CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, November 2, 2015, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Tom Kneeland called the meeting to order at 7:00 p.m. Vice President of Council Renner delivered an Invocation followed by the Pledge of Allegiance. ORD-0107-2015 TO REZONE 3.57+/- ACRES OF PROPERTY AS L-OCT, LIMITED OVERLAY-OFFICE, COMMERCE, AND TECHNOLOGY; SAID PROPERTY LOCATED AT 785 SCIENCE BOULEVARD; PARCEL ID NO. 025-006469; CURRENT ZONING OCT, OFFICE, COMMERCE, AND TECHNOLOGY; CITY OF GAHANNA, APPLICANT. This Ordinance was introduced. ORD-0115-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH ENGINEERED MIDWEST SOLUTIONS (ESM) FOR THE SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM City of Gahanna Page 1 City Council Meeting Minutes November 2, 2015 SOFTWARE UPGRADE; AND TO DECLARE AN EMERGENCY. Ordinance: Introduce, Waive Second Reading, Adopt as Emergency: ORD-0116-2015 TO ACCEPT INFRASTRUCTURE IMPROVEMENTS AND APPURTENANCES THERETO, FOR FOXWOOD SECTION 3; IMPROVEMENT NUMBER ST 831 AND SA 832; AND TO DECLARE AN EMERGENCY. This Ordinance was Introduced, Second Reading Waived, and Adopted as an Emergency on the Consent Agenda. ORD-0111-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONSOLIDATED MASTER SUPPORT AND SOFTWARE LICENSING AGREEMENT City of Gahanna Page 2 City Council Meeting Minutes November 2, 2015 WITH TELECOMMUNICATIONS SYSTEMS INCORPORATED (TCS) FOR THE PURPOSE OF PROVIDING SERVICE, SUPPORT AND LICENSING OF THE DIVISION'S 9-1-1 CALL-HANDLING HARDWARE, SOFTWARE AND ASSOCIATED INFRASTRUCTURE. This Ordinance was Adopted on the Consent Agenda. ORD-0112-2015 TO ACCEPT MONIES SEIZED IN THE AMOUNT OF $592 AND AWARDED TO THE GAHANNA POLICE PURSUANT TO COURT ORDER NO. 14CV13110; AND TO SUPPLEMENTALLY APPROPRIATE $254 TO THE LAW ENFORCEMENT TRUST FUND. This Ordinance was Adopted on the Consent Agenda. ORD-0113-2015 SUPPLEMENTAL APPROPRIATION - Rock Salt Antitrust Litigation Settlement This Ordinance was Adopted on the Consent Agenda. ORD-0114-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH THE CITY OF COLUMBUS FOR WATER QUALITY LAB TESTING SERVICES AT A CHARGE OF $125 PER SAMPLE. This Ordinance was Adopted on the Consent Agenda. Approval of the Consent Agenda A motion was made by Renner, seconded by Leeseberg, to approve the Consent Agenda. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick End of the Consent Agenda F. PUBLIC HEARINGS: ORD-0107-2015 TO REZONE 3.57+/- ACRES OF PROPERTY AS L-OCT, LIMITED OVERLAY-OFFICE, COMMERCE, AND TECHNOLOGY; SAID PROPERTY LOCATED AT 785 SCIENCE BOULEVARD; PARCEL ID NO. 025-006469; CURRENT ZONING OCT, OFFICE, COMMERCE, AND TECHNOLOGY; CITY OF GAHANNA, APPLICANT. President Kneeland read the Rules of the Public Hearing. Administration: Michael Blackford, Deputy of Planning & Development, gave summary of the applications; the City owns two adjacent lots much smaller that are already zoned with the overlay; the overlay text is the same as those properties; there is no proposed use at this time; this property is City of Gahanna Page 3 City Council Meeting Minutes November 2, 2015 in two townships and one zoning will make it easier for the City to mark properly; there are a few uses prohibited within the overlay such as textile mills, small arms manufacturing, guided missile and space vehicle manufacturing, motor vehicle towing; overlay encourages green buildings; setbacks similar but some variation exists; overlay is above and beyond what the zoning code would require; our code will require a variance for the overlay zoning; there is not an end user; the existing overlay text we are mirroring did not include a site plan either; showed the property on a location map; the Economic Development Strategy shows that the property can be incorporated with the other properties; a two-story building of various square feet can be built on that lot; these are all designated industrial; proposed allows for mixed office and industrial use; compatible with the physical and environmental features of the site; the Economic Development Strategy has identified site as having a high probability of redevelopment relative to other similarly zoned properties; staff is of the opinion that the proposed rezoning is compatible and appropriate in this area; majority of properties are similarly zoned or developed; request to rezone does not appear to create an unsafe situation for neighboring properties; adequate infrastructure exists to serve site; staff recommends approval. President Kneeland opened the Public