CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Tuesday, September 8, 2015, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Tom Kneeland called the meeting to order at 7:00 p.m. Vice President of Council Renner delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on September 4, 2015. Present 7 - Karen J. Angelou, Ryan P. Jolley, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Thomas R. Kneeland, and Brian D. Larick B. HEARING OF VISITORS. 1. Alicia Holloway, 962 Bryn Mawr Drive Resident had concerns as it relates to the Strategic Plan and Economic Development Plan on the agenda and this is the first she has heard of it; she looked on website and the last plan was outdated; she noted that this is a very long process; President Kneeland indicated there will be a lengthy discussion at the next Committee of the Whole; she brought up the schools; Mayor Stinchcomb said there was a request for an open house for the public to discuss the Economic Development Plan; will be September 15 from 5:30 - 7:30 p.m.; will give residents the opportunity to speak in an informal setting; Holloway said she would urge Council to make the schools a priority and look at the future of the schools and the needs; Angelou added that ORD-0093-2015 and ORD-0094-2015 is about the strategic plan and has a great deal of public input involved; the Economic Development Plan is not a project, but will show where our City can build and shows the return of investment. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction. A motion was made by Leeseberg, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick President Kneeland requested Glen Duggar, Finance Director Jennifer Teal, Mayor Stinchcomb, and City Attorney Shane Ewald attend the Executive Session. Executive Session held in the Committee Room. Council rose to Executive Session at 7:08 p.m. Council rose to report from Executive Session at 7:53 p.m. D. ADDITIONS OR CORRECTIONS TO THE AGENDA. A motion was made by Renner, seconded by Angelou, to waive rule 11.14 of the Council Rules of Procedure to consider ORD-0073-2015 to rezone 4.19+/- acres of property as SO, Suburban Office; said property located at Ridenour Road, Imperial Rise #3, Part of Reserve "A"; Parcel ID No. 025-013236; current zoning RID, Restricted Institutional District; Fred Kenimer, Land Owner's Property Coordinator, applicant. Discussion: Council Member Schnetzer asked about the procedure and asked what lead to this avenue instead of the normal process; Kneeland said he wanted to give Planning Commission the opportunity to review the application again so the applicant did not have to start the process over again; Ewald confirmed; Jolley asked Ewald to clarify Council's disposition; Ewald said there is a 90 day window to take action; the status of the Ordinance will be pending; will be remanded back to Planning Commission with the zoning classification; is a subsidiary motion off the main motion to adopt; Schnetzer asked what motions are needed; Ewald said will need a motion to waive the rules and then will need a motion to adopt to bring it on the agenda and a subsidiary motion with adoption to remand back to Planning Commission. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick President Kneeland will appoint Council Members Karen Angelou and Brian Larick to the Incentive Advisory Board that oversees the Office & Industrial Incentive Program for the remainder of 2015. E. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: Renner introduced the items under section E. ORD-0093-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH MANAGING RESULTS, LLC FOR THE PURPOSE OF FACILITATING THE STRATEGIC PLANNING PHASE OF THE CITYWIDE STRATEGIC PLAN; AND TO DECLARE AN EMERGENCY. This Ordinance was introduced. ORD-0094-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ACP GREENE AND ASSOCIATES, LLC, DBA planningNEXT, FOR THE PURPOSE OF FACILITATING THE STRATEGIC PLANNING PHASE OF THE CITYWIDE STRATEGIC PLAN; AND TO DECLARE AN EMERGENCY. ORD-0100-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRIBUTION AGREEMENT WITH THE CITY OF COLUMBUS FOR GAHANNA'S PORTION OF THE HAMILTON ROAD PHASE A WIDENING PROJECT. This Ordinance was introduced. ORD-0101-2015 SUPPLEMENTAL APPROPRIATION - 2015 Sanitary Sewer Processing Charges from the City of Columbus. This Ordinance was introduced. F. CONSENT AGENDA: Leeseberg said would like to have City Engineer Rob Priestas discuss the OPWC Grant Application; Priestas said the grant is meant to secure state dollars to improve a small section of Stygler Road; during peak hours the current approach is failing; proposed changes with the grant funds will bring the approach up to an appropriate level of service; Angelou asked for the amount of money we will get; Priestas said we will ask for 40% of the project which will equate to about $444,000. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said attended COTA luncheon; will be serving on a round-table at MORPC; looking forward to it; said Anthony Jones is presenting at the MORPC Summit on Sustainability on October 2; suggesting we have a table for that day. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley said no report. Convention & Visitors Bureau (CVB) - Jolley Jolley said no report. N. OFFICIAL REPORTS: Mayor Mayor Stinchcomb said the Economic Development Plan is available on the website; the plan is a guide; will have an open house next Tuesday, September 15 from 5:30 - 7:30 p.m. in the Committee Room; will answer questions the public may have; will also have a Public Hearing here in Chambers on September 21, 2015; also in the process of getting feedback on communication and outreach as a City on Open Town Hall; encourages residents to weigh in; September is National Preparedness Month; reminds citizens to be prepared in case of an emergency; the teal ribbons around are in support of September Ovarian Cancer Awareness Month; this is the second year we are participating; more information is available at turnthetownteal.org; annual Hops and Vines is coming up on September 19; will be a festive evening; said she was proud to participate in the Veterans of Foreign Wars a few Sundays ago; also was given the opportunity to welcome home the Vietnam veterans.
