CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, August 3, 2015 in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Tom Kneeland called the meeting to order at 7:00 p.m. Vice President of Council Renner delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on July 31, 2015. Present 7 - Karen J. Angelou, Ryan P. Jolley, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Thomas R. Kneeland, and Brian D. Larick B. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. C. HEARING OF VISITORS. Mark Thomas Mark Thomas thanked Council for their support of the annual car show. Michael Heitzman Michael Heitzmam, 180 Rivers Edge Way; lifelong resident; is against the Ordinance to build the Big Walnut Trail to place a fence on the golf course; greatly dismayed that the variance and fence were passed in the month of July; trust that Council will develop a plan without the fence; he suspects there are many of the same concerns; more must be done without destroying this area with fencing. D. EXECUTIVE SESSION - A motion was made by Leeseberg, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(b) of the Council Rules of City of Gahanna Page 1 City Council Meeting Minutes August 3, 2015 Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction AND under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick President Kneeland requested Mayor Stinchcomb, City Attorney Shane Ewald, Human Resources Director Sue Wadley, and the CIC attend the Executive Session. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: Renner introduced the items under section E. ORD-0085-2015 SUPPLEMENTAL APPROPRIATION - to post reimbursements of legal fee payments to Special Counsel. This Ordinance was introduced. ORD-0086-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH THE CITY OF COLUMBUS FOR SNOW AND ICE REMOVAL SERVICES FOR THE 2015-2016 SEASON. This Ordinance was introduced. ORD-0088-2015 SUPPLEMENTAL APPROPRIATION - remediation work on Tech Center Drive multi-use trail. This Ordinance was introduced. F. Motion Resolutions: MR-0035-2015 Motion Resolution to extend the term of the Governance Commission to date not later than December 31, 2015; whereas the time is necessary for the Commission to fully evaluate the forms of government, hold the required three public meetings and complete the recommendation to Council; Commission was authorized by ORD-0179-2014, passed December 15, 2014. This Motion Resolution was Approved on the Consent Agenda. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley had no report. Convention & Visitors Bureau (CVB) - Jolley Jolley said next meeting August 13. N. OFFICIAL REPORTS: Mayor Mayor Stinchcomb said it was a great car show on Saturday; beautiful weather; always pleased to have out of town visitors compliment the City and specifically Creekside; thanked Mark for everything he does. COUNCIL COMMENT Angelou hopes everyone will have a wonderful week of sunshine; hopes we will be able to discuss the trail in further and whether a fence should go in; possibly in committee; thanked Mr. Heitzman for understanding the importance of trails in the community; hopes there is another option for the trail without a fence. Schnetzer echoed the Mayor and her thoughts about the car show; hopes it becomes an annual event. Renner thanked everyone for coming and filling out speaker slips; encourages involvement at the local level. Kneeland thanked everyone for their support for the event. P.
