from Executive Session): ORD-0071-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO A REAL ESTATE PURCHASE CONTRACT FOR 8.0+/- ACRES AT PARCEL ID 025-004277-00 AND PARCEL ID 025-005537-00 FROM GOOD City of Gahanna Page 4 City Council Meeting Minutes June 15, 2015 SAMARITAN REFORM CHURCH LOCATED AT 620 MCCUTCHEON ROAD GAHANNA, OHIO 43230; TO SUPPLEMENTALLY APPROPRIATE $200,000; AND TO DECLARE AN EMERGENCY. A motion was made by Renner, seconded by Schnetzer to waive second reading. The Motion carried by the following vote: Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick A motion was made by Jolley, seconded by Renner, to be adopted as an emergency. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Larick said meeting tomorrow morning at 7:30 a.m. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said meeting was last Thursday at 1:30 p.m.; congratulated City of Whitehall for winning the Charles B Jenkins Award to raise the quality of life for senior citizens; Mayor of Whitehall was part of the award; Community Leaders spotlight part of the HOOFit Program with Ohio Health which is a collaboration with the Columbus Zoo; there will be five opportunities with one coming up on June 9 where you can sign up to walk a particular district of the zoo to talk with a physician on how to prevent cancer or keep your family healthy; hope to get people to do 10,000 steps; part of a wellness program; couple dates coming up; June 23 is the grant writing regional education forum at MORPC; August 20 the 2015 Annual Luncheon for COTA; August 27 redeveloping commercial areas at MORPC; October 2 Summit on sustainablility; two resolutions passed; one on weatherization assessment program and one to accept a revision to account appropriations for revisions to MORPC; accepted Greenfield Township as a MORPC member; congratulated MORPC for receiving a clean audit; audit was performed by a Gahanna audit committee; has a copy of the audit if anyone would like to see it; also the Legislative update was a lengthy process; two year freeze in college tuition; redirect funding from local government fund; this is moving City funds to less than fifty percent of what they are receiving and moving to police training and townships; no discussions on the topic; hopefully this will lead to some changes in that part; noted it is confusing to understand City of Gahanna Page 5 City Council Meeting Minutes June 15, 2015 the meaning; copy of the letter is available; Dan Alrick from Sonoma Technologies presented about the air quality program; met with all of the meterologists; recognizing MORPC as one in charge of the air quality; all of the TV stations looking into this and trying to work with MORPC to get out all of the knowledge of the ozone layers; will likely have more ozone days this year as last year there were none; will impact children and older adults more; those with asthma are asked not to go out on those days; attempting to get statistics on how many more children are seen at the hospital on those days; hopefully we can continue to move forward but will likely have more alert days; transportation plan shows before and after and you can see where all of the dollars are going; noted we have copies of all of this information in the Council office. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Nothing to report. Convention & Visitors Bureau (CVB) - Jolley Jolley reminded everyone of the Creekside Blues and Jazz festival this weekend; will be sending out a volunteer sign-up for Council. N. OFFICIAL REPORTS: Mayor Pleased to announce that the City of Gahanna has once again received the Government Finance Officers Association Distinguished Budget Presentation Award for our current budget; highest form of recognition for governmental budgeting; significant achievement for our City; this is the second year we have been recognized for our budget; thanked our Director of Finance Jennifer Teal and Deputy Director Joann Bury and Finance Department and budget team; very proud; reminded everyone they are welcome to attend an open house for our Hamilton Road Central Widening Project this Thursday the 18th from 5-7 p.m. at the Northeast School; packet went out to businesses and residences within a one mile radius of the project by Frankin County; includes a map of the area and a brochure with information about the project; Mayor also noted she will be volunteering at the Blues and Jazz festival this weekend; our Summer Fun Guide went out recently; includes information about Creekside Live, pools, and more; available at our website and other locations within the City. City Attorney City of Gahanna Page 6 City Council Meeting Minutes June 15, 2015 No report. O. COUNCIL COMMENT Angelou said it was a lovely Friday evening at the preview for Creekside Blues and Jazz festival; music in the park was fabulous; good turn out even with poor weather; wonderful to have so many great community members that help us enjoy our summer programs; congratulated Troy for the meeting held at the golf course for the Big Walnut Trails. Schnetzer congratulated Finance Department. Jolley congratulated the Finance Department; thanked Angelou for bringing the letter from MORPC; the state legislature is cutting funding to cities like Gahanna and cutting income tax by 1.7 billion dollars over the next two years; highest one percent of income earners will see a tax cut of $10,000 per year; median household income in this state is $40,000 per year; those folks will see a tax reduction of $50; cities like Gahanna and our school districts will be forced to go to our residents and ask for income tax or property tax dollars that will certainly be more than $50 per year; disastrous for our state in the long run; this is a common sense budgetary matter; the budget is a priority; why are we making such changes at the expense of our municipalities; hopeful to get more information out; contact our legislators and express your frustration with this; we should be investing in our infrastructure; things we could be spending this 1.7 billion dollars instead of giving to the richest 1% in the state. Larick said Happy Birthday to his mother, she is 69 today. Renner said areas of our cities are facing developmental challenges; many of our communities still on a septic system; most of these were built many years ago; thanked Dottie for getting information out there quickly in reference to the nitrate levels; alarming what people can believe. Kneeland appreciates everyone's patience with adopting the new legislation this evening; gives us the ability to gain access to additional property for park use on the west side where it is really needed; thanked the Parks Department and Mayor's office in helping us get to this point, as well as the City Attorney.