Hearing at 7:03 p.m. He called for proponents; the City of Gahanna is the applicant; see administration discussion above. SECOND READING OF ORDINANCES: ORD-0102-2015 AN ORDINANCE DECLARING THE IMPROVEMENT TO CERTAIN PARCELS OF REAL PROPERTY IN THE CITY'S JOHNSTOWN ROAD DISTRICT TO BE A PUBLIC PURPOSE AND EXEMPT FROM TAXATION; ESTABLISHING A TAX INCREMENT EQUIVALENT FUND AND PROVIDING FOR THE COLLECTION AND DEPOSIT OF SERVICE PAYMENTS INTO THAT FUND; SPECIFYING THE PUBLIC INFRASTRUCTURE IMPROVEMENTS DIRECTLY BENEFITING THE PARCELS; AND AUTHORIZING MAKE-WHOLE COMPENSATION PAYMENTS TO THE GAHANNA-JEFFERSON CITY SCHOOL DISTRICT AND THE EASTLAND FAIRFIELD CAREER & TECHNICAL SCHOOLS. A motion was made by Larick, seconded by Renner, to postpone this Ordinance to the November 16, 2015 Council Meeting. The motion carried by the following vote: Yes: 7- Angelou, Jolley, Leeseberg, Renner, Schnetzer, Kneeland and Larick J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Larick said next meeting is Tuesday, November 17 at 7:30 a.m. at City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou indicated the Executive Session is this Thursday and the regular meeting is the following Thursday. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley City of Gahanna Page 5 City Council Meeting Minutes November 2, 2015 Jolley did not have a report. Convention & Visitors Bureau (CVB) - Jolley Jolley said the City hosted a tour group from Missouri; participated in a preserving the harvest itinerary that the CVB created with the Ohio Herb Center; it generated revenue for the center; currently working with the publisher to design the 2016-2017 official visitors guide; hosted several soccer teams; it drew 6,000 people to Gahanna; spent all day and had overnight stays; utilizing restaurants and stores in positive way; couple weeks away from Holiday Lights celebration; business and people that participate continue to grow; CVB is very excited about the event; a lot of things to do and see; there isn't a parade there will be a lot of other interactive activity with business; will boost the economy; hopes to see everyone attend; will be an exciting festival. M. OFFICIAL REPORTS: Mayor Mayor Stinchcomb said that Pastor Dave Jansen of CenterPoint Church invited her to the morning worship service to announce the purchase of 7.44 acres of open field area around the church by the City for future use as parkland; the church will continue to own 4.25 acres and all the structures and parking lots for their activities and ministry in Gahanna; yesterday was a sermon on transformation of communities and he thought it was fitting to deliver this news; she said it hit Facebook before she could get home; apologized that she didn't get to Council first; excited about this green space purchase; excited to report the City's service department has been nominated for the Taxpayer Hero Award by the Ohio Auditor of State; municipalities that provide improved services at reduced costs to the citizens; being recognized for central fleet maintenance program with our regional partners; a one minute video is being filmed next week at the service complex to discuss the program; will be featured on the Auditor's website at ohioauditor.gov; our service program will be shared as government best practices; Director of Service Dottie Franey has been called many times on our program helping with other municipalities; congratulations to the service department for a great job; very proud of them; Hamilton Road/Clark State is open to traffic; temporary light until the western leg is open; City will be closed on November 11 for Veterans Day; Veteran's Memorial Ceremony will host annual ceremony on November 11 at 11:00 a.m. at Veteran's Memorial Park; State Rep and Army Veteran Heather Bishoff will be the guest speaker; tomorrow is election day; hopes everyone makes a wise City of Gahanna Page 6 City Council Meeting Minutes November 2, 2015 decision for the City. City Attorney - No report. N. COUNCIL COMMENT Angelou commented Dottie Franey and her team for earning the Taxpayer Hero Award; it's terrific and they deserve every bit of the recognition for all their hard work; vote tomorrow. Leeseberg echoed Angelou's commentary on Dottie and the service department's hard work. Jolley applauded Dottie Franey and the service department for receiving this award. Larick said congratulations to Dottie and her team; vote tomorrow. Renner said congratulations to Dottie and thanked her for all her hard work; her team is great; get out and vote. O.
